BACKGROUND: The headings Jerusalem, Gaza Strip, , and West Bank are established without a geographic qualifier. This instruction sheet describes subject heading practice for these places and for entities located within them, as well as usage of the headings Palestine and Palestinian National Authority.

1. Geographic subdivision. Assign Gaza Strip, Golan Heights, Jerusalem, and West Bank directly after topics without interposing the name of any larger geographic entity. Examples:

Divide localities that are entirely within the boundaries of the Gaza Strip, Golan Heights, or West Bank through those headings. Examples:

2. Subject headings for entities within Jerusalem, Gaza Strip, Golan Heights, and West Bank. Qualify subject headings for geographic features or other entities that are located entirely within one of these places by the appropriate or city. Examples:

Note: The practice for qualifying subject headings for entities in the West Bank or Gaza Strip differs from the practice for name headings. Name headings for jurisdictions in those locations are not qualified.

Do not qualify headings for rivers or other geographic entities that are located both in and one of these places. Examples:

3. Palestine. Assign the subject heading Palestine to works about the on the eastern coast of the that in ancient times was called the Land of , later the kingdoms of Israel and Judah, and in modern times comprises the entire state of Israel, as well as the various disputed .

Do not use this heading to refer specifically to the territories that are being transferred from Israeli to Palestinian control by agreements between Israel and the Palestinian National Authority negotiated in the . Use the headings West Bank and/or Gaza Strip, as appropriate, to refer to these geographic areas.

4. Palestinian National Authority. The heading Palestinian National Authority has been established in the name authority file. Although it is tagged 151, it represents a governmental entity, not a geographic .

Do not treat this heading as a geographic heading. Do not assign it as a geographic subdivision after topical headings or subdivisions.

Assign this heading, tagged 651, only to works about the Palestinian National Authority as a governmental entity. General free-floating topical or form subdivisions that are usable under any type of heading may be used under this heading, if appropriate. Subdivisions that are normally free-floating under place names may be established under this heading, if they are appropriate for use under the name of a governmental entity, for example, BAppropriations and expenditures or BOfficials and employees.

Note: The heading Palestinian National Authority—Foreign relations has been established and may be subdivided geographically. If further subdivided by place, an additional subject entry is made for [place]—Foreign relations subdivided topically by –Palestinian National Authority. Example:

If a work is limited in scope to those parts of the West Bank or Gaza Strip under Palestinian control, this may be brought out by assigning Palestinian National Authority as an additional heading, in accordance with the guidelines above.
