Minutes Village of Orchard Park Board of Trustees

The regular meeting of the Board of Trustees of the Village of Orchard Park was held on Monday, March 9, 2015 in the Municipal Center, 4295 South Buffalo Street, Orchard Park, New York. Mayor Rood called the meeting to order at 7:15 p.m. with the Pledge of Allegiance to the Flag.

Mayor Rood made the following announcement: “Fire exits are located at the rear in the Board Room and at the doorway to the lobby. In the event of a fire, you will be notified by announcement on the public address system. If notified, please move in a calm and orderly fashion to the nearest exit.”

Trustee Hartung was sworn in by Attorney Marshall.

Moved by Trustee Wales, seconded by Trustee Litwin that the minutes of February 26, 2015 be approved as received. On the question: 5 voting “Aye” 0 voting “Nay” Carried

Moved by Trustee Hogenkamp, seconded by Trustee Hartung that this month’s vouchers be paid after review by Mayor Rood. On the question: 5 voting “Aye” 0 voting “Nay” Carried

Comments from the floor of items not on the agenda.

John Vinti (5600 Powers Rd) inquired when the sewers on Powers Road would be completed. He was referred to the Town Board.

Howard Rost (S Lincoln Ave) asked if the Village was going to sign off on the Tax Cap. Mayor Rood responded that the Village will be submitting a shared service report with the County.

Reports: Moved by Trustee Hogenkamp, seconded by Trustee Litwin that the reports of the Village Justice, Acting Village Justice, Water Department, Building Inspector and Treasurer for the month of February 2015 be received and filed. On the question: 5 voting “Aye” 0 voting “Nay” Carried

. Building Inspector Sweet had nothing to report. . Director of Public Works Slotman had nothing to report. . Trustee Hartung reported that he and Trustee Hogenkamp had attended a meeting on emergency services that was very informative. . Trustee Wales reminded residents that the Village Elections will take place on Wednesday, March 18, 2015 from noon to 9 p.m. . Trustee Hogenkamp also commented on the emergency services presentation. He encouraged residents to vote at the elections next week. . Trustee Litwin had nothing to report. . Attorney Marshall reported that it was good to be back in town. . Mayor Rood reported that the Bank Street Beautification Project has been authorized. As soon as the Safe Routes to School Grant is authorized, both projects will go out to bid together.

Moved by Trustee Wales, seconded by Trustee Hogenkamp that the Orchard Park Lions Club be authorized to close North Buffalo Street from Taylor Road to Rt 20A from 11:00 a.m. to 5:00 p.m. on Saturday, July 25, 2015 to accommodate the annual car show; with the provision that the street be kept clear for emergency vehicles and access to businesses and residences is assured as necessary. The Lions Club will be responsible for all barricading and coordinating the closure with the police department and the fire company. Proper insurance certificates have been received. Permission contingent upon permit from the NYS DOT. On the question: 5 voting “Aye” 0 voting “Nay” Carried

Moved by Trustee Litwin, seconded by Trustee Hartung that Eclipse Multi-Sport be given permission to organize a race that will finish in the Village from New Taylor Road to the southern end of the Runners Roost Plaza on December 5, 2015. 6’ of the west edge of the road will be coned off and volunteers will be stationed with flags and reflective vests to alert traffic of runners. Permission contingent upon receipt of proper insurance certificates. On the question: 5 voting “Aye” 0 voting “Nay” Carried

Moved by Trustee Hartung, seconded by Trustee Wales, that Clerk-Treasurer Jensen and Deputy Clerk-Treasurer Stressinger be authorized to attend a Retirement Seminar at the Clarence Public Library, April 15, 2015 from 9:00 a.m. – 3:30 p.m., with all expenses incidental to the workshop to be paid by the Village. On the question: 5 voting “Aye” 0 voting “Nay” Carried

The next regular meeting is scheduled for March 23, 2015 at 7 p.m.
