Laney College Laney College is the largest of the four Peralta Colleges. The successful candidate will provide energetic and creative le adership to the college as it seeks the fulfillment of its mission and goals. The President is the chief executive officer of t he college and reports to the Chancellor.

Laney College serves approximately 13,000 students and is located in the heart of downtown Oakland adjacent to the O akland Museum of California and beautiful Lake Merritt. The campus, designed to reflect its unique setting, is served by public transit hubs and is within walking distance of famous Jack London Square. To its students, Laney College offers as sociate degrees and certificate programs in more than thirty vocational, liberal arts and science fields, spanning discipli nes from Architectural Engineering to Wood Technology. Laney has an outstanding transfer rate to four-year colleges a nd universities.

The Peralta Colleges The Peralta Colleges are located in the beautiful San Francisco/Oakland Bay Area, which, adjacent to Silicon Valley, is kn own for its technology and innovation. The Peralta Community College District was founded in 1964, and serves six citie s in the East Bay Area, including Albany, Alameda, Berkeley, Emeryville, Oakland, and Piedmont. The colleges are Berkel ey City College, College of Alameda, Laney College, and Merritt College. The District has a reputation for developing effe ctive approaches to serving the varied interests and needs of its vibrant community. The District serves approximately 3 0,000 students, and is one of the top community college districts in California in transferring students into the UC syste m. Currently the District has about 820 full-time employees and over 1,900 part-time faculty and part-time staff. On June 5, 2012, Alameda County voters overwhelmingly passed the Peralta Community College District’s Parcel Tax th at will directly benefit our students. Measure B, which passed with 72 percent of the vote, will have a positive impact o n the students attending the Peralta Colleges by providing $8 million in annual funding which will help make up for Stat e-imposed budget cuts and allow our colleges to offer additional classes.

The College President COLLEGE PRESIDENT Laney College

This position offers a unique opportunity to lead a key college in the San Francisco Bay Area. The successful candidate will p rovide energetic and creative leadership to the college as it seeks the fulfillment of its mission and goals.

College Presidents in the Peralta Community College District serve as executive officers and responsible agents for the total operation of the college as directed by the Chancellor. The President has full authority to administer and manage the colleg e and participates in district policy making. The President reports directly to the Chancellor.

The President plans, organizes, develops and recommends goals and objectives and oversees recommendations for the sele ction of personnel. Working within limits established by Board policies and Chancellor’s directives, the President develops a nd administers the college budget and serves on committees and councils as directed by Board policies or the Chancellor.

The President has a major role is assessing, planning, and implementing capital projects funded by bond measures.

The President should maintain effective working relationships with faculty, students, and staff, as well as other educational i nstitutions. The President must have knowledge of community college educational philosophy and top management admin istrative practices and procedures, as well as college curricula and instructional programs. The President must promote a st udent-centered culture that ensures access, sustains educational excellence, fosters student development and supports hig h levels of student achievement.

The President works independently for the college, making decisions based upon Board policies, district goals and Chancello r directives and participates as a member of the Chancellor’s senior management team for the District. The President estab lishes cooperative relationships in a multicultural, urban community, and must be able to communicate effectively orally an d in writing, and make effective public presentations.

Each of Peralta’s colleges has programs of distinction that require unique and specialized skills. The successful candidate wil l possess a skill set that matches the requirements of Laney College and will be expected to demonstrate a proven ability to continue to expand on the college’s commitment and work in achieving excellence in education and service for students an d the community.

Professional Qualifications and Personal Characteristics The President of the Laney College will:

 Possess a master's degree from an accredited college or university, which is required. An earned doctorate is highly preferred.  A minimum of five years of senior level management experience, preferably in a community college environment.  Be a strong leader of the campus that assures the college responds in a timely and appropriate manner to the educational needs of students and the community.  Demonstrate evidence of a thorough understanding of and commitment to the comprehensive community college mission, as described in the College’s mission statement.  Be a credible academic leader who understands teaching and learning, and is guided by student needs in his/her decision-making.  Be a strong visionary leader with successful administrative and teaching experience, preferably in a community college.  Be a resourceful advocate for the college who will lead in the development of alternative sources of revenue to expand programs and services.  Be an effective communicator who can lead the development and promotion of a shared vision of the college to both internal and external college constituents.  Be a politically astute leader who understands and appreciates complex political organizations and is confident of his/her ability to lead effectively in a multi-cultural, urban environment.  Demonstrate a proven capacity to administer budget and financial management operations.  Be a well-respected leader who maintains integrity and high ethical standards, and engenders trust.  Be an effective change agent who, while addressing the needs of the college community, respects, encourages, and supports responsible risk-taking as a vehicle to strengthen the college.  Be a team-builder who attracts excellent management talent, brings out the best in their abilities, and who will mentor and develop leadership abilities in others.  Be a skillful manager with a commitment to empowering members of the leadership team, both individually and collectively, to accomplish specific goals and objectives.  Be committed to learning, understanding, and interfacing with the city of Oakland and surrounding communities.  Be an accessible leader who takes the responsibility to insure his/her appropriate availability to the college community.  Demonstrate competency through understanding, sensitivity, and respect for the diverse academic, socioeconomic, cultural and multicultural, linguistic, disability and ethnic backgrounds of community college students.  Be a builder of partnerships with a proven record of successful collaboration between the college, the district office, and the external communities, including business, government and community agencies.  Be an action-oriented leader who will move the college community from discussion to action in addressing important issues facing the college.  Demonstrate the ability to effectively build morale and to motivate and relate to students, faculty, and staff.  Be an effective communicator both orally and in writing who will represent the college with pride and dignity in the larger community.  Be a self-assured leader who is comfortable with the spirited dialogue and diverse opinions and life-styles that are part of an urban multicultural environment. SALARY AND BENEFITS This is a full-time, twelve-month academic management position. The executive management annual salary range (1) is $164,188 - $207,971. The maximum initial placement is Step 3 depending on experience.

In addition to your contribution, Peralta pays 12.58%* of your salary to the State Teachers Retirement System (STRS). Effective January 1, 2013, the PEPRA (Public Employees’ Pension Reform Act) went into effect. Changes have been implemented as a result of the adoption of this legislation that impact new and existing employees enrolled in CalSTRS. Employees must satisfy all pre-employment requirements to work for the District which include, but are not limited to, t he following items:

REQUIRED FOR ALL EMPLOYEES Tuberculosis Examination: Prior to employment, the successful candidate will be required to submit evidence (either skin t est or X-ray report) of being free of tuberculosis within the past sixty (60) days. The TB test is a condition of employment an d any expense must be borne by the successful candidate. Fingerprinting Requirement: As a condition of employment, all employees working for community colleges in the State of California are required to be fi ngerprinted within the first ten (10) working days of the date of employment pursuant to Education Code Section 88024. Immigration Requirement: According to the Immigration Reform and Control Act, the Peralta Community College District is required to verify that all new employees are: 1) A citizen or national of the United States; 2) An alien lawfully admitted for permanent residence in the United States; or 3) An alien authorized by the U.S. Citizenship and Immigration Service to work in the United States. All new employees are required to complete and sign a verification form and provide documentation attesting that he/she i s a United States citizen, national, or an alien lawfully authorized to work in the United States.

District Policy: A Social Security Card will be required following selection and prior to completion of the hiring process. The employment process cannot be completed without a copy of the Social Security Card on file in the Office of Human Resourc es.
