CITY OF ANTIGO PARKS, CEMETERIES, AND RECREATION COMMISSION MINUTES OF MEETING HELD MAY 17, 2010

Members Present: Alderpersons Cahak, Kassis and Turnbull, Denise Wendt and Sam Hardin. Members Absent: John Wagner and Heather McCann Others Present: Alderpersons Balcerzak, Bauknecht and Darling, Sarah Young, Parks, Recreation and Cemeteries Supervisor; McKenzie Pizl, Sarah Duff, Bailee Krueger, Taylor Pomasl, Toni Krebs, Karen Duff and Lisa Krebs, Girl Scouts; Rusty Mehlberg, WACD/WATK; Rob Pizl, James Ferk, Volm Companies; Dale Soumis, Director of Administrative Services; and Erica Berg, Public Works Office Assistant. This meeting of the Parks, Cemeteries, and Recreation Commission was called to order by Chairperson Kassis on the above date at 6:02 p.m. in the Council Chambers, City Hall. Erica Berg, Public Works Office Assistant, recorded the minutes thereof.

1. Approval of Minutes from April 21, 2010 Meeting Wendt moved, Cahak seconded, to approve the April 21, 2010 minutes as previously distributed. Carried 5-0, Absent 2.

2. Approval of Girl Scout Troup Educational Signage Along Trail

Toni Krebs, All Saints Girl Scout Troop, presented their Silver Award Project, wherein they created educational signage for the walking/bike trail interviewing people born in the 1900’s and other experts in the areas of wildlife and forestry. They are proposing placing permanent metal signs of different sizes graphically designed by Bob Ourada. The Girl Scouts feel that Antigo residents will benefit from information about plants, animals, and people in our history. They would like to have the signs installed by June 1st.

There would be ten signs posted on wooden posts, each relating to a strategic location such as exits and entrances, muskrats, dam, swimming pool and bluebird houses.

Alderperson Turnbull noted that she enjoys the naturalness of the trail and would like to see a minimum number of signs.

Alderperson Balcerzak commented that signs are a good idea and parks such as Jack Lake require signage.

Denise Wendt noted that the number of signs should be limited.

Dale Soumis, Director of Administrative Services, commented that the signs could be placed unobtrusively to which Alderperson Turnbull noted once this is approved there is no going back and quick decisions should be avoided as this is still a new project and a work in progress.

Mr. Soumis suggested the Girl Scout Troop bring a sample of the correct size of the signs on paper first and have the signs approved. He further suggested showing specific locations where they would like to place the signs.

3. Approval of Donation of Memorial Tree to Be Placed in Peaceful Valley Sarah Young, Park, Recreation and Cemetery Supervisor, noted that the Daisy Troop would like to donate a tree with the location to be shown on the Park Site plan at the end of the meeting. With memorial trees, signs are placed even with the grounds so that they can be mowed over.

Kassis moved, Turnbull seconded, to approve the donation of a memorial tree to be placed in Peaceful Valley in an area that coincides with the Park Site plan. Carried 5-0, Absent 2.

4. Approval of Memorial Plaques on Eagle Scout Benches

Ms. Young noted that the Eagle Scouts would like to place a plaque with the troop, Eagle Scout’s name, and a statement that the benches were made by the Eagle Scouts on the benches.

Turnbull moved, Cahak seconded, to approve the memorial plaques on the Eagle Scout Benches. Carried 5-0, Absent 2.

APPROVED 5. Placement of Bluebird Houses Along Trail

Ms. Young advised that this agenda item was previously discussed and approved. The bluebird houses have already been placed along the trail and an article was in the paper. Ms. Young just wanted to inform the committee that the bluebird houses were placed.

6. Approval of Combining CIP Funds to Purchase Utility Vehicle

Ms. Young advised that the Park, Recreation and Cemetery Department has acquired additional duties this past year. Because snow removal and maintenance of city sidewalks has become a priority during the winter months, the program requires utilizing labor and machinery resources in an efficient manner.

Ms. Young further noted that her staff has determined a Bobcat Toolcat would create an efficient operation for her department to handle the additional workload, creating a more efficient operation and increase the productivity in managing snow removal on city

D:\Docs\2017-12-14\015abc84d3ea4a04d6d4d12be13f8eb5.doc sidewalks. This machine will also be a practical and useful tool in the fall, spring and summer months to maintain ball fields, trails, roads, and covering graves in the cemetery.

She requested moving $15,000 from fund PRE-1, $8,000 from MCI-5 and $1,000 from MCI- 7 to CIP PRE-4 account for a total transfer of $24,000.

This amount would be added to PRE-4 utility vehicle with attachments for a grand total of $37,932. The Bobcat Toolcat will go through the bid process and would not exceed the budgeted amount.

Turnbull moved, Wendt seconded, to approve the transfer of $15,000 from PRE-1, $8,000 from MCI-5, and $1,000 from MCI-7 to CIP PRE-4 account for a total transfer of $24,000. Carried 5-0, Absent 2.

RESOLUTION TO COUNCIL

7. Approval of Park Site Plans

Ms. Young noted that ten priority parks have been listed in the plans as well as a funding statement for the Urban Forestry Grant as these funds are covering 50% of the costs.

North Clermont Street will receive electricity, dug outs, and tree plantings. The grant coordinator has reviewed the plans and made comments regarding the type of trees to plant and this has been taken into consideration when planning.

Mendlik Park will receive tree plantings, a bike rack and a better entrance.

The Campground will be extended to include tent camping and overflow RV spaces. New spaces will have hookups in the future and temporary electrical hookups can be included if there is demand.

Little League Park will incorporate a land exchange with Langlade Hospital. The existing walkway will eventually connect with our walkway. A boat landing will be added along Antigo Lake, with the new hospital being placed parallel to the existing one.

Saratoga Park will get more playground equipment, a retention basis for stormwater overflow also to be used as a soccer field that will be designed to dry up within an hour. The walking/bike trail will continue through this park, putting greens will also be incorporated throughout these sections of the new trail.

Third Ward Park will have a small orchard and restroom facilities. There was talk about putting a pavilion here with picnic tables; however, this would need to be funded by donations.

The Skate Park will gain more land from the hospital exchange west of Dorr Street and may possibly include a BMX bike area. Parking lots will be added next to the ice rink and trees will be strategically placed on the sledding hill to create sledding lanes. A parking lot will also be added on each end of Second Avenue with speed control.

Peaceful Valley Park will have a parking lot added as part of the downtown revitalization project due to the possibility of an added office complex and recreational opportunities. New

City Park West will have a concrete sidewalk coming into the bandstand area with access paths from two different sides of the park to the shelter, which will connect to the bandstand. More parking will be added around the block.

Upon inquiry by Alderperson Turnbull, Ms. Young noted that the grant does not cover maple trees as there is already an abundance of maples in this park; however, they may be replaced in the future. The Department of Natural Resources wants to see a variety of trees because of diseases such as the Emerald Ash Borer.

Cherry Street Park will have an added orchard and plantings along the back side. More playground equipment will be added and the existing equipment will be moved.

Alderperson Kassis noted he would like to see the items in this plan prioritized, to which Mr. Soumis noted each committee member will receive a copy of the plan and will be asked to prioritize the plans based on funding, which will be achieved through grants and donations.

Alderperson Kassis further noted that he would like the entire group to reach out to the public for funding and opinions on the priorities of the projects, to which Mr. Soumis commented having these plans available will be good to show the public that the Parks Department has a direction.

Sam Hardin commented that the City will be able to match donations with needs.

8. Any Other Matters

Alderperson Cahak requested that the meeting times be changed from 6:00 pm to 5:00 pm for the months of June, July and August to which the committee discussed and agreed to.

Ms. Young noted that the disc golf course is in progress. The map has been made. The plan needs to presented to area businesses.

Ms. Young commented that a dog park area will be incorporated into the Skate Park area. There is a possible donor for this. There has been talk about the tall grass on the sledding hill, however, it was planted that way on purpose.
