JOB TITLE: Appraiser III

PAY GRADE: CP-C

REPORTS TO: Assessing Administrator

JOB SUMMARY: Under the supervision of the Assessing Administrator, performs inspections, appraisals and assessments of real and personal properties, including complex appraisals of commercial and industrial properties. Assumes responsibility for Special Acts parcels

PRIMARY DUTIES & RESPONSIBILITIES:

1. Prepares and maintains annual equitable assessments for all personal property accounts. Develops a schedule for canvassing and audits of business concerns and performs related analysis to meet assessment deadlines.

2. Performs assessment of complex commercial and industrial properties from construction permits, utilizing cost and market value analysis. Completes annual revaluation of industrial properties as required to comply with county and state equalization law. Completes or updates building and land drawings and photos as necessary.

3. Responsible for staying abreast of and interpreting all new and existing laws and STC bulletins and rules relating to the assessing function, in particular those concerned with personal property, exemptions and Special Acts parcels.

4. In cooperation with Assessing Administrator prepares and defends assessments to taxpayers, Board of Review, Equalization Departments and the Michigan Tax Tribunal, and negotiates settlements if possible. Completes appeal forms or narrative summary appraisals for Small Claims Division of the Michigan Tax Tribunal.

5. Prepares and maintains records for Special Acts parcels, which includes communicating with and assisting the applicant, preparing the necessary reports for City Council and the State Tax Commission, and following up with required annual reports to the STC and County Equalization Departments.

6. Prepares and maintains annual Special Assessment rolls, including entering and balancing all necessary information in BS&A Special Assessment software.

7. Prepares special reports as requested by other City and County Departments for budget preparation, future year tax projections, employment numbers, damage assessments, foreclosure numbers, etc.. 8. Assist in training and mentoring of Non-certified or lower lever certified appraisal staff.

9. Responds to public inquires of all types regarding the assessing function, including written analysis of the basis for assessed values and statements of responsibilities for tax bills.

10. Provides written opinions of valuation for pending or proposed Zoning Board of Appeals and/or Planning Commission changes.

OTHER DUTIES & RESPONSIBILITIES:

1. Participates in review of other appraiser’s work prior to finalization of assessment roll.

2. Performs other duties as assigned.

JOB QUALIFICATIONS:

1. The job requires knowledge normally acquired through the completion of a Bachelor’s Degree in Accounting, Finance, Business Administration or related field.

2. MAAO (Michigan Advanced Assessing Officer – Level 3) State of Michigan Assessment Certification.

3. Four to six years of experience as a property appraiser, with experience in local government preferred.

4. Proficiency in: BS&A Software – Assessing, Tax, Special Assessments, Building Permits; APEX Software; Microsoft-Excel, Word and Outlook; ArcView and/or Pictometry. Working knowledge of GIS.

5. Interpersonal skills necessary to effectively communicate with City personnel and the general public in situations requiring tact and patience.

6. Mathematical ability to make complex calculations with speed and accuracy. Mental ability to frequently work on projects requiring concentration and attention to detail with periodic disruptions due to people and/or telephone calls.

7. Physical ability to occasionally lift/carry items weighing up to 50 lbs. Incumbent must occasionally sit/stand in one position for extended periods of time.

WORKING CONDITIONS:

1. Work includes outside working conditions with occasional exposure to extreme hot or cold weather conditions.
