EUROPEAN UNION HUMAN RIGHTS SHORT FILM COMPETITION 2017
REGULATIONS:
The European Delegation to Turkey is organising a short film competition on the occasion of 10 December International Human Rights Day.
The aim of the competition is to support filmmakers, contribute to the development of the art of cinema, and raise awareness by highlighting the issue of human rights.
The theme of the competition is general Human Rights issues which will raise awareness among the general public.
1. The competition is open to all citizens of the Republic of Turkey.
2. The duration of the films should be “not less than 3 minutes and not longer than 10 minutes,” including the credits. Entries less than three minutes or more than 10 minutes will not be accepted in the competition. 3. Productions completed after 1 December 2016 are eligible to participate in the competition.
4. More than one film can be submitted. However, only one film per each person/director will be evaluated by the jury to compete for the final.
5. Films with Turkish dialogue should have English subtitles, and films shot in a language other than Turkish should have Turkish subtitles. Films without dialogue can also enter the competition.
6. The deadline for entering the competition is Thursday, 9 November 2017, at 18:00. The results will be announced during an Awards Ceremony to be held in Ankara on the evening of Saturday, 9 December 2017.

Participating films will go through a preliminary assessment, and the 10 finalists will be evaluated by the main jury. 8. The main jury will select the winners through an absolute majority vote.
9. The awards cannot be split. The jury is obliged to distribute all awards announced by the competition administration and cannot grant awards not mentioned in these regulations.
10. Films shot with 35mm, 16mm, video, or digital formats are eligible for the competition. However, the competition organization will decide on the screening format.
11. Finalist films will be screened to the public during the 7th European Union Human Rights Films Days to be held in Turkey on December 2017.

Submissions to the competition will only be finalised when all items and documents listed below are delivered to the competition organisation together with the completed Application Form. The Application Form can be downloaded from www.avrupa.info.tr
1. Synopsis (max. 100 words)
2. Director’s CV (max. 100 words)
3. 4 DVD copies of the film
4. At least two still photographs from the film (minimum 300 dpi)
5. Director’s photograph (minimum 300 dpi)
6. List of awards, poster, brochure, teaser, and similar materials for the film (if available)
Legal Issues
• Producers are responsible for the originality of the films. Using copyrightable material (music, images, etc.) in a participating film is forbidden if the producer does not hold the copyright or is not allowed to use such material for the competition. The Delegation of the Union European does not take responsibility for participating films. • The EU Delegation to Turkey cannot be held responsible for any potential intellectual property theft or any breach of existing laws. • Within the framework of human rights awareness-raising activities, the participants grant the EU Delegation to Turkey the right to use their names, photographs, statements, quotations, comments, and the films they present in non-commercial promotion and awareness-raising campaigns without requesting any payment. • The participants grant the EU Delegation to Turkey the right to use, reproduce, reprint, distribute, animate, and/or display the films for non-commercial purposes without requesting any payment. • Within the framework of awareness-raising activities, the EU Delegation to Turkey has the right to reproduce, distribute, animate or exhibit the films in non-commercial environments such as websites, conferences, or other environments. • The producers, furthermore, shall represent and warrant that they did not or will not sign any agreement that violates or is in conflict with the rights granted to the EU Delegation to Turkey. • The EU Delegation to Turkey has the right to exclude films from the competition upon violation or alleged violation of the Rules and Conditions by the participants. • The EU Delegation to Turkey shall keep every film in its archive and have the right to screen them free of charge when necessary. • The EU Delegation to Turkey has the final word on issues that are not specified hereunder. • The producers, directors, actors, and other people contributing to the films who participate in the competition and have completed the application form are considered to have accepted the above terms. The film owners acknowledge the fact the the EU Delegation to Turkey can publish the films immediately after the award ceremony on its web site and social media channels such as Youtube channel, Facebook page and similar platforms.
