Abington Youth Basketball Rules and Procedures 2016-2017 Rules: a. All basic rules of basketball apply with the exception of the rules outlined below. b. There will be no 3-second violations for Grades K-4. The 10-second backcourt rule will be in effect for Grades 7-12. A 5 second backcourt rule will be in effect for Grades 3-6. c. Foul Shots - Players in Grades 3-4 will be allowed to move closer to the basket at the referee’s discretion. Players in Grades 5-6 must start behind the foul line but can land over the line before the ball makes contact with the rim. For Grades 3-12, the game clock will stop when a shooting foul is called. Upon the referee giving the ball to the shooter on the 1 st shot, the clock will resume. The 2 exceptions to this will be in the last 2 minutes of the game, the clock will stop for both shots for a shooting foul or 1:1, or if a timeout is called. When a team is shooting free throws and a time out is called, the clock will start when the ball is touched after a throw in on a made basket or when the ball is touched in bounds on a missed basket. For grades 3-12 players are allowed to enter the key once the ball is released by the shooter. The shooter and any players on the perimeter cannot cross the foul line until the ball makes contact with the rim. d. Full Court Defense - Allowed for Grades 7-12. If a team has a lead of 15 points or greater, full court defense is not allowed. For Grades 1-6 full court defense is not allowed. e. Defense - Zone defense is preferred for Grades 1-2. For Grades, 3-12 zone and man defenses are allowed. No double team and no pressing rules still apply. f. Retreating - For Grades 1-2 the defending team must retreat to their defensive end once there is a change in possession and cannot steal the ball. Grades 1 & 2 cannot press the ball at half court. When there is a possession change for Grades 3-6 the defense must retreat to inside the 3point arc until the ball crosses half court. The ball cannot be pressured in the backcourt once a player has control of the ball. A team will be warned once for not retreating. On the second violation and after, the defending team will be assessed a team foul and one foul shot and possession of the ball will be given to the offensive team. On a defensive steal and then breakaway a player cannot be defended until he/she has crossed half court. In this situation the defense does not have to retreat to inside the 3-point arc and cannot double team outside the arc. g. Double Teaming - Grades 1-2 cannot double team outside the general key area. For Grades 3-6 the defense cannot double team outside the 3-point arc. If a double team occurs the referee will stop play until the defense retreats and the player with the ball can continue play upon the referee’s instruction. If a double team occurs and the player loses

PAGE 1 possession of the ball the referee will return possession to the team that lost possession. The ball will be inbounded at half court. h. Decisions of the referee on the court are final. Any further input should be directed to the division coordinator/board member. No call or decision by the referee will be overturned by any AYB Board Member. i. Shots made outside of the 3-point arc count as 2 points for Grades 3-6. The exception to this rule will be in the last two minutes of the game for Grades 3-6, where a shot made outside the 3-point arc will count as 3 points. j. There will be no overtime during the regular season. See the Playoff Section for additional rules. k. There are no protests of any game.

Games: a. Two 20 minutes running time halves. Stop time in the last minute of the game only. The clock will run during all substitution changes. During a substitution change, if all 5 members of the team are not on the court within 20 seconds, the team will be charged with a time out. Substitution time is every 5 minutes except every 4 minutes when a team has 11 or more players. Substitutions are mandatory. b. Halftime will be 2 minutes.

Fouls: a. Individual fouls will be recorded for Grades 3-12. On the 5th foul the player must leave the game. The replacement player is selected by the head coach and must be a similar skilled player. b. Team fouls will be recorded. For Grades 3-6 the bonus is 1 and 1 on the 10th team foul and 2 shots on the 12th team foul. For Grades 7-12 the bonus is on the 7th and 10th team fouls.

c. Technical fouls which result from abusive/unsportsmanlike behavior will be penalized as follows: Coach - Removed from the current game and cannot coach in the next game. The coach’s return as a coach is subject to a review by the AYB Board. Player - For the 1st offense the player must leave the current game and cannot play in the next game. On the 2nd offense the player will be removed from the program for that season without a refund. The player’s return to the program is subject to a review by the AYB Board.

PAGE 2 Timeouts: a. Each team will have two 30-second time outs per half. Coaches may use substitution time outs if there is not a stoppage in play within 30 seconds after a scheduled substitution change. (Example: Say play continues past the 14:30 mark when substitutions should have been made at the 15:00 mark. A team will not be a charged a time out if substitutions are made only.) If new players receive any instructions during the substitution from the coach then a time out will be charged. Notify the scorer’s tables of the substitution time out. Substitutions: a. AYB substitutions grids must be used to ensure equal playing time for all players. Altering the grid shall not be allowed and if altered shall result in a forfeit. b. The entire grid is to be completed prior to the game starting. c. Players that arrive late in the 1st half can be added to the 2nd half grid d. Players that arrive after the 2nd half begins will not be allowed into the game e. When a team has 10 players, all players will play only twice in each half. f. When a team has 9 players, all players will play a minimum of 2 times in each half and 2 players will play 3 times in a half. Those players who play three times in the first half may not play 3 times in the second half. Players may not play 3 times in a half again until all players have played 2 times in a half. g. When a team has 8 players, all players will play a minimum of 2 times in each half and 4 players will play 3 times in a half. Those players who played three times in the first half may not play 3 times in the second half. Players may not play 3 times in a half again until all players have played 2 times in a half. h. When a team has 7 players, all players will play a minimum of 2 times in a half and all players will play at least 3 times in a half, while 5 players will play 3 times in both halves. i. When a team has 6 players, all players will play a minimum of 3 times in each and 4 players will play 4 times in a half. Those players who played 4 times in the first half may not play 4 times in the second half. Players may not play 4 times in a half until all other players have had the opportunity to play 3 times in a half.

Rim Height: a. Kindergarten play at 8 feet. b. Grades 1-2 play at 9 feet. c. Grades 3 and 4 girls play at 9.50 feet.

PAGE 3 d. All other grades play at 10 feet.

Coaches: a. Coaches must stay within the coach’s box (bench area) during the game. b. Only one assistant coach is allowed on the bench during the game. c. Only one coach may stand while the clock is running. d. Head coaches will have the ability to remove a player for discipline/poor sportsmanship reason and request that player sits with their parent/guardian. This player will not be allowed to return to the game. Parents & Fans: a. Parents and fans should be seated on the opposite side of the gym from the players and shall conduct themselves properly during games and practices.

Clothing: a. No shirts will be cut or written on in any way whatsoever. If a player arrives to a game with a shirt that is cut or written on, the player will not play until the player receives a new shirt, which the parents will have to pay for. b. No earrings, rings, necklaces, watches, or jewelry of any kind can be worn during the games. Players will be asked to remove these items. c. No hats will be worn while players are on the court or the bench including during pre-game warm-ups and halftime.

Other: a. In the case of cancellation of games because of weather or other reasons, the division coordinator will notify the coaches who shall notify their players. Parents are encouraged to check the ayba.com website regularly for notifications, as well as all other AYB news. b. In the case that referees are not present at the start time of the game, the coaches will wait 10 minutes and then have their assistant coach (one from each team) referee the game. If there are no assistant coaches, the head coach will referee the game and a parent or the division coordinator will coach the team. The games will not be cancelled or rescheduled. c. In the case that a team has no head or assistant coach present at the start of the game, the referees will wait 10 minutes and then one of the parents in attendance or the division coordinator will coach the team. The games will not be cancelled or rescheduled. d. In the case that a team does not have 5 players at the start of the game, the referees will wait 10 minutes and the team without 5 players will forfeit the game. No players, other

PAGE 4 than those on the roster, are allowed to play for a team. If the coaches play a scrimmage game, then only those roster players can participate in the scrimmage. Other players are not allowed to play. The scrimmage results will not be included in the division standings. e. In the case that a coach is removed from the game, the assist coach will coach the rest of the game. If there is no assistant coach, a parent will be asked to coach the rest of the game. The games should not be cancelled or rescheduled.

Playoffs: a. Playoffs for Grades 5-12 only. b. All teams make the playoffs. c. Teams will play based on their regular season records and seeding. (Example: 8 teams in a division, 1st place team plays 8th place team; 2nd place team plays 7th place team, etc.)

d. Rules of the game are the same as the regular season except in an overtime period as noted below. e. In the event of a tie there will be an overtime period: e.a.Overtime period is 2 minutes with stop time. e.b. 1 timeout per team in each overtime period. e.c.Substitution will be at 1 minute and the clock will stop. Teams will have 10 seconds to make the substitution. If the coach instructs the new players or goes beyond the 10 second rule the team will be charged a timeout. e.d. Substitution starts as a new game for each overtime period. e.e. Personal fouls and team fouls carry over into overtime.
