EXECUTIVE SUMMARY The Semi-Annual Report is a periodic update of the 2000 Measure A Transit Improvement Program prepared by VTA staff and provided to the 2000 Measure A Citizens Watchdog Committee and the VTA Board of Directors. In the same manner VTA was committed to and completed all projects in the 1996 Measure B Program, VTA is committed to completing all the projects in the 2000 Measure A Program. During FY2016, VTA will advance projects to a ready state and advocate for outside fund sources and matched funds to advance projects including potential public-private partnerships. This report shows a snapshot of the 2000 Measure A Program at the time of writing. However, it is important to understand that the timing and prioritization of projects in the program remains fluid. The report is based on the Program’s budgeted, forecast, and incurred costs as of June 30, 2017. Key activities that occurred in the six months leading up to June 30, 2017 are described below: Extend BART from Fremont through Milpitas to Downtown San Jose and the Santa Clara Caltrain Station . The Draft SEIR/SEIS was released in late December 2016, and the project team is working to address over 900 comments received from stakeholders and the public. The draft final single-bore study has been completed and the Tunneling Methodology Independent Comparative Analysis is underway. As part of new vehicle procurement, BART has received all ten pilot vehicles and qualification testing at BART’s mainline track is in progress during non-revenue hours. Train operator training is also being carried out. The SVBX Line, Track, Stations and Systems Design-Build contract has completed track installation at all locations. Final road reconstruction at Capitol Avenue was completed, as well as the Dixon Landing Road intersection median. On SVBX stations, Work continues on a range of elements at both the Milpitas and Berryessa stations including installation of the exterior metal panels and installation of station finishes including wall and floor tile, storefront glazing, and suspended curved ceilings. 2000 Measure A Program 1-2 2000 Measure A Program Semi-Annual Report – June 2017 Executive Summary and Project Costs . Systems and communications installation and testing took place along the entire SVBX alignment. Contact rail energization was completed at all locations. Fiber optics backbone installation was completed and work on the VTA communication backbone network is underway at the Montague VTA communication room. The parking structures were substantially completed. The Landscaping for Berryessa and Milpitas Campuses and Third Party Access and SVBX Sitework contracts were awarded this period. For the new Component Repair Facility of the Hayward Maintenance Complex (HMC), the contractor continued building construction, mechanical, electrical and plumbing work, service canopy, and equipment/crane installation. Hayward Main Shop and the North Yard area work continues. The electrical upgrade installation and cut-over required for the Hayward Shop has been completed. Macton lift components are being installed in the Main Shop. Night work in the Hayward Main Shop and daytime work in the North Yard continued along with change order work mitigating the previously encountered differing site conditions. Design for Phase 1 interlocking from Reamwood Station to Old Ironsides Station was completed in March 2017; construction completion is planned for early 2018.. Extend Light Rail from Downtown San Jose to the East Valley . Phase I included pedestrian and bus improvements along Capitol Expressway from Capitol Avenue to Quimby Road (completed in the spring of 2013) and reconstruction of the Eastridge Transit Center (completed in May 2015). Phase II will extend light rail to the Eastridge Transit Center. In June 2016, VTA Board of Directors approved Phase II funding to complete design, acquire right of way and relocate utilities. Request for Proposal (RFP) for final design was issued in November 2016 and was awarded to BKF Engineers in May 2017. A revised draft supplemental Environmental Impact Statement was submitted to FTA and record of decision is expected in early 2018. Right of way acquisition is expected to be completed by late 2018 and utility relocation is expected to be complete by mid-2019. Construction is expected to begin in mid-2019. Construction phase is dependent on securing funding. Improve Caltrain: Double Track to Gilroy & Electrify from Palo Alto to Gilroy . In July 2016, the Caltrain Board of Directors approved award of the design-build contract for $697 million to Balfour Beatty Infrastructure, Inc. for the Peninsula Corridor Electrification Project (PCEP). The contract for the manufacture of high-performance electric trains was awarded to Stadler US, Inc for $551 million. A full Notice to Proceed was issued to Balfour Beatty and Stadler US, Inc in June 2017 after delay in execution of Full-Funding Grant agreement (FFGA) by FTA. VTA continues to reimburse Caltrain for project related costs. 2000 Measure A Program 1-3 2000 Measure A Program Semi-Annual Report – June 2017 Executive Summary and Project Costs Caltrain Service Upgrades . Construction contract for the Santa Clara Caltrain Station Pedestrian Underpass Extension was awarded in June 2016. Construction started in fall 2016 and was completed and opened to the public in June 2017. Improve Bus Service in Major Corridors . All major construction work for Alum Rock Santa Clara Bus Rapid Transit (BRT) has been completed and BRT revenue service along the corridor commenced in May 2017. Completion of remaining electrical items and the communication network along the corridor for full connectivity and functionality, final inspection and punch list work are in progress. Construction contract for new shelters, seating, lighting and other associated bus stop improvements for the Stevens Creek Rapid 523 was re-advertised in January 2017 and was awarded at the April VTA Board meeting. Construction is planned for completion by November 2017. Construction contract for the Stelling Road bus stop improvements project was advertised for bids in April 2017 and awarded in June 2017. Construction will be completed by November 2017. Develop New Light Rail Corridor . In June 2016, VTA Board approved funding to advance final design and right of way acquisition for the Vasona Light Rail Extension/Double Track project. A Request for Proposal (RFP) will be issued in August 2017 for feasibility study on sharing UPRR tracks for both Vasona extension and double tracking. The SR 85 Major Transit Investment Study will analyze implementation of a Light Rail System (LRT) on SR 85 from San Jose to Mountain View along with other transit guideway alternatives such as Bus Rapid Transit (BRT). Per the Federal Transit Administration (FTA) Title VI Circular (Circular) 4702.1B, Title VI Requirements and Guidelines for Federal Transit Administration Recipients (October 1, 2012), the District is required to conduct a Title VI Service and Fare Equity Analysis (Title VI Equity Analysis) for the Project's proposed service and fare plan six months prior to revenue service. Accordingly, staff completed an updated Title VI Equity Analysis for the Project’s service and fare plan, which evaluates whether the Project’s proposed service and fare will have a disparate impact on minority populations or a disproportionate burden on low-income populations based on the District’s Disparate Impact and Disproportionate Burden Policy (DI/DB Policy) adopted by the Board on July 11, 2013 and FTA approved Title VI service and fare methodologies. Discussion: The Warm Springs Extension will add 5.4-miles of new track from the existing Fremont Station south to a new station in the Warm Springs district of the City of Fremont, extending BART’s service in southern Alameda County.

David J Powers is preparing an EIR to develop 52 acres of residential units and office space with two new bridge crossings to the south side of the previously analyzed Flea Market site, south of Berryessa Road, east of Coyote Creek and adjacent to the new VTA/BART line. In addition to focusing on the south side of Berryessa Road, this update includes several changes which have occurred in the watershed; namely the completion of the BART/VTA track guideway and Berryessa Station, the improvements to Upper Penitencia Creek with bridge replacements and studies of the watershed completed on behalf of VTA and the Santa Clara Valley Water District. In addition, the phase of the Flea Market development on the north side of Berryessa Road is under construction. The objective of this study is to describe the existing flood and drainage conditions at the proposed San Jose Flea Market mixed use development project (north and south), the potential project constraints, and potential impacts of the proposed project. The project area includes Upper Penitencia Creek and is adjacent to Coyote Creek.

    Silicon Valley Rapid Transit Corridor EIS 5.14 VISUAL QUALITY AND AESTHETICS This section assesses the visual affects of the alternatives and associated facilities and alignment features. Viewpoints along the corridor where the project alternatives and options could affect existing visual quality are identified and evaluated with and without a project. These include corridor locations possessing sensitive viewer groups or offering scenic views. 5.14.1 INTRODUCTION Adverse effects to visual and aesthetic resources would include substantial degradation of the existing visual character or quality of the SVRTC and its surroundings, substantial contrast with the scale or visual context of the surrounding landscape, creation of a substantial new source of light or glare that would adversely affect day or nighttime views in the area, and substantially altering a scenic vista. Visual resource change is analyzed in terms of visual dominance and other specific visual effects of facilities that would be constructed under the BEP and SVRTP alternatives, together with the change in visual quality. Viewer responses to these changes are interpreted based on the sensitivity of the viewer types identified and the duration of views. Three terms are used to describe effects on visual quality, including: ■ Vividness – Refers to the visual power of memorability of landscape components as they combine in striking and distinctive visual patterns. Effects would be evaluated based on the degree to which they affect the visual power or memorability of the landscape components. ■ Intactness – Refers to the visual integrity of the natural and man-made landscapes. Effects would be evaluated based on the degree to which they encroach into the visual integrity of the landscape.

    BUILDING A BETTER BART BUILDING A BETTER BART FY19 SHORT RANGE TRANSIT PLAN AND CAPITAL IMPROVEMENT PROGRAM OCTOBER 2018 San Francisco Bay Area Rapid Transit District Robert Raburn, President, Board of Directors Grace Crunican, General Manager Short Range Transit Plan and Capital Improvement Program Federal transportation statutes require that the Metropolitan Transportation Commission (MTC), in partnership with state and local agencies, develop and periodically update a long-range Regional Transportation Plan (RTP) and a Transportation Improvement Program (TIP) that implements the RTP by programming federal funds to transportation projects contained in the RTP. To effectively execute these planning and programming responsibilities, MTC requires that each transit operator in its region that receives federal funding through the TIP prepare, adopt, and submit to MTC a Short Range Transit Plan (SRTP) that includes a Capital Improvement Program (CIP).
