1.Introduction The origin-destination survey, often referred to as O-D survey, is conducted to determine traffic movement, particularly its origin and destination as well as the volume of motor vehicles going out from a certain station. O-D survey is used to understand the ever- changing transportation needs, movement, volume and kind of goods coming in, and going out of an area. O-D survey guides transport planners to have a detailed picture of today’s transport patterns and travel choices as baseline for projecting future roads plans, transit infrastructure and services, and cycling facilities. The results of this survey also form part in updating the Agusan del Sur Road Network Development Plan.

2.Methodology The following processes were followed in the 2010 O-D survey: 2.1. Needs Identification Prior to the actual survey, the Survey Team first verified the condition of roads included in the O-D survey. The Survey Team made effort in understanding the commuter characteristics along provincial roads and was able to come up with proactive measures designed to minimize delay and inconveniences to the motorists. These measures were:  Putting up signage informing motorists in advance on possible congested areas  Providing appropriate alternative routes to guide motorists  Identifying possible public transit opportunities  Exploring possibility of increasing service on community roads in the course of the conduct of the survey

The questions included on the survey form were designed to glean the information that could lead to a meaningful evaluation of these strategies.

2.2. Survey Questionnaire The survey questionnaire was designed to facilitate ease in understanding and responding to the origin-destination questions. The words used, the logical order of questions asked and the time limitation for each respondent were considered carefully in the questionnaire.

4 | O r i g i n - D e s t i n a t i o n S u r v e y 2.3. Field Review Survey locations were reviewed for optimum placement of surveyors whose safety was the primary concern. At each location, sidewalks, medians and traffic islands were identified to provide safe zones for the surveyors. Another factor for selection of locations was the presence of traffic signals to allow surveyors to approach vehicles that stopped at red light. Another consideration was providing access to motorists without creating vehicle delays.

2.4. Surveyor’s Training A training session for surveyors was held a couple of weeks before the survey proper to discuss expectations in the conduct of the survey. Surveyors were apprised on the following:

• The purpose of the survey • Safety, including where to stand and how to approach a vehicle • Safety equipment, including reflector vests and rain gear • Proper attire • Proper conduct • Duration of the survey • Interview policies – selected vehicles like large truck that transport agricultural and raw products, one form per vehicle

2.5. Field Procedure The O-D survey was conducted by at least six (6) personnel each for northbound and southbound vehicles. Warning signs (ie. “Slow down. OD Survey is going on”) were placed at 100 meters before the surveyors’ post. Each survey team was composed of a team leader, two persons controlling the traffic and directing selected vehicles to the road shoulder, another was assigned as interviewer, one person took down the respondents’ answers and the other person took notes of concerned vehicle’s information like gross capacity and net capacity. All members of the survey team wore reflector vests for safety. The average interview ran at most three minutes.

3.Survey Results The O-D survey reflected the movement of goods and services in within the local, regional and inter-regional markets.

5 | O r i g i n - D e s t i n a t i o n S u r v e y The O-D survey reflected the movement of goods and services in within the local, regional and inter-regional markets. Table 1 shows that rice produced in Bayugan and Esperanza were sold in the regional market while those from Veruela, Prosperidad, La Paz and Talacogon circulated within the province. It was significant to note that all the rice (175,900 kilos) from Prosperidad remained in the municipality. A total of 56,100 kilos of rice from Veruela or less than 50 percent of the rice moved at the time of survey was transported to Davao and Tagum cities. A total of 76,300 kilos remained in the province. On the other hand, around 28 tons of rice from Davao and Tagum cities were transported to Butuan City and Barobo, Surigao del Sur.

Rosario and Trento have been growing oil palm in large scale and both are hosting oil mills with the Filipinas Palm Oil Plantation, Inc. in Maligaya, Rosario and the Agusan Mill in Manat, Trento.

11 | O r i g i n - D e s t i n a t i o n S u r v e y Forest products (i.e. Falcatta) of the province are shipped either to Agusan del Norte, particularly in Ampayon in Butuan City (2,533 bd. ft) and Cagayan de Oro City with 585,000 board feet. The bulk of timber comes from Talacogon followed by Prosperidad and Trento. Almost all the municipalities engaged in timber/lumber products transport their produce to Cagayan de Oro City. It was observed that the bulk of forest products, either from Surigao del Sur or Davao Region, passed through Agusan National Highway, going to Ampayon or Cagayan de Oro City where processing plants and/or ports are located.

20 | O r i g i n - D e s t i n a t i o n S u r v e y During the survey, more than 42 tons of minerals and coal were monitored going to Monkayo and Nabunturan, all of Compostela Valley, where a number of mining processing plants are located. Around 30 tons of which came from Bunawan while the remaining 13 tons came from Mangagoy, Surigao del Sur going to Davao City.

21 | O r i g i n - D e s t i n a t i o n S u r v e y Table 5 shows that most of the aquatic resources that entered the province came from within the region, particularly Surigao del Sur and Butuan City. However, the bulk of aquatic resources from other regions like Cagayan de Oro and General Santos cities passed through the national highway traversing Agusan del Sur in getting to its destination like Butuan City and Mangagoy in Surigao del Sur.

23 | O r i g i n - D e s t i n a t i o n S u r v e y Table 6 shows that other agricultural products (aside from palay) and livestock from the province were sent to Butuan City, the commercial center of the region, while the rest went to other regions, particularly in Davao City (62 percent of the products delivered in other regions). A little more than 50 percent of the products coming from the other parts of the region just passed by the province on its way to other parts of Caraga region while the remaining quantity ended in the province. The bulk of the products coming from other regions, on the other hand, just passed through the province going to Butuan City.

26 | O r i g i n - D e s t i n a t i o n S u r v e y Table 7 shows that majority of the construction materials passing through the province were just being circulated within the province or even within the municipality. Veruela, for instance registered 337,400 kilograms of materials that reached the town and around 95 percent of which just came from one of its barangays. Around 765 tons of construction materials (from lumber, limestone to plywood) circulated within the province came from its various municipalities. Only 114 tons of these products from the province were shipped to other parts of the region. Around 83 percent of the construction products coming from other parts of the region ended in the province while the remaining 27 percent was spread in other parts of the region. The biggest volume of these products from other regions only passed through the province on its way to Butuan City.

The movement of the same products from the other parts of the region streamed to Bayugan City and San Francisco town. Most of the products (whether from within the province or from other provinces in the Caraga region), poured into these two major commercial areas of Agusan del Sur. It was interesting to note though that a sizable volume of general merchandise coming from Agusan del Norte flowed into Davao City.
