REPORT OF THE STRATEGIC DIRECTOR FOR CHILDREN’S SERVICES ______

TO: THE ASSISTANT MAYOR FOR SERVICES FOR CHILDREN AND YOUNG PEOPLE ON 30 JULY 2012 ______

TITLE: Future Funding for Music Services – Partnership Agreement for the Greater Manchester Music Hub ______

RECOMMENDATIONS:

That Salford confirms its membership of the Greater Manchester hub by signing the Partnership Agreement for the Greater Manchester Music Hub. ______

EXECUTIVE SUMMARY:

Members will recall that the National Plan for Music Education was published on 25th November 2011.

The government’s vision for hubs is that they will not only distribute funding but will form a structural basis for involvement of cultural organisations, external funding arrangements and innovative provision.

Two meetings of the relevant managers from all Greater Manchester authorities took place in late 2011. All Local Authorities agreed in principle, with the exception of Manchester, to create a single hub for Greater Manchester (to be co-ordinated by Bolton Local Authority).

The Arts Council confirmed in May 2012 that this Hub bid has been accepted.

The Partnership Agreement for the Greater Manchester Music Hub is now available for all Local Authority partners to sign. ______

1. 1. Following the publication of the Henley Review into Music Education (February 2011) a national plan for the development of music education has been developed by central government. The Plan was published on the 25th November 2011. A brief summary of the salient points is set out below;

 Children from all backgrounds and every part of England should have the opportunity to learn a musical instrument; to make music with others; to learn to sing; and to have the opportunity to progress to the next level of excellence if they wish to.  National Curriculum music in all maintained schools for all five to fourteen year olds (subject to the outcome of the National Curriculum review). Teachers will have wide freedom in how they teach music in schools, but all schools should provide high quality music education as part of a broad and balanced curriculum.  Whole-class ensemble teaching programmes for ideally a year (but for a minimum of a term); opportunities to play in ensembles and to perform; clear progression routes available and affordable; and for a singing strategy to ensure every child sings regularly.  A mixed model of first access for all and progression routes to the highest level.  New music education hubs (see below) will take forward the work of local authority music services from September 2012, helping improve the quality and consistency of music education across England, both in and out of school.  A National Plan monitoring board will hold to account those responsible for national-level delivery.

2. Hubs

As identified in an earlier report the Plan has established a structure for delivery around a series of hubs. The Plan states;

“Schools cannot be expected to do all that is required of music education alone: a music infrastructure that transcends schools is necessary. Building on the work of local authority music services, this will be provided by music education hubs from September 2012.”

“Music education hubs in every area will help drive the quality of service locally, with scope for improved partnership working, better value for money, local innovation and greater accountability.”

3. Greater Manchester Hub

Salford hosted two meetings of all Greater Manchester authorities and all Greater Manchester Local Authorities, except Manchester, agreed to collaborate as one hub and apply to the Arts Council accordingly. It was proposed and accepted that Bolton MBC would take a lead in the Hub bid.

The Arts Council confirmed in May 2012 that the AGMA hub bid has been successful. This was highlighted as a notable example of partnership working. ______EQUALITY IMPACT ASSESSMENT AND IMPLICATIONS:

The Hub approach for music education will ensure our strategic approaches for provision for all of our vulnerable groups is enhanced and best practice is shared across AGMA. ______

Bolton MBC are the lead authority and as the local accountable body, entered into a funding agreement with the Arts Council for delivery of activities in the Business Plan. This agreement is a partnership agreement of the Partnership of Greater Manchester Music Education Hub, setting out the terms on which the grant will be disbursed to the partner authorities by Bolton MBC and the terms for delivery of the activities in the business plan by the partners.

The partner authorities negotiated and agreed the terms of the partnership agreement, and each partner agrees to abide by the terms. Under the agreement each partner shall be liable for delivery of the activities in the business plan. Failure to deliver the activities in accordance with the funding agreement may result in Bolton MBC breaching the terms of the funding agreement. If for any reason, the Art Council requires Bolton MBC to repay the grant or any part of it, Bolton MBC may seek repayment from the relevant partner. Each partner's liability to Bolton MBC for breach of this agreement shall not exceed the value of the grant paid to it under this agreement. ______

Future allocations of DfE Music Grant are based on a national funding formula which distributes funds by local authority area on a per-pupil basis, with a weighting for free school meals.

In 2012/13 the allocation is £397,000; in 2013/14, £318,000; in 2014/15, £241,000.

This funding will form part of the commissioned budget for the provision of music services provided by Salford Community Leisure from September 2012. ______
