5 GREETING OF THE CHAIRMAN OF GOSSTANDARD OF RUSSIA PROF. G.VORONIN

The participants of the meeting were welcomed by prof. G.Voronin, the Chairman of Gosstandard of Russia. Prof. G.Voronin noted the large importance, which gives Gosstandard of Russia to the COOMET activity, and which is expressed in participation of the experts of metrological institutes in work of COOMET as the Rapporteurs and Correspondents, Coordinators of significant number to the COOMET projects. He emphasized, that COOMET has all necessary preconditions for effective cooperation. Prof. G.Voronin expressed reliance, that the sated agenda of the 9-th COOMET Committee meeting will be successfully executed, and its performance will be one more important step on the way of development of cooperation in COOMET, and he wished all the participants of the meeting successful work.

INTRODUCTION WORD OF THE PRESIDENT OF COOMET

The President of COOMET V.Belotserkovsky greeted the members of Committee and the experts, accompanying them, and also expressed thanks to prof. G.Voronin for kind wishes to COOMET and passed to procedure of representation of the participants of the meeting.

1. ADOPTION OF AGENDA

The Committee adopted the following Agenda:

1. Opening of the meeting, approval of the agenda. 2. Approval of the Minutes of the Eighth COOMET Committee Meeting. 3. Information on COOMET member-organizations (new members of COOMET, changes in Committee membership). 4. COOMET activity in the period between meetings and tasks relating to increase the effectiveness of cooperation. Rapporteur: President of COOMET. 5. Information of the national metrological organizations-members of COOMET on the actual problems of the metrological activity in their countries. 6. Results of the analysis on the subject of COOMET and "The Working COOMET Programme for 1999" (the subject of works, meetings of the contact persons and coordinators, information measures, etc.) - Rapporteur: International COOMET Secretariat. 7. Reports of COOMET Rapporteurs on accomplished work (taking into account the results of the analysis on the subject of COOMET carried out by the COOMET Secretariat). 8. Reports of the representatives of the international and regional organizations (BIPM, OIML, EUROMET, WELMEC, EASC, etc). 9. Information on relations of COOMET with other international and regional organizations (the report of President of COOMET Committee, members of COOMET Committee and Rapporteurs of COOMET).

2. APPROVAL OF THE MINUTES OF THE EIGHTH MEETING

The Minutes of the Eighth COOMET Committee Meeting was approved taking into account the remarks and proposals brought in the draft of the Minutes by the representatives of Belarus, Germany and Poland.

3. INFORMATION OF COOMET MEMBER-ORGANIZATIONS

3.1 New members of COOMET Committee For the period since May, 1998 the number of organizations–members of COOMET increased for joining COOMET the Committee for Standardization, metrology and certification of Republic of Kazakhstan as the associated member. The Memorandum of COOMET was signed by the Chairman of Gosstandard of Republic of Kazakhstan Mr. M.Tyrspekov on November 11, 1998 during the 14 meeting of MGS in Minsk. 3.2 Changes in COOMET Committee membership: 3.2.1. In connection with joining COOMET of Gosstandard of the Republic of Kazakhstan as the authorized representative of the Republic of Kazakhstan - member of COOMET Committee Amangeldy Orynbasarov - director of the Department of Standardizasion and Metrology of Gosstandard of Republic of Kazakhstan was nominated. 3.2.2. In connection with retiring on a pension of Mr. Kaminsky - member of COOMET Committee from Central Office of Measures of the Republic of Poland the new Member of COOMET Committee nominated Mgr.ing. Maria Szeląg, Vice-President of Central Office of Measures (GUM). At the meeting the letter of the President of Central Office of Measures of the Republic of Poland was read in which he informed that on April 20, 1999 Mrs. Maria Szeląg had been relieved of her duties as the Vice-President of GUM and of functions as the representative of GUM in COOMET Committee. For a time the dutes of the Committee Member of GUM were entrusted to Mrs. Magdalena Klarner-Śniadowska, the Director of the International Cooperation and European Integration Division. 3.3 In connection with the absence at the meeting of the representatives of the Republic of Cuba and Romania was accepted the proposal to inform their state metrological institutions on results of the 9-th COOMET Committee Meeting and to ask them to send to the Secretariat the information on COOMET Committee Members of these countries and inform about prospects of their cooperation in COOMET.

4. COOMET ACTIVITY IN THE PERIOD BETWEEN MEETINGS AND TASKS RELATING TO INCREASE THE EFFECTIVENESS OF COOPERATION

On this question the President of COOMET Mr. V.Belotserkovsky made a report. In his report (Annex 4) he informed the participants of the meeting on the work, which had been done in the scope of COOMET after his election the President of COOMET Committee at the

7 8-th meeting of Committee (May, 1998, Minsk). Among the works there were marked the analysis of subject of COOMET carried out by the Secretariat of COOMET with the purpose of preparation of the actual Working program and formation of the automated database of this Organization. As the result of the work carried out by the Secretariat on the analysis of results of the international regional cooperation on metrology were developed the proposals on the arrangements aimed at increasing the effectiveness of COOMET activities (Annex 4.1). Gosstandard of the Republic of Kazakhstan was accepted in the membership of COOMET as the associated member. It was marked the establishment of closer connections of COOMET with international (BIPM and OIML) and regional organizations on metrology (EUROMET). The Rapporteur stopped on modern lines in questions of interaction international and regional metrological organizations and preconditions of the further deepening and increasing the effectiveness of cooperation on metrology, and also on basic tasks of cooperation in COOMET in the approxemate prospect. The following remarks were made on the report of the President of COOMET: Belarus – Mr. N. Zhagora supported the basic rules of the President‘s Report by emphasizing breadth of a sight on a problem of metrology, which was closely connected to expansion of trade and deepening of cooperation; Bulgaria – Dr. I. Temniskov informed that Bulgaria is the member of the Metrological Convention and since February, 1999 - member of WELMEC; (Herewith V. Belotserkovsky noted that it would be expedient to inform efficiently the members of COOMET on the introduction of the countries into different international and regional organizations) Lithuania – Mr. O. Staugaitis has informed on the introduction of Lithuania in WELMEC on May 11, 1999. The discussion was completed and was accepted the decision to direct the proposals and remarks on the contents of his report and on the proposals on the arrangements aimed at increasing the effectiveness of COOMET activities to the President by all Members of Committee.

5. INFORMATION OF THE NATIONAL METROLOGICAL ORGANIZATIONS-MEMBERS OF COOMET ON THE ACTUAL PROBLEMS OF THE METROLOGICAL ACTIVITY IN THEIR COUNTRIES

At the Committee Meeting all the present Members of Committee or their representatives exchanged the information on actual problems of metrological activity and on most important and interesting events and measures in their countries (Annex 5). There was marked the importance of exchange of such information which could be useful for the development of cooperation both in the scope of COOMET and in bilaterial cooperation.

6. RESULTS OF THE ANALYSIS ON THE SUBJECT OF COOMET AND “THE WORKING COOMET PROGRAMME FOR 1999”

The Chief of the Secretariat of COOMET B. Gorshkov informed the participants of the meeting on results of the analysis on the subject of COOMET (Annex 6). It was marked, that these results were of preliminary character, because the Secretariat had not received

8 materials of the analysis on the COOMET projects, Coordinators of which were the experts from Bulgaria, Romania and Ukraine. On the results of the preliminary analysis whole complex of the COOMET subjects was divided into the lists. The list of the projects which obtained more specific information was generated separately. It included 42 positions and it was important for the work of the Secretariat on completing the analysis on the subject of COOMET. On the completed projects the task on future realization of the analysis of practical application of the received results in COOMET was put. The Working COOMET program for 1999 was generated in view of the results of the preliminary analysis which included: - agreed projects (35 such projects for a while); - meetings of leading (the 9-th Committee Meeting) and working bodies of COOMET (meetings of the correspondents on thematic fields: “Mass, force, pressure”, “Electricity”, “Reference materials”, “Thermometry”, “Physical chemistry”, “Length and angle”); - preparation of the actualized Directory “COOMET-1999”; - edition of the information (booklet) on COOMET; - publication on COOMET activity. On this question of agenda the following decision was accepted: - to ask the representatives of Bulgaria, Romania and Ukraine to send to the Secretariat up to the end of June, 1999 the information on conditions of works on the projects, Coordinators of which were the experts of their countries; - to ask the Secretariat to send the final results of the analysis on the subject of COOMET not later September this year; - to add the COOMET Working program by works on education of the young specialists in the field of metrology (seminars, training); - to ask the Rapporteurs and Coordinators of the projects to send to Secretariat the necessary forms for completion of the documentation on projects; - to ask the appropriate Rapporteurs and Organizers of COOMET Meetings to send opportunely to the Secretariat the minutes of such meetings for the analysis of their results. In the scope of this question of the agenda Mr. V. Bugaev showed the automated database on projects of COOMET using the PCBIRS analytical information retrieval system developed at VNIIFTRI of Gosstandard of Russia.

7. REPORTS OF COOMET RAPPORTEURS ON ACCOMPLISHED WORK

At the meeting the annual reports of the Rapporteurs in subject fields of cooperation were made. Mass, force, pressure. In connection with the absence at the meeting of the Rapporteur in this subject field Mrs. H. Durlic the report was read by Mrs. М. Klarner- Śniadovska. It was made the review of the condition of work on 9 agreed and one proposed projects and also was informed about the 4-th meeting of the COOMET Correspondents in the this field of cooperation (March 1999, Kishinev) and the meeting of EUROMET group “Mass and related quantities” (February 18-20, Istanbul). Electricity. The Rapporteur Mr. Ju. Pavlenko made the detailed review of the condition on work in this field of cooperation. The project 170/UA-а/98 “The State of the Standard base of the countries – participants of COOMET on the basis electric quantities” was among the agreed projects, the work on which was carried out that days. As the similar works were supposed to be carried

9 out in other fields of cooperation, there were stated the wishes on structure and contents of questions of such projects. Length and angle. The Rapporteur of COOMET Mr. V. Solovviev told in detail about the condition of cooperation in this subject field, about mutual connections of the experts in this area, including connection with EUROMET, about performance of subjects and difficulties, including finance, and also about meeting of the Correspondents in April, 1999 at SSIA “Metrology” (Kharkov, Ukraine) and decisions, accepted on it. Time and frequency. The Rapporteur of COOMET Mr. V. Tatarenkov told in detail about the results of the work (4 projects), carried out in this field of cooperation, the majority of which were the constant metrological works. Photometry and radiometry. The Rapporteur of COOMET Mr. V. Kuznetsov noted, that at present in this field of cooperation were 8 agreed and 3 proposed projects. It was made the review of the received results on each of the projects and were given the prospects of the work. Reference materials. The Rapporteur in this field of cooperation Mr. V. Leonov was nominated at the 8-th COOMET Committee Meeting (May, 1998, Minsk). In connection with the absence of Mr. V. Leonov the report was read by Mr. V. Lahov. It was made the detailed review of the condition of performance of subjects in this field of cooperation. The participants of the meeting were informed on the work and accepted decisions of the 5-th meeting of the experts of COOMET (October, 1998, Sofia), and also about the 3-d Bulgarian conference “Reference materials”, in which the experts of COOMET took part. Thermometry and calorimetry. The Rapporteur of COOMET Mr. S. Ďuriš informed the participants of the meeting on a situation in cooperation in this subject field. On April 23, 1999 in SMU the meeting of the Correspondents of COOMET in this field was held, in the work of which only the representatives of PTB (Germany), GUM (Poland), SMU (Slovakia) took part. The meeting was compelled to ascertain about difficulties of development of cooperation in the field “thermometry and calorimetry” in the scope of COOMET, and, as a way out from the created situation, it was offered to be limited by organization of comparisons in the scope of the projects of EUROMET and bilateral comparisons. It was required the active support of efforts of the Rapporteur in organization of cooperation in COOMET on the part of the members of Committee. Physical chemistry. In connection with the absence at the meeting of the Rapporteur in this field of cooperation, the report was read by Mr. S. Ďuriš. In the report it was given the review of the condition of work on the projects in this field and also the information on the first meeting of the correspondents of COOMET in the field of “physical chemistry”, which was held in April in SMU. Ionizing radiation and Radioactivity. The Rapporteur Mr. Ju. Bregadze reported on the condition of cooperation in this subject field. It was marked, that, despite lacking the agreed projects on this direction of COOMET activity, it was extremely important for cooperation. It was made a number of the initiative proposals on this direction taking into account the analysis of the appropriate subjects of EUROMET. For activization of cooperation it was proposed to carry out the meeting of Correspondents of COOMET in this field in the autumn 1999 in Mendeleevo. General Metrology, Legal Metrology and Calibration services. The Rapporteur Mr. H. Apel made the detailed report on the work carried out and gave proposals on development of cooperation and interaction with WELMEC.

10 It was made the proposal to hold the 1-st meeting of the Correspondents of COOMET in the field of “legal metrology” in the current year. “ The proposals for development of subject of legal metrology in the scope of COOMET in analogy with WELMEC” were distributed by Mr. R. Hahnewald.

There are the proposals of the Secretariat of COOMET to the draft of the resolution on this item of the agenda: 1. To ask the Secretariat of COOMET to carry out the analysis of the reports of the Rapporteurs and to represent at the next COOMET Committee Meeting the list of the basic questions to be decided. 2. With the purposes of actualization of the reports of the Rapporteurs of COOMET to ask the Secretariat to prepare the proposals on unification of structure of the reports of the Rapporteurs taking into account the experience of work of similar regional organizations, first of all EUROMET and WELMEC.

8. REPORTS OF THE REPRESENTATIVES OF THE INTERNATIONAL AND REGIONAL ORGANIZATIONS

In the scope of this item of the agenda the representatives of BIPM (prof. L. Issaev), OIML and EUROMET (prof. М. Kochsiek) and CMS (Mr. N. Zhagora) made reports. In his report prof. L. Issaev stopped on events, which had taken place since the moment of the report of Dr. Quinn in Minsk in May, 1998. He informed, that in February, 1999 in BIPM the meeting of the representatives of all regional metrological organizations was organized, at which the Agreement on a mutual recognition of the national standards and certificates of calibration was discussed. At present the text of this document was finally modified and it was supposed, that the Agreement would be signed on October 14, 1999 during the 21 General Conference by the directors of metrological institutes. The Agreement did not carry diplomatic character, it was the technical document, which, however, was very important for assurance of measurement uniformity. It was established a new status of the participants of this organization - member – correspondent of the Conference. It would help to expand a circle of the participants of this Agreement. It was possible to get under action of the Agreement and to receive the necessary rights through membership in regional metrological organization.

Prof. М. Kochsiek as the authorized representative of OIML conveied words of greeting from the President of OIML Mr. G. Faber and the director of BIML Mr. B. Atthane. He told to the participants of the meeting about the basic tasks confronting OIML: - creation and exploitation of the centre of information in the field of legal metrology, some kind of original libraries, where the information of the international, regional and national level in the field of legal metrology was contained. OIML had its own page in Internet and would distribute through Internet the available information and organize an exchange. For the members of OIML this information was free- of-charge; - definition and research of general principles of legal metrology, which were of international interest. The seminar in Braunschweig in June, 1998 organized by BIPM, OIML, IMEKO and PTB was devoted to those problems; - analysis and discussion of the clause of the CIML Immediate Past President Mr. К. Birkeland, which was named “Legal metrology at the dawn of ХХI century”;

11 - preparation of the document - strategy of OIML, which contained social and economic aspects, to the next 34 meeting of CIML in Tunis; - installation of the recommendations to working criteria of measuring tools and means, which were used for the purposes of inspection and control. At present OIML published 120 international recommendations and 24 international documents. - further development of System of OIML certificates. At present it was given 500 such certificates. Prof. М. Kochsiek informed, that last year OIML received in WTO the status of the observer, that was extremely important. At present there were 101 countries - members of OIML - 55 of them were Member States (a new member of OIML became RSA) and 46 were Corresponding Members. The following General conference of OIML would be held in 2000 in United Kingdom, in London possible.

Prof. М. Kochsiek, as the representative of EUROMET, noted, that at present in this regional organization there were about 500 agreed and proposed projects in work. At the next forthcoming EUROMET Committee Meeting in Prague, which would be held on May 19-21, 1999, the joint project of EUROMET and NIST would be submitted. Besides EUROLAB has offered EUROMET to sign the Memorandum of mutual understanding with the purpose of strengthening joint cooperation. Prof. М. Kochsiek informed the participants of the meeting on two questions, which were of interest for COOMET: 1. The European organization for standardization SEM addressed to EUROMET with the request to carry on the pan-European forum for industrial metrology (PEFIM), which was sponsored by the European Union through the program PROQVIL. The aim of this forum was the rendering assistance to national metrological institutes of the countries of Central Europe in creation of national metrological system, which would answer the requirements of national industry. It was planned to carry on this forum in November, 1999 in Brussels. Up to this date 3 seminars would be organized, one of which was headed by Dr. H.-D. Velfe and would be held in September in Braunschweig. 2. The other important question for COOMET activity was a conclusion of the multilateral agreements in short form this work named as CIPMMRA. As it was known, Joint Committee of Regional Metrological Organizations (JCRB) is created now, the first session of which was held in February, 1999 in Paris. In its work took part the representatives of APLMF, EUROMET, SIM from Northern America, SADCMET from Southern Africa, COOMET, and also the new organization MINIMET, the first three country - founders of which were Turkey, Israel, Egypt. In addition to the information of prof. М. Kochsiek prof. L. Issaev noted the expediency of joining of COOMET to those two projects of EUROMET. First of all it was said about organization of regional work after signing the Agreement on a mutual recognition of the national standards and certificates on their calibration (analysis, realization of key comparisons, etc.). Such work would be carried out in EUROMET, the same project should be put in the scope of COOMET. Besides the work on reconsideration of a Procedures of ISO/IEC 25 in the standard ISO 17025 and organization of its introduction was of interest, and in this case COOMET could cooperate with EUROMET in those works.

Mr. N. Zhagora - member of a Scientific and Technical Commission for metrology (STCMetr) MGS SIC countries informed the participants of the meeting on the results of the 14 meeting of MGS and the 9 meeting of STCMetr.

12 Among the accepted decisions of the 14 meeting of MGS it was necessary to note the development of the information index of the initial standards of the states - participants of the Agreement of CIS, collection of the national registers of measuring instruments and reference materials, which were computerized. There was accepted the decision to give to the magazine “Measuring engineering” the status of interstate, and also it was decided to carry out the work on perfection of the legislation on metrology taking into account the Law “On assurance of measurement uniformity” adopted at the Interparlament Assembly of CIS countries. The development a statute of the interstate standard of CIS countries was among the questions considered at the 9-th meeting of STCMetr. The proposal on a recognition of results of tests and approval of measuring instruments types for the third countries was discussed. However it was rejected in connection with the absence of normative base. The reference to Gosstandard of Russia was accepted in order to develop “The Qualifier of measuring instruments” and the statute of interstate standardization of verification procedure and to dispatch to the national bodies the methodical materials on introduction of GOST 8.315-97 in a part of measuring procedure. There was stated the request to Gosstandard of Ukraine to prepare the actualized program of development and reconsideration of the basic normative documents on metrology. There was approved the interstate program of development of reference materials of structure and properties of substances and materials till 2001. There was discussed the question of establishing the coordinated prices for expertize of test materials for approval of measuring instruments type.

9. INFORMATION ON RELATIONS OF COOMET WITH OTHER INTERNATIONAL AND REGIONAL ORGANIZATIONS

The President of COOMET Mr. V. Belotserkovsky informed of COOMET cooperation with other international and regional organizations. He noted, that within 1998 an active cooperation with BIPM took place. The drafts of the documents with translation into Russian were dispatched to all members of COOMET. The interaction with OIML weakened a little, however this interaction was supposed to strengthen in the current year. The close cooperation with EUROMET was established among regional organizations. It was possible to hope that in the future the same active cooperation would be established with WELMEC. The international connections of COOMET were extending. In the received letter from Argentina was the information about new regional organization on legal metrology COLAMEL. Argentina, Brasil, Paraguay and Uruguay became its member-countries. The letter said about establishment of contacts with COOMET. Among the new partners of COOMET it was necessary to note the European Commission of UNO, exactly its Working group on policy in the field of the technical coordination and standardization. This Working group presented the draft of UN/ECE Guide “Procedures of Measurements” for the coordination in COOMET. At the last meeting of Asia – Pacific forum on Legal Metrology in Southern Korea in 1998 COOMET was accepted as the associated member.

10. DRAFT OF UN/ECE GUIDE “PROCEDURES OF MEASUREMENTS”

13 The representative of Working group on policy in the field of the technical coordination and standardization (WG 6) UN/ECE Mr. B. Zemskov reported about the draft of Procedures on techniques of carrying out measurements which was developed by the WG. For the successful decision of metrological works on tests it was necessary to have the appropriate methodology, from which the basic tasks in maintenance of required reliability of the results of tests and estimation of parameters of quality of production were followed. It was necessary to coordinate the basic regulations of the developed document with the interested international organizations (ISO, IEC, OIML) and regional organizations. The text of the draft of UN/ECE Guide “Procedures of Measurements” was distributed to the members of Committee. The decision was accepted to ask the members of Committee to consider the draft of Procedures and to direct to the Secretariat of COOMET for generalization their remarks and proposals in a month's time.

11. INTERNATIONAL AND NATIONAL STEPS ON METROLOGY IN 1999 OF INTEREST TO COOMET

The Chief of the Secretariat of COOMET Mr. B. Gorshkov reported about generalized data about international and national arrangements on metrology in 1999 which were prepared on the basis of the proposals of members of COOMET and were of interest for COOMET. He asked the members of Committee to direct the available information with the purpose of duly preparation of such materials for 2000 and for the next years: - meetings of leading and working bodies of regional organizations on metrology (EUROMET, WELMEC, EA, APLMF, etc.); - international conferences, seminars, exhibitions having the attitude to metrology; - national arrangements on metrology.

12. PARTICIPATION OF COOMET MEMBER-ORGANIZATIONS IN KEY COMPARISONS

The President of COOMET Mr. V. Belotserkovsky proposed to exchange the information on this question in the working order. Thus prof. L. Issaev reminded that it would be better to make after preparation of BIPM the diagram of realization of key comparisons.

13. COORDINATION OF THE PRINCIPLES OF QUOTATION OF COOMET MEMBERS' FEES FOR KEEPING THE INTERNATIONAL SECRETARIAT

The President and the Secretariat of COOMET prepared and distributed the preliminary proposals on quotation of COOMET members' fees for financing the Secretariat of COOMET. Taking into account, that this question required studying and coordination into the country - members of COOMET, it was accepted the decision to study further this question in the scope of discussion of the appropriate amendments to the Memorandum of COOMET. The Secretariat of COOMET would prepare and dispatch the draft of these proposals.

14. INFORMATION ABOUT WORK ON THE PREPARATION OF THE COOMET BOOKLET

14 The draft of the information (booklet) about COOMET was distributed to the participants of the meeting, which had been prepared by Mr. Z. Referowski, Mr. H.-D. Velfe and had been coordinated with the President of COOMET Mr. V. Belotserkovsky. The following decision was accepted: 1. To ask the Members of COOMET Committee to consider the information about COOMET in a month's time and to direct to PTB and the Secretariat of COOMET the remark and proposals on its contents and design. 2. To ask PTB in view of the received remarks and proposals to issue the information about COOMET as the booklet in amount of 500 copies in 1999. 3. To recommend to the members of Committee to use the information about COOMET in the Internet page which was devoted its national metrological institution.

15. DATE AND PLACE OF THE NEXT COOMET COMMITTEE MEETING

The representative of Gosstandard of the Republic of Kazakhstan Mr. A. Orynbasarov invited to carry out the next 10-th COOMET Committee Meeting in May, 2000 in the Republic of Kazakhstan.

CLOSURE OF THE MEETING

The President of COOMET expressed his thankes to all the participants for the active work, also he thanked the interpreters and the Secretariat for their role in successful realization of the meeting.

The participants of the 9-th COOMET Committee Meeting visited the laboratories of VNIIMS, VNIIOFI and VNIIFTRI. There was organized the cultural program - sight-seeing of Troeyece-Sergievskya Lavra in Sergiev Posad.
