CANTON FIRE AND POLICE COMMISSION Monday, December 12, 2011 Director’s Room, Canton City Hall, 2 N. Main Street, Canton, IL 61520 3:30 p.m. A regular meeting of the Canton Fire and Police Commission was held on December 12, 2011. The meeting was called to order at 3:35 p.m. by Commissioner Jump.
Present: Commissioner Harold Jump Police Chief Dan Taylor Commissioner Chad Mayall Fire Chief Keith Frank
A Motion was made by Commissioner Mayall seconded by Commissioner Jump to accept the minutes of the November 10, 2011 meeting. All Ayes, motion carried.
A Motion was made by Commissioner Mayall seconded by Commissioner Jump to accept the November budget. All Ayes, motion carried.
Commissioner Jump requested that a short summary be prepared outlining the costs involved in the Jarrod Smith hearing.
Training certificates: No certificates were presented.
Old Business
Probationary Employees: Police Officer Nick Williamson is on his own on second shift and doing very well. Firefighter Blake Flickinger is currently attending class to become a Child Passenger Safety Technician. Police Officers Darren Donald and Ian McDowell are set to graduate from PTI this Thursday, and then Donald will be under the supervision of Officer Josh Wages for field training, while McDowell will be supervised by Lieutenant Brad Richards.
Bills: Three bills were presented for commission approval: to the Law Office of John Broihier in the amount of $945.00 for legal services related to the Jarrod Smith hearing; to The Canton Daily Ledger in the amount of $61.38 for PD testing advertising; and to the Pekin Daily Times in the amount of $12.28 for PD testing advertising. A Motion was made by Commissioner Jump seconded by Commissioner Mayall to pay the bills. All Ayes, motion carried.
A deposit was noted of $240.00 was presented, representing 16 application fees for PD testing @ $15.00 each. This money will be deposited and then expended later for payment of PD written test materials.
Testing Cycles: Regarding the Police Initial, sixteen applications were received by the deadline. The commissioners will review the applications, and then Orientation is set for Saturday, December 17th at 1pm beginning at the fire station and continuing at the YMCA. Master Sgt. Inmon will be conducting the testing with assistance from the Canton Police Department. The written test will be administered on Saturday, January 7 at 10am, at Ingersoll Middle School. Oral interviews are scheduled at the firehouse for January 9, 11, and 12.
New Business:
Discussion of HB 1576 – this issue will be tabled until after the completion of the police testing.
The commissioners approved and signed two letters to Nick Stevens appointing him temporary firefighter assignments, the first to begin Wednesday, December 14th.
In other New Business, Chief Taylor made a request regarding the upcoming PD Sergeant promotional testing. He would like to require the reading of the book Emotional Survival for Law Enforcement by Kevin Gilmartin. He asked how the content of this book could be worked into the promotional testing. It was decided that it could be a required read, with the books being supplied to officers, and then questions could be asked during the Oral Interviews regarding the content.
Having no other business, a Motion was made by Commissioner Jump seconded by Commissioner Mayall to adjourn the meeting. All Ayes, motion carried. Meeting adjourned at 3:44 p.m.
