Friedrich Barth , Institute for Organisational Communication (IFOK), Director for Environment, Member of the Executive Board

Friedrich Barth studied Geo-ecology and Hydrology in Bayreuth, Freiburg and Galway (Ireland). He gained administrative experience in various national and international organisations, among them the Environmental Ministry of the Federal State of Baden-Wuerttemberg and the European Commission. Subsequently, Friedrich Barth established and managed several national and international bodies and stakeholder processes. He has been leading the IFOK Department for Environment since 2004.

Currently Friedrich Barth serves as an advisor to the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety as well as various UN agencies and the African Council of Water Ministers (AMCOW). He is also Vice Chairman of the European Water Partnership.

Jan Brooke , Chair WFD Navigation Task Group, PIANC

Jan has been a freelance environmental advisor on the practical implications of EU environmental legislation, primarily to the port, navigation and dredging sector, since 1996.

Jan chairs the international Water Framework Directive ‘Navigation Task Group’ on behalf of PIANC (a global organisation providing guidance on sustainable waterborne transport infrastructure for ports and waterways). Jan has organised a number of national and international WFD workshops and conferences dealing with various aspects of the Directive, and she also represents the interests of the port and navigation sector on the CIS ‘Strategic Co-ordination Group’, the ‘Hydromorphology’ steering group and the ‘Environmental objectives’ drafting group.

In the UK, Jan provides advice on the WFD to a number of ports: she is currently involved in reviewing the draft River Basin Management Plans for the Thames, Severn, North West, Anglian and South-East River Basin Districts. Jan has also been involved with the UK WFD competent authorities in developing and implementing a methodology to set good ecological potential targets for transitional and coastal water bodies, and she was responsible for a project exploring the implications of the WFD for local authorities and planning organisations in England and Wales.

Colin Byrne , Water Inspectorate, Department of Environment, Heritage and Local Government, Ireland

Colin Byrne is currently an inspector with the Department of Environment, Heritage and Local Government in Ireland. Since joining the Department in 2006 he has been involved in national coordination of Water Framework Directive implementation.

Colin holds a Bachelor of Science and Ph.D in the area of aquatic ecology from University College Dublin and also holds qualifications in project management and environmental management systems. After graduating in 1994 he worked with the fisheries boards on the Tourism Angling Measure (TAM) programming which involved fisheries habitat enhancement schemes. He then joined the local authorities in 1998 as a coordinator with the Three Rivers water quality catchment management pilot project, funded under the EU Cohesion Fund. In 2002 he was appointed as the Coordinator for the South Eastern River Basin District where he was responsible for managing the preparation of Water Framework Directive deliverables for the district and stakeholder participation.

Paula Chainho , Vice-President of LPN (Nature Protection League)

LPN is a Portuguese non-profitable national Non-Governmental-Organization, founded in 1948. The main aim of LPN is to contribute to the natural heritage conservation and the species and ecosystems diversity. Its main activities are: Environmental Education, Environmental Policy and Nature Conservation projects. LPN has 3 regional delegations, an Environmental Training Centre in Lisbon, an Environmental Education Centre in Castro Verde and a Recovery Centre for Wild Animals in Évora. LPN has decisively contributed for the creation of many Portuguese Protected Areas. Bob Dekker , EU Water Director

Born in 1948 Educated at the Technical University Delft as civil engineer, majoring in drinking water supply and waste water treatment. Since 1977 civil servant in the Netherlands Ministry of Transport, Public Works and Water Management. Held several positions in the ministry as project engineer, policy advisor, head of unit and as international negotiator. Took part as representative for the Netherlands in various international negotiations including the United Nations (UNCED 1992, CSD, ECE), the , international River Commissions, the OSPAR Commission, the North Sea Ministerial Conferences. Chairman of the OSPAR Commission from 2000 – 2007.

At present: EU Water Director, Head of the Netherlands delegation to the International Commission for the Protection of the Rhine, Chairman of the Permanent Netherlands-German Boundary-Waters Commission.

Joachim D’Eugenio , European Commission

Joachim D’Eugenio currently works as co-ordinator for inter-institutional relations in the Co-decision unit of the Secretariat General of the European Commission.

Joachim D’Eugenio previously headed the WFD Team in the Water and Marine Unit of DG Environment (EC) from 2002 until 2007, among many things coordinating the activities on the implementation of the Water Framework Directive (WFD).

Before that, Mr D’Eugenio was seconded as a national expert to the European Commission, DG Environment working on priority and dangerous substances in water. Prior to that, he worked on water protection as a Scientific Employee at the Umweltbundesamt – Federal Environment Agency Berlin (Germany). Mr D’Eugenio studied Environmental Engineering at the Technical University Berlin (Germany). During that time, he was also active in a research project at the National Institute for Water and Atmospheric Research, Hamilton (New Zealand).

Monique de Vries , EUREAU

Mrs. de Vries is a former Dutch vice-Minister for water management affairs and was chairman of the Board of Hoogheemraadschap Hollands Noorderkwartier, a Dutch regional water authority, until January 1 st 2009. Mrs. de Vries is a member of the Board of Management of EUREAU for the Netherlands and is chairman of the EUREAU Task Force on the Water Framework Directive.

EUREAU is the European federation of national associations of drinking water suppliers and waste water services. EUREAU’s members represent more than 10.000 drinking water and waste water utilities across Europe, that provide sustainable water services to more than 400 million European citizens.

Stavros Dimas , European Commissioner for Environment

Stavros C. Dimas has studied law and economics in Greece and the USA and has worked as a lawyer for the World Bank and Sullivan & Cromwell, a Wall Street Law Firm. He has been elected to the Greek Parliament ten consecutive times since 1977 and has held leading posts in Greek politics.

Karl Falkenberg , Director General, DG Environment

Karl Falkenberg has a long experience as a negotiator in the European Commission. He started his career in the Commission as textiles negotiator, has dealt with international fisheries issues and since 1985 with the GATT. In 1990, he served as foreign policy advisor to EU President Jacques Delors, with particular focus on the German unification process. He was involved in the Uruguay Round negotiations and has been negotiating the telecommunications and financial services agreements in WTO. From 1997 to December 2000 he was in charge of the coordination of all WTO issues. In 2001 he was appointed Director in charge of sectoral trade policies and bilateral trade relations with North America, Japan, the Mediterranean area and the African, Caribbean and Pacific countries and in 2002 Director for Free trade agreements, Agricultural trade questions, ACP. From 2005 to 2008 he coordinated all bilateral trade policies as Deputy Director General. In January 2009, he took up the position of Director General of the Environment, covering the EU's environmental policy in both its domestic and international dimensions. Karl Falkenberg is a trained economist and journalist.

Gabrijela Gr čar , Water Director, Slovenia

As graduate of civil engineering from University of Ljubljana, Slovenia I have been involved in different aspects of water management in my career, such as hydraulic engineering, drainage and irrigation planning, drinking water management, flood protection. For the last 13 years I am working as Head of Water Department first at the Environmental Agency of Slovenia and after that at the Ministry of Environment and spatial planning of Slovenia. From 2001 I also have the position of Water Director, which is giving me the responsibility for the implementation of European water policies at the national level. The position of water director on the other hand is giving me the opportunity to be involved in the very challenging CIS process and also in the preparation of the first river basin management plan at national and international level.

Richard Harding , Section Head, Centre for Ecology and Hydrology

The Centre for Ecology & Hydrology (CEH) is a public sector research centre - part of the Natural Environment Research Council (NERC) - which delivers independent research, survey, training and knowledge transfer in the environmental sciences to advance knowledge of planet Earth as a complex, interacting system. Located at four sites in England, Scotland and Wales with 320 research staff, CEH supports extensive network of long-term monitoring, experimental field sites, data centres and modelling systems and provides an internationally renowned research capacity. Dr Harding is a Section Leader within CEH, based at Wallingford. The section has a theme of improving estimations of the impacts of global change on land surface processes and includes land surface, hydrological, climate and earth observation scientists.

Dr Harding has made soil moisture, meteorological and evaporation measurements in India, Africa, North America and over Europe. In recent years he has concentrated on studies measuring and modelling fluxes of water and CO 2 from land surfaces. Dr Harding is currently a PI on a number of EU and NERC funded projects making measurements and modelling studies in the Arctic and Europe and is deputy Director of Centre of Excellence for Earth Observation, CLASSIC. Current research interests include, Arctic hydrology, including mass and energy balances of snow and ice surface, large-scale hydrological modelling, Global Climate modelling and land surface/atmosphere interactions. Dr Harding is the co-ordinator of the recently EU funded FP6 WATCH (Water and global Change Integrated Programme).

Fritz Holzwarth , Water Director, Germany

Fritz Holzwarth was appointed Deputy Director General for Water- Management in the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety in 1991. His professional responsibilities, are inter alia Head of the German Delegation, Baltic Marine Environment Commission (HELCOM), Head of the German Delegation for the Protection of the Marine Environment of the North-East Atlantic (OSPAR), Head of the German Delegation for International Commission for the Protection of the Danube River (ICPDR), President in 2003 and President of the International Commission for the Protection of the Rhine (ICPR) (2004-2007), President of the International Commission for the Protection of the River Elbe since 2008. He is a Member of the Board of Advice of the European Water Partnership, of the External Advisory Group of WATCH (Water and Global Change), of the Board of Advice of the Institute for Technology and Resources Management in the Tropics and Subtropics, Cologne University of Applied Sciences, of the Supervisory Board of the GKSS Research Center (Member of the Helmholtz Association), Member of the Kuratorium of the Fraunhofer Institute for Interfacial Engineering and Biotechnology.

Mr. Holzwarth has been actively involved in transboundary cooperation in international river basins. Together with the World Bank he was one of the initiators of the “Petersberg Process on Transboundary Water Management”, a global initiative. In his position as German Water Director he has been actively involved in developing EU-Directives such as the Water Framework Directives, the Marine Strategy Directive and other water related regulations. Furthermore he jointly initiated with EU-Commission and the Joint Research Centre the discussion process on Climate Change and the European Water Dimension and was Chair of the Conference under the German EU-Presidency “Time to Adapt - Climate Change and the European Water Dimension Vulnerability – Impacts – Adaptation” in February 2007. He also was part of the discussion process on ”Marine and Coastal Dimension of Climate Change in Europe”.

Fritz Holzwarth studied Economics, Law and Political Science at the University of Freiburg/Breisgau and holds a Diploma (1977) and Ph. D. (1984) in Economics and a Diploma in Business Administration (1973) from the College of Economics, Pforzheim.

Leen Hordijk , Director of the Institute for Environment and Sustainability, Joint Research Centre of the European Commission

Prof. Dr. Leen Hordijk started as the Director of the JRC's Institute for Environment and Sustainability in Ispra (Italy) in May 2008. Before this appointment, Professor Hordijk was the Director of the International Institute for Applied Systems Analysis (IIASA), in Laxenburg, . Prior to joining IIASA, he was Director of the Wageningen Institute for Environment and Climate Research in the Netherlands and a professor in Environmental Systems Analysis at Wageningen University. He was also Chairman of the Programme Committee of the Netherlands Research Programme on Climate Change and Global Air Pollution, and Chairman of the Social Science Research Council of the Netherlands Organisation for Scientific Research (NWO).

Leen Hordijk received his Ph.D. in econometrics from Vrije Universiteit, Amsterdam. Beginning in 1984, he pioneered the development of methods for linking environmental science and economics for integrated assessments of air pollution problems in Europe. The models he and his colleagues developed, mainly at IIASA in Austria, were widely used by policy negotiators of the Convention on Long-Range Transboundary Air Pollution. The RAINS model for example, was used in developing the EU CAFE (Clean Air for Europe) programme. His approaches are recognised as among the most effective ever developed for linking science and policy in international environmental affairs. In the Netherlands, he was engaged in a large project on integrated assessment for climate change (COOL). As a truly international top scientist, he is known to many colleagues through his participation in EU-projects and editorial work. He has also been engaged in regular short term stays for teaching in universities in China and Vietnam.

Eduard Interwies , InterSus Sustainability Services

Eduard Interwies is a free-lance environmental policy consultant, working for various national and international clients (including the European Commission, European Environment Agency, World Bank, OECD, WWF, Environment Ministries etc.). Edi is specialised in environmental economics, water management, capacity building/training and the science-policy interface. He delivers services relevant to each step in the policy cycle with an emphasis on strategy development, evidence based policy solutions, facilitation/moderation, capacity building and evaluation and performance management. In his work, Mr. Interwies combines his strong academic background as an economist with multi-disciplinary policy consulting approaches in the economic, social and environmental domains. Water resource management at local, national and international level is his main field of work. He has considerable

experience with the implementation of the WFD and especially with WFD-economics, decision making strategies and transboundary cooperation issues.

Erik Jørgensen , Danish Agriculture, Member of Copa-Cogeca Working Party on Environment

Erik Jørgensen was born on 16 August 1971 in Denmark and studied biology in Copenhagen. He has a Master degree in aquatic ecology from University of Copenhagen.

Erik Jørgensen has worked for Danish Agriculture since 2005, with special focus on water pollution related issues. The Chairmanship in the working party on the environment in COPA-COGECA is currently Danish, and Erik Jørgensen has been involved in the ongoing work regarding WFD.

Between 1998 and 2005 Erik Jørgensen worked with different aspects of aquatic ecology: Restoration of lakes and streams, national monitoring programmes and reduction of nutrient load into water bodies.

Tony Long , Director of the WWF European Policy Office

Tony Long has 30 years experience working in the environmental movement in the United Kingdom, Europe and globally . He is the founder and Director of the WWF European Policy Office (EPO) in Brussels, the international conservation organisation’s representation office to the European Union. He serves as one of 12 members of WWF International’s Conservation Committee responsible for developing and overseeing the WWF global programme.

Prior to moving to Brussels in 1989, Tony worked for ten years for WWF and other environmental organisations in the United Kingdom. He currently serves on several advisory boards including the Andrew Lees Trust in the UK, the Board of WWF Greece and the Dow Chemical Company’s Corporate Environmental Advisory Committee in Midland, Michigan.

Tony graduated from Heriot-Watt University, Edinburgh, with a first class honours degree in town and country planning in 1974. He is a former Harkness Fellow of the Commonwealth Fund of New York and a Congressional Fellow of the American Political Science Association. He is a Fellow of the Royal Society for the encouragement of Arts, Manufactures & Commerce (FRSA).

Ann-Louise Månsson , Water Director, Sweden

Current position: • Deputy Director at the Division for Natural Resources at the Ministry of the Environment since 2005.

The Division is responsible for nature conservation, maritime and water policy. This work deals with biological diversity and nature conservation issues on land and in the sea, lakes and streams as well s natural habitats and species conservation in our forests, wetlands, agricultural landscapes and mountain environments.

Ladislav Miko , Director, DG ENV.B “Protecting the Natural Environment”

Ladislav Miko is Director, Protecting the Natural Environment, in the Directorate General for Environment of the European Commission, a post he has held since May 2005. He holds responsibility in this position for the Directorate-General’s work on nature and biodiversity, agriculture and soils, forests, biotechnology, pesticides and health. He was previously (2002-2005) Deputy Minister and Director General for Nature and Landscape Protection in the Ministry for Environment of the Czech Republic. From 2001-2002 he worked as a consultant on the evaluation of EU- funded programmes in the Czech Republic. Prior to this, he worked for 8 years at the Czech Environmental Inspectorate, both as Head of the Department of Nature Protection (1993-2001), and as Deputy Director (1997-2001) where he was involved in establishing the inspection system and standards in nature protection, creation of a system for checking CITES implementation, development of legislation and working as a wildlife crime expert within the Interpol wildlife crime working group. His early career was as at the Slovak Academy of Sciences, where he became Deputy Director of the Institute of Ecology of Agricultural Landscapes. His research interests focussed on zoology, soil zoology and ecology, and he has published widely in the scientific and popular press. He has also worked as a trainer, lecturer and court

advisor. He holds a doctorate in zoology and ecology. In the late 1980s, he was active in the so-called Velvet Revolution in the former Czechoslovakia.

Marta Moren-Abat , Water Director, Spain

Marta Moren Abat is Water Director since 2008 at Ministry of Environment, Rural and Marine Affairs. After finishing her degree Civil Engineering, she has developed her professional career in a range of parts related to Water Polices and management. She has been involved in the coordination of the implementation of the Water Framework Directive in Spain and also in the Directorate General for Environment of the European Commission. Furthermore, she has been responsible for the dossier on climate change and water at the Directorate General for Research at the European Commission. Besides, she has been active in transboundary water management negotiations at the OCDE office in Belarus.

Sergiy Moroz , Fresh Water Policy Officer, WWF-EPO

Sergiy Moroz joined the WWF European Policy Office in January 2005. As Freshwater Policy Officer, he is working on a range of issues, including the implementation of the Water Framework Directive and integration of sustainable water management into relevant EU policies.

Before joining WWF European Policy Office, Sergiy worked for four years with WWF Freshwater Programme in Denmark, UK and France.

Prior to that, he worked for WWF’s restoration project in the Danube Delta.

A Ukrainian citizen, Sergiy has a somewhat eclectic background for WWF, a fascination with all things “water” and a sizable collection of history books.

Luigi Papetti , Studio Frosio (ESHA member)

Luigi Papetti is a chemical and hydraulic who is involved in the design and supervision of small hydroelectric plants. Specialised in environmental problems and impacts connected with the realisation of small hydroelectric plants, he took part in several projects supported by the EC in the field of SHPs and related technical and environmental issues.

Chris Ryder , Deputy Water Director, United Kingdom

Degree in Modern Languages from Cambridge. A career civil servant in the Ministry for Agriculture Fisheries and Food, then the Department for Environment Food and Rural Affairs – United Kingdom. Head of Water Quality Division from September 2005.

Previous postings have included animal welfare, microbiological food safety, and sheepmeat policy. Chris’s previous post in the Fisheries Directorate, included leading for the UK in EU negotiations on the reform and operation of the Common Fisheries Policy, leading on sea fisheries conservation, and then planning the implementation of the Prime Minister's Strategy Unit Report on a profitable future for UK fishing.

Chris now enjoys the challenge of delivering cost effective improvements to water quality under the Water Framework Directive and related EU measures (e.g. on urban waste water, groundwater, bathing water, nitrates), in close co-operation with stakeholders.

Martin Scheele , Head of Unit, Unit H.1: “Environment, GMO, and Genetic Resources”, DG for Agriculture and Rural Development, European Commission

Martin Scheele studied Agricultural Science at the University of Göttingen with a specialisation in "Economic and Social Sciences of Land". In 1990, he received a PhD in the field of Agricultural Economics. He spent a year at the University of Wisconsin in Madison after which he finalised his Habilitation at the Department for Agricultural Sciences at the University of Göttingen.

Martin Scheele works since 1993 for the European Commission, Directorate General for Agriculture and Rural Development. Having started in the field of Rural Development, he changed in 1996 into the unit responsible for "Economic Analysis and Policy Conception". From October 2003, he led the unit responsible for policy evaluation and studies. Since January 2008, he is head of the unit dealing with environment, GMO and genetic resources.

Richard Seeber , MEP, European Parliament

In 1980, Seeber started his legal studies program at University. On June 30, 1984 he was awarded his doctor of law's degree. In the same period, Seeber was enrolled in economic studies at Innsbruck University and he completed his degree in 1988 with the title Mag. rer. soc. oec. During his studies, he took various language classes in English, French, Italian and Russian. Moreover, he studied Romanian on his own. Thanks to his excellent language skills, he worked as cruise director on Romanian and Bulgarian ships plying the Danube and as tourist guide in Romania and at the Black Sea Coast during 1985 and 1988. From 1987 to the beginning of 1988, Richard Seeber worked for 13 months as barrister at the district court of Imst as well as at the regional court of Innsbruck. In 1989, he worked as trainee lawyer before taking up his new employment in the tourism department of the Tyrol Chamber of Commerce in 1991. From 1992 to 1995, he was the first director of the newly established Europe Department at the Tyrol Chamber of Commerce. In his role as director, he contributed not only to the creation of the Europe Department, but also at its transformation into the EU-Info-Centre at the Tyrol Chamber of Commerce. In 1995, he was nominated as the first director of the newly established relay office of the Euregio Tyrol at the European Union in Brussels, Belgium. Furthermore, in 1999 he was elected as president of the Christian Democratic Europe Forum (CDEF), a think tank in Brussels. He is a member of the Austrian People's Party ÖVP. At the European Elections in June 2004, Richard Seeber was elected as Member of the European Parliament. He is member of the Committee on the Environment, Public Health and Food Safety, the Committee of Petitions, and the Delegation to the EU-Russia Parliamentary

Cooperation Committee. Furthermore, Richard Seeber is substitute member in the Committee on Regional Development and in the Delegation for the ACP-EU Joint Parliamentary Assembly. His areas of expertise are water and water quality, climate change, air quality, and mountain regions.

Jean-Philippe Torterotot , EWA Vice-President, Chairman of the European Policy Committee

Jean Philippe Torterotot graduated as engineer from the Polytechnic School (1985) and National School for Rural Engineering, Water and Forests (1987) and obtained a PhD in Environment Sciences and Technologies at the National Public Works Engineer School, ENPC (1993). He made his career in the French Ministry of Agriculture and Fisheries, with both scientific and operational positions,. He is currently heading the department on Water Resources, Uses and Risks at CEMAGREF.

Mr Torterotot is board member of the French water association, ASTEE, and vice- president of the European Water Association. He has been an active contributor to the Water Supply and Sanitation Platform Technologies Platform. He also chairs the EWA European Policy Committee, which scrutinizes on the implementation of the WFD.

Ralph Underhill , River Basin Support Officer, RSPB

Ralph is based at the RSPB in Bedfordshire in the UK and holds the post of River Basin Support Officer. He works on River Basin planning full time and although based at the RSPB is a collective voice for environmental NGO’s in England and Wales. The role involves helping and supporting the involvement of NGOs in all the River Basin Districts of England and Wales, providing them with briefings and information and lobbying on issues nationally. The post is funded through the WWF/HSBC climate partnership. Ralph has been in the role for over a year and has been with the RSPB for over three years, his previous role in planning casework focused on ensuring the adherence to requirements of the birds and habitats directive. Ralph has also worked at several other NGO’s including the Council for National Parks.

Ralph has a degree in Zoology and an MSc in Science Communication and an MSc Conservation.

Wim Van Gils , Policy Officer for Water, Bond Beter Leefmilieu (Federation for a Better Environment)

Wim Van Gils holds a master degree in biology (K.U. Leuven, 1999) and worked two years as a researcher on freswater fish before joining his current employer Bond Beter Leefmilieu. Bond Beter Leefmilieu (Federation for a Better Environment) is the pluralistic and independent federation of more than 140 national and local associations involved in nature and the environment in Flanders, Belgium. The work of BBL is directed at supporting and assisting member organisations, at influencing policies of government and societal organisations, and at sustaining behaviour of the broad public and target groups. Bond Beter Leefmilieu is a member of EEB (European Environmental Bureau) and works closely together with EEB on (a.o.) water and agriculture issues. Wim Van Gils is water policy officer at BBL. The focus of BBL’s water-related work is on the implementation of the urban waste water directive, the nitrates directive and the water framework directive. Next to that, BBL is involved in large water-related integrated projects such as Seine-Schelde (a part of TEN) and Proses 2010 (Scheldt river). Wim Van Gils is a member of the Minaraad – the multi-stakeholder council that advises the flemish government on environmental issues - and is observer in the International Scheldt Commission. Daniel Villessot , Scientific Director of Lyonnaise des Eaux, EUREAU

Daniel Villessot received his Doctor of Physical Sciences in organic chemistry. Prior to joining the private industries, he was a Professor of Chemical Engineering with specialization in water treatment. He joined the private water industry in 1986 and became, with Lyonnaise des Eaux, the Technical Director of the Northumbrian Group (UK) and then as Technical and Scientific Director of Lyonnaise des Eaux (Group Suez Environment). He is overseeing the joint research and development activities, figuring the relevant national and European regulations’ impacts.

He has served as President of several French commissions (Scientific & Technical Commission from FP2E, and Sanitation Commission from ASTEE). He is also member of scientific councils of engineering schools (Ecole Nationale des Ponts & Chaussées in Paris, and ENGEES in Strasbourg).

Former President of EUREAU, the European Federation of Public and Private companies, in charge of water and wastewater services, his experience encompasses the whole water cycle, the latest developments of the European regulation (Directives and Regulations) and the general management of water facilities.

Philip Weller , Executive Secretary, International Commission for the Protection of the Danube River (ICPDR)

Philip Weller is an environmental planner by training. He studied general Environmental Science at the University of Waterloo in Canada and received a Masters of Urban and Regional Planning from the same University with a focus on rehabilitation and clean-up of environmental hotspots within the Great Lakes of North America. Mr Weller was appointed in August 2003 as the Executive Secretary of the (ICPDR) International Commission for the Protection of the Danube River. The ICPDR is the forum for the 14 major Danube countries and the European

Commission to implement the commitments they have made under the Danube River Protection Convention to improve water quality and water management in the Danube River Basin. The Commission recently received the prestigious Thiess River Prize for the success in ensuring effective cooperation in the most international river basin in the world. In his previous position as Programme Director of WWF International (Danube Carpathian Programme, 1995-2002) Mr Weller was the driving force behind the “Lower Danube Green Corridor” - an agreement between Romania, Bulgaria, Moldova and Ukraine and the largest wetland protection and restoration initiative in Europe. Previously he served for four years as director of Great Lakes United, a unique bi-national coalition of interest groups including local municipalities, research organizations, businesses and NGOs in both Canada and the United States focused on the clean up of the Great Lakes. Mr Weller has also managed successful consulting businesses in both Canada and Austria and has done numerous assignments for governments and international organizations. Mr Weller has considerable practical experience in the restoration of natural ecosystems and in planning processes to achieve public involvement in environmental decision-making. He also played a major role in the organization of the Danube Carpathian Heads of State Summit held in April 2001 under the chairmanship of President Iliescu of Romania and HRH Prince Philip, the Honorary President of WWF. Mr Weller helped organize on behalf of the Ecumenical Patriarch of the Christian Orthodox Church the Symposium “The Baltic Sea: A Common Heritage and Shared Responsibility” and is a member of the Executive Committee of Religion, Science and Environment. Mr Weller is author of three books on environmental topics including ‘Freshwater Seas’ an environmental history of the Great Lakes of North America.

Beate Werner , Head of Group on Water, European Environment

Agency (EEA)

Beate Werner has led the Water Group at the European Environment Agency (EEA) since 2006. As a biologist with over 20 years international experience in ecosystem research and monitoring, her work focuses on assessing ecosystem services provided by water. In the 1980s she researched nutrient balances in forest ecosystems on behalf of the UNECE Critical Loads Mapping Programme before leading the German federal government’s Soil Monitoring Initiative. Since joining EEA in 2003, her work has encompassed developing the Water Information System for Europe (WISE), establishing links between science and policy, and assessing ecological and economic aspects of water quality and quantity.

Martin Weyand , General Director Water: Waste Water, German Association of Energy and Water

Martin Weyand is General Director Water/Waste water since 1 January 2009. He was Deputy General Director since autumn 2007 in charge of the Energy Networks Department.

Martin Weyand was born in Rhineland-Palatinate. He studied at the University of Saarbrücken. Since 1987 he was assistant professor for energy economics. In 1989 he started working with the BGW – German Association of Natural Gas and Water, Berlin, where he was responsible for the Energy Policy Unit since 1994. In 2001 he became executive secretary of the BGW. Martin is married and has two daughters.
