Town of Waterville Council Minutes September 6, 2016

Regular meeting was called to order by Mayor De Vaney at 6:32 p.m. A moment of silence was observed followed by The Pledge of Allegiance. Town Attorney Steve Smith and Councilmembers Munson, Smith, Driver and Thompson were present. Huber was absent as excused. A quorum was established.

 Smith made a motion to approve the minutes of the August 15, 2016 regular Council meeting. Driver seconded. Majority vote with Munson abstaining.

 August 2016 Payroll for $35,332.94 (Wt #6465 and Direct Deposit Payroll) and Accounts Payable for $51,661.96 (Wts. #17172 -17199) were approved for payment on a motion by Smith, and seconded by Thompson. Unanimously approved.

POLICING REPORT / HUMANE SOCIETY REPORT

Policing Report

Council reviewed a written Policing Report as submitted by the Douglas County Sheriff’s Department for August 15 – September 5.

Humane Society

No report.

SKATEPARK COMMITTEE DONATION

Skatepark Committee Chairman Tiena Sheridan presented the Town with a check for $2,885.55, proceeds from fundraisers sponsored by the Committee for the purchase of skatepark equipment. Sheridan also included plans with ordering information for skatepark components.

Council designated the northern half of the basketball court near the swim pool as the location for the new skatepark at the October 19, 2015 Council meeting.

Sheridan suggested that the Town could purchase a half pipe and rail with the funds, and offered the assistance of the skatepark committee members to assemble and maintain the new components. She also suggested that the components may need to be tarped during the winter months in an effort to protect them from the elements.

Keith Soderstrom, owner of Bainbridge Manufacturing, offered to donate $500.00 to augment funding for the new skatepark. PUBLIC HEARINGS/ORDINANCES/RESOLUTIONS

 Smith approved Resolution 2016 – 02 which sets October 3, 2016 at Town Hall, 6:30 p.m. for a public hearing to hear public comment on a petition filed by Phil and Betty Johnson to vacate and purchase the alley located behind their home. Munson seconded. Unanimous vote.

2017 BUDGET TIMELINE

Council reviewed a 2017 Budget timeline as follows: Present Revenue Estimates September 6, 2016 Council Workshop September 28, 2016, 5:00 – 8:00 p.m. Public Hearing: Ad Valorem Tax October 17, 2016 & Ordinance-Estimated Revenue Public Hearing: Preliminary Budget November 7, 2016 Public Hearing: Final Budget Hearing November 21, 2016

PRESENT REVENUES FOR 2017

Council reviewed the 2017 Estimated Revenues as submitted by Clerk-Treasurer Marsha Peterson.

2017 WATER/SEWER RATE INCREASE

Mayor Royal De Vaney informed Council that he had recently observed that the major water users in Waterville were not working with the Town in conserving water resources. Councilmember Thompson suggested increasing base rates by 10% to encourage conservation measures in the future. Councilmember Munson offered that increasing tier rates only would be much more effective in enforcing conservation practices.

Mayor De Vaney added that construction of a new line from Well 2 would be put out to bid by February 2017. The new line would provide irrigation water to the cemetery and school grounds thereby conserving potable water for Town use. The Mayor hopes to reduce the nitrate level in the water from Well 2 by increased pumping, and eventually make it acceptable for drinking water.

 Councilmember Thompson made a motion to increase all water tier rates and the sewer base rates 10%, effective January 20, 2017. Munson seconded. Unanimous vote.

CLOCK ON MAINSTREET

Waterville Chamber of Commerce President Keith Soderstrom offered to gift the large clock on Locust Street to the Town thereby making the Town responsible to insure and maintain the clock. The Chamber entered into a license agreement some years ago that permitted the organization to erect, maintain, and insure the clock on a Town sidewalk.

In order to rescind the license agreement, Town Attorney Steve Smith recommended that the Chamber draft a bill of sale gifting the clock to the Town.

 Smith made a motion to accept the clock as a gift from the Waterville Chamber of Commerce with the Town assuming responsibility for any maintenance and insurance. Driver seconded. Unanimous vote.

COMMITTEE REPORTS

Link

Link Board Representative Joyce Huber submitted a written Link Board report. Highlights included the discontinuance of ads on the buses when the contract expires, increasing the number of 35 foot coaches from four to five with the fifth coach having new wiring and charging features installed to test functionality of the wireless charging system, and a 12.4% increase in revenues for the month over the projected budget.

MAYOR’S REPORT

……The IACC Funding Conference will be held at the Wenatchee Convention Center October 18 – 20. The Mayor announced that he and Clerk-Treasurer Marsha Peterson will be attending. Councilmember Loyd Smith has also agreed to attend. ……Top Gun Painting will begin power washing the front of Town Hall September 7th in preparation for painting. ……Smith Excavation, Inc. has begun construction on the North Chelan Avenue Sidewalk Project September 6th. The project will be enhanced with landscaping that features alternating two 18-foot Greenleaf maples with two Linden trees and basalt rock.
