MINUTES OF PLANNING COMMITTEE MEETING - 24TH JUNE 2013

1. DECLARATIONS OF INTEREST

Councillor Stansfield declared a personal and prejudicial interest in application 13/0104 97 Warbreck Drive. The nature of the interest being that he had been subjected to significant lobbying by a third party.

Councillor Brown stated that as ward councillor he had been contacted by objectors and the applicant, for application 13/0251, and spoken to them both regarding the procedure. Mrs McDonnell advised that as he had acted as a ward councillor and had treated both parties equally there was no reason to leave the room.

2. MINUTES OF THE MEETING HELD ON 14th MAY 2013

Resolved: That the minutes of the meeting held on 14th May 2013, be signed by the Chairman as a correct record.

3. PLANNING/ENFORCEMENT APPEALS LODGED AND DETERMINED

Resolved: To note the Planning/Enforcement Appeals lodged and determined.

4. PLANNING APPLICATION 13/0251 - 97 WARBRECK DRIVE

The Committee considered application 13/0251 for the erection of a single storey rear extension and an access ramp at the front and use of the premises as altered ancillary to the existing primary school at 95 Warbreck Drive with associated playground following demolition of the existing garage and outhouse, at 97 Warbreck Drive. Mr Rendell, Head of Governors at Langdale Preparatory School, addressed the Committee and spoke in support of the application.

The Committee asked Mr Rendell for further clarification regarding the travel plan and parking problems near the school.

Mr Rendell advised that the travel plan would be submitted to the Planning Department for consideration in due course, but parents would be encouraged to car share, walk and use public transport. He advised that the school would be a school for local people and it was expected that most parents would walk.

He further advised that parents were regularly reminded to park legally and considerately.

Councillor Mrs Delves, ward councillor, addressed the Committee in support of the application.

In response to a question from the Committee, Councillor Mrs Delves advised that she had not been in receipt of any noise complaints about the school.

Mr Shaw advised the Committee that three further letters of support had been received and one letter of objection, no new matters for consideration were raised in these letters.

Resolved: That the application be approved, subject to the conditions, and for the reasons, set out in the appendix to the minutes.

5. PLANNING APPLICATION 13/0210 - 236-238 FLEETWOOD ROAD

The Committee considered application 13/0210 for the erection of front and rear extensions to the former car wash building to form a new MOT bay, external alterations to the front elevation and use of the forecourt as a car wash area, at 236-238 Fleetwood Road.

Mr Ratcliffe, applicant, addressed the Committee and spoke in support of the application.

Mr Shaw advised the Committee of an amendment to condition 7 which would restrict access and egress solely to Fleetwood Road, to ensure vehicle movements on Russell Avenue were kept to a minimum.

Resolved: That the application be approved, subject to the conditions, and for the reasons, set out in the appendix to the minutes.

6. PLANNING APPLICATION 13/0104 - 37 MIDGELAND ROAD

The Committee considered application 13/0104 for the erection of a single storey side extension, re-cladding and roof lift to the existing building and use of the premises as altered as a car sales office and showroom with ancillary car washing and valeting service with associated landscaping, car parking and refuse store, at 37 Midgeland Road.

Mr Woodman, applicant, addressed the Committee and spoke in support of the application.

Mr Johnson advised the Committee of an amendment to condition 2 to require visitor parking spaces and circulation space to be agreed and once provided to be retained.

Resolved: That the application be approved, subject to the conditions, and for the reasons, set out in the appendix to the minutes.
