We consult with each other regularly on matters on the IPU’s radar screen and coordinate the messages we send to the IPU membership. On 18 May I travelled to New York for a meeting with the Permanent Representatives of Morocco and other countries to the UN in New York to campaign for a strong reference to the role of parliaments in the Declaration due to be adopted in September on the Sustainable Development Goals (SDGs). As you know now, those efforts did not go in vain and the political Declaration does indeed make a very clear reference to that role under means of implementation. A few days later, I sent a written message to the participants of the 2nd Pan-European Festival Marathon held in the Russian Federation underlining the importance of the event as a step towards enhancing understanding between peoples and strengthening peace and unity among nations. I identified culture as a fundamental aspect of human civilization and encouraged further cooperation and interaction in the sphere of culture, in order to strengthen the development and existence of the human society. L’argomento è molto interessante, molto avvincente e, come dire, mi vengono alla mente due scenari: quello del dopoguerra, del dopo-conflitto, in cui c’è stato uno scontro armato e bisogna riprendere il dialogo, ma anche quello dove non c’è stato lo scontro armato ma ugualmente non c’è dialogo. Nel primo caso penso ai molt i conflitti degli ultimi anni. Nel secondo caso penso al nostro paese. Per quanto riguarda il dialogo dopo le guerre, dicevo prima che, appunto, forse il momento più delicato è proprio quando si disarmano gli eserciti, quello della smobilitazione. È il momento decisivo, in cui si capisce se c’è la volontà di farla finita o se era solamente un bluff, quindi se c’è l’intenzione di ricominciare. Oggi un Paese che è totalmente in bilico in questa fase è l’Afghanistan. Un paese in cui c’è un delicatissimo momento di transizione, in cui si sta arrivando ad una fase elettorale, ad un processo, come dire, di raccordo della nuova costituzione e in cui a breve ci sarà la Loya Jirga. Un paese in cui essere occidentali, essere disarmati e portare aiuto è molto pericoloso.

    LAURA BOLDRINI È nata a Macerata il 28 aprile 1961. Ha vissuto a Jesi, dove ha frequentato le scuole, fino alla maturità classica. Nel 1985 si è laureata in Giurisprudenza presso l’università pubblica «La Sapienza» di Roma. Nel 1989 ha cominciato nelle Agenzie delle Nazioni Unite una carriera durata quasi venticinque anni. Ha lavorato alla Fao e al Programma alimentare mondiale (Pam/Wfp), per poi divenire portavoce dell’Alto commissariato delle Nazioni Unite per i rifugiati (Unhcr). Ha svolto molte missioni in luoghi di crisi, fra cui ex Iugoslavia, Caucaso, Bosnia, Kosovo, Albania, Afghanistan, Pakistan, Iraq, Mozambico, Tanzania, Sudan, Angola e Ruanda. Nel 2013 è entrata alla Camera dei deputati, di cui è stata eletta presidente il 16 marzo dello stesso anno. È poco noto infatti che le prime, di Feste dell’Unità, nacquero nell’immediato secondo dopoguerra proprio a scandire un ritorno alla socialità e alla partecipazione politica, entrambe mortificate negli anni del conflitto e nella lunga stagione della dittatura fascista. Un risveglio e una rinascita, dunque. Unità del centrosinistra e della comunità democratica e progressista, che Oggi come allora abbiamo alle spalle macerie e vittime, tante. E oggi come ha il dovere, nonché la convenienza, di ritrovare le ragioni e lo slancio allora possiamo tornare alla politica con un medesimo spirito di ricostruzione di un percorso comune. Del vostro sguardo e del vicino il funzionamento delle istituzioni democratiche. vostro impegno c’è oggi un grande bisogno per rendere più forte il Parlamento e più condivisa la convinzione che il bene comune si trova solo cercandolo insieme. Quanto avviene in Parlamento è riportato tutti i giorni dalle prime pagine dei quotidiani e dai servizi dei telegiornali. Attraverso i nuovi strumenti di comunica- zione – dal sito internet al canale televisivo satellitare – è oggi possibile ottenere in tempo reale un’enorme quantità di informazioni e di immagini sui lavori della Camera. Niente può tuttavia sostituire l’esperienza di una visita diretta per entrare personalmente in contatto con i luoghi dell’attività parlamentare e con le donne e gli uomini qui chiamati a rappresentare i cittadini italiani. Presidente della Camera dei deputati Palazzo Montecitorio è fra i monumenti più belli ed importanti di Roma e cu- stodisce opere d’arte di inestimabile valore, che avrete modo di ammirare nel corso della vostra visita. Ma non è un museo. È un luogo dove ogni giorno ci si confronta, spesso con grande passione, sulle decisioni che riguardano il futuro della nostra comunità civile.
