The overall aim of Safetynet is the provision of quality services and structures to enable access to primary healthcare and social inclusion services for the homeless and other marginalised groups.

Mobile Health and Screening Unit

The Mobile Health and Screening Unit (MHSU) will be a new service provided by Safetynet in partnership with HSE Social Inclusion. The MHSU will provide health services and screening services for to vulnerable migrants and other hard to reach groups were mainstream services are not available. The MHSU will complement current health services, identify and treat health problems and reduce threats from communicable diseases. It will facilitate integration of specific population groups including asylum seekers to mainstream services. This will be a national service delivered throughout Ireland by means of a vehicle specifically designed and equipped with XRay and consultation room. The team will include GPs, Nurses, a Radiographer and Driver.

General Job Description

The Operations Manager position is based primarily in Dublin but with a national remit involving travel to various locations as identified by HSE Social Inclusion and Safetynet. The role is key to the development and execution of the Safetynet Health Care Services.

Qualifications

Third level qualification to degree level (minimum) in a relevant field.

Candidates shall be of good character.

Candidates shall be in a state of health that indicates a reasonable prospect of ability to provide regular and efficient service. Duties & Responsibilities

Operations Management

 To establish this new service in line with the aims and objectives envisioned by the HSE Social Inclusion & Safetynet as captured in the MHSU proposal  To develop the service plan with the General Manager and HSE / Safetynet Oversight Committee.  To plan service development and provision in close collaboration with the Office for the Promotion of Migrant Integration and others involved in the Irish Resettlement Programme including local authorities and health services  To design work plans and rotas for the MHSU team in collaboration with the Safetynet General Manager.  To organise and carry out pre-planning visits to ensure the vehicle can safely access all project screening locations and centres.  To develop pathways with St James; hospital for x-ray imaging , reporting and follow up.  To develop and implement systems for medical investigations, analysis and reporting and follow-up with St James’ Hospital, Dublin and other hospitals as appropriate.  To manage the day-to-day operations of the MHSU service, liaising with relevant manufacturers and services to resolve any technical problems in a timely manner.  To develop systems for integration of patients with mainstream services  To effectively manage the operations and systems budget in line with set resources and Safetynet financial procedures and sign off timesheets, expenses claims and invoices  To manage the maintenance of adequate stock levels of MHSU resources, including infection control and cleaning resources, to ensure the smooth running of all aspects of the service

People Management  To manage driving/logistical staff ensuring sufficiently inducted and trained as part of the MHSU service  To ensure driver drives with due care and attention in accordance with the Road traffic Act 2010, the Rules of the Road and within the confines of the law  To organize and report on team meetings  To roster MHSU staff accounting for holidays etc  To organise all MHSU operations training, advanced Driving, CPR, First Aid, and any other training as requested by the Safetynet General Manager to enable the MHSU to carry out its duties effectively.  To work closely with the team planning and organising routes ensuring the most economical journey times and taking account of the vehicle size and road traffic conditions to meet a pre-agreed timetable

Other Responsibilities  Undertake other responsibilities commensurate with the role including administration as assigned by the Safetynet General Manager from time to time  Undertake the role in a professional manner maintaining a high quality standard of work, and in accordance with the aims, values and ethos of the Safetynet Primary Care  Adhere to Safetynet Primary Care policies and procedures  Be self-servicing in terms of word processing, filing, record keeping, database input, administration, collating information and generating reports from Safetynet Primary Care data etc.  Participate in internal/external meetings as required.

Knowledge, Experience and Qualifications  Proven experience of working with challenging service users / patients and sensitively dealing with conflict situations  Knowledge of issues affecting migrants, people experiencing homelessness, drug users and prisoners  Experience of establishing and developing new services / projects to provide health care or similar services  Experience in representing organisations at local and national level.  Experience of line-managing and developing teams  Experience of working as part of a team  The post-holder should possess a high degree of IT literacy and associated technical skills to fulfil a trouble shooting role with regard to both hardware and software issues.

Freedom to Act  The post-holder will be expected to use his or her initiative to provide required service  The post-holder must take remedial action without undue delay to effect and authorise any necessary action to ensure continuity of service.  Ability to identify, evaluate and implement areas for potential service improvement.  Post-holder will be expected to monitor expenditure against agreed budgets to support effective financial management.  The post-holder will be guided by the following regulations: National Standards for the Prevention and Control of Healthcare Associated Infections National Ambulance Service Infection Control Policy Road Traffic Act 2010 Rules of the Road Data Protection European Union Driver Regulations Waste Water Discharge Regulations

Management, Problem Solving and Planning Skills  Excellent organisational, resource and time-management skills to meet objectives within agreed timeframes and achieve quality results.  Ability to monitor, collate and analyse complex data  Ability to work with users of the service in a sensitive and professional manner  Ability to manage and work well as part of a team  Ability to plan driving schedules with the driver team taking account of size of vehicle and road traffic conditions  Ability to respond assertively and professionally to challenging situations  Innovative and creative approach to problem solving  Ability to work unsocial hours in evening and occasional weekends  Willingness and ability to work as an individual when required.

Communication skills  Leads a team confidently; motivating, empowering and communicating with staff to promote provision of a quality service.  Ability to build and maintain relationships as part of a multi-stakeholder environment (neighbourhoods, donors, funders, visitors, other agencies) and communicate with stakeholders as required.  Ability to communicate with service users in a form and manner which is consistent with their level of understanding, culture, background and preferred ways of communicating.

Further Information for Candidates  Hours (FTE 100%): 5 working days between Monday – Saturday (start and end times will vary depending on location and times of MHSU clinics)  This post is being advertised initially as a term contract of 22-month duration with a 6-month probationary period.
