MINUTES FOR THE PARISH COUNCIL MEETING HELD ON THURSDAY 2nd MARCH 2017 AT 7.30PM AT NO MAN’S LAND MEMORIAL HALL. Attended by: Chair: Robert Henly. Vice-Chair: Roberta Powley. Parish Councillors: Barbara Reynolds, Lynne Burt, David Keeble, Michael Elford. Simon Lawes. Mr Charles Hyde, Clerk and Proper Officer of the Council. PCSO Dave Billing. Public Question Time & Councillors Comments on Declared Interests: None raised or declared. Agenda Item 1: Declarations of Interest: None declared. Agenda Item 2: Apologies for absence: County Councillor: Armand Toms. Agenda Item 3: Minutes of the Parish Council Meeting: 3.1.1: Minutes for the Parish Council Meeting held on 2nd February 2017. It was proposed by Councillor Reynolds, seconded by Councillor Keeble and agreed unanimously that they be taken as read and signed by the Chairman as a true and accurate record of the meeting. Agenda Item 4: Planning Applications: 4.1.1: Application: PA16/12009: (resubmitted due to inaccurate information). Proposal: Construction of stable and barn for horse breeding. Location: Land east of The Spinney, Millendreath. Applicant: Mr Percy Boswell. Grid Ref: 227082/54927. Parish Council’s Decision: Approved. Proposed by Councillor Elford, seconded by Councillor Burt, agreed 6-1.

Agenda Item 5: Planning Decisions received by the date of the meeting: None received. Agenda Item 6: Planning Matters: 6.1.1: Quarry Park Planning Application – Email received thanking the Parish Council for its support and pictures of the proposed building. Planning application submitted. Noted. 6.2: Correspondence – In information pack. Agenda Item 7: – Finance. 7.1.1: Summary of Accounts.

It was proposed by Councillor Lawes, seconded by Councillor Elford that Items 7.1 and 7.3 are ratified. ALL AGREED. 7.4: Requests for Funding received by date of meeting: 7.4.1: Cornwall Air Ambulance – Annual appeal for a donation.(last donation 7th April 2016, £50). Discussions ensued and it was proposed by The Chair, seconded by Vice Chair Powley that a £50 donation be made. ALL AGREED. 7.5: Receipts and letters of thanks received by the date of the meeting: None received. 7.6: Financial Business. 7.7: Accounts to be paid in March 2017.

ALL AGREED. Agenda Item 8: Reports on Matters arising from the Minutes. 8.1.1: Garages at No Man’s Land – County Councillor Armand Toms is trying to set up a site visit with Adrian Pengelly. To date, no meeting has been arranged, the Clerk to follow up. Agenda Item 9: Business received after publication of agenda: None received. Agenda Item 10: Information received from CC and other Authorities: 10.1.1: Cornwall Council. Localism, Devolution and Town Management Team – Special Bulletin – Save our Hedgehogs. Event at the Eden Project on 8th March 9am – 4pm. £10 fee. Agenda Item 12: Around the table: Councillor Reynolds: Tregoad Camping and Caravan Park – An article has been printed in the Cornish Times with the proposed plans for 82 lodges on the site. No planning application has been circulated. The Clerk to investigate further. Councillor Keeble: Bollards at No Man’s Land Junction – They need a clean and new reflective strips fitted. The Clerk will contact Cormac Solution. Councillor Lawes: May Lane Pot Hole – Now 2 mtrs long. The Clerk will contact Cormac Solutions. Millendreath Toilet block and Bar – Classed as a temporary building, however have been plumbed into the sewers. Millendreath Car Parks – Chargeable at £8 per day from 1st April 2017, no concessions for users of the Cafe. Councillor Elford: Nothing raised. Councillor Burt: Nothing raised. Vice-Chairman: Fingerposts - Parishioner complained about the state of the Fingerposts. The Clerk is working on this project which cannot go ahead until the new financial year. Holland Road Pot Hole – Near the garages getting deeper. Morval Parish – One way road to Widegates, very deep pot hole. The Clerk will contact Cormac Solutions about both pot holes. Chairman: Nothing raised. PCSO Dave Billing: Police Report: During the month of February 23 crimes were reported in the area covered by Looe Police Station, none were in the Parish. Future Police cuts are leaving the team uncertain about staffing levels for the next 12 months. Scam Warning – “Can you hear me” telephone calls are happening in the area, please warn everyone this is a scam and not to say anything, just put the phone down. Date and Time of Next Meeting: Parish Council Meeting 7.15pm, Thursday 6th April 2017 at No Man’s Land Memorial Hall. There being no other business the meeting closed at 8.05pm.
