Shawnee County CDDO Affiliate Meeting Agenda April 14, 2008

CDDO Updates:

The April meeting opened with a review of the March Affiliate Report. There are currently 971 adults and children receiving services in Shawnee County and 55 who have not chosen a case manager. Internal CM changes are not reflected on the report.

The SRS/CDDO Contract Negotiation dates are scheduled to begin at 8:30 a.m. on May 20, 21, and 22 at Ramada Inn downtown; and the back up dates are scheduled for June 3, 4, and 5 at the Holidome.

The InterHab Contract Work group is meeting regularly to discuss possible language revisions to the current contract. Some areas identified include: transfer of funding from state hospitals and private ICF/MRs to community based services. Start up funds and updating the protocol to access the funds. (Sedgwick County CDDO distributes the start up funds when approved by SRS). Needs Assessment tool. Foster care system when children are moved by the child care placing agency from one CDDO area to another without notifying CDDOs. There has been discussion addressing where the breakdowns are and how to keep each individual CDDO aware of these moves. Detailed language is needed for using state general funds for person’s who are determined no longer HCBS waiver eligible; performance of work, new persons accessing services within an average of 60 days. There are several reasons that prevent person’s porting to rural areas in less than 60 days such as, housing and staffing; suggestions were made that CDDO’s receive notice of SRS policy changes to have current up-to-date policies. There are not SRS interpretive guidelines for the BASIS Assessment to clarify recording several sections not addressed in the manual. The BASIS field changes have not been completed to implement.

There was discussion today by affiliated providers regarding a 10-day turn around for POC approval. Several agencies are waiting approx. 28 days for state approval. It was asked what the hold is up when approved by the CDDO? There are several contributing factors that delay the POC approval process which were discussed.

The Council of Community Members held a meeting on March 27th. There were several new members who joined. Officers elected are: Bruce Dill, parent; Linda Heine, person- served, and Tana Crawford, secretary. There is an orientation/training scheduled on April 23 for new members joining the Council. The CCM scheduled meetings will be held the 4th Wednesday of the month at 6:00pm, 4-6 times per year. If you are interested in sending an agency representative please notify Ramona.

Needs Assessment process update – Case Managers are working very hard to complete 40% of all Supportive Home Care recipients by May 1 – Currently 7% have been reviewed/approved by the Shawnee County CDDO. There was a question about why someone wants to know the age of paid and natural supports. The exact age is not as important as knowing an attendant worker is over the age of 18.

There are 9 persons from Shawnee County in the process of accessing the funding made available for Lifts, Home and Wheelchair modifications. Disability & Behavioral Health Services/CSS News:

Ramona forwarded information received on the Targeted Case Management rate increase effective 04/01/08 - $10.83/unit (memo).

A memo from Kansas Health Policy & Authority was forwarded by SRS to applicable parties regarding the new plastic medical cards to be issued by EDS on Sept. 1, 2008. (handout)

Agency Announcements:

Ramona announced that Glea Ashley is the new CEO at Valeo. The Shawnee County CDDO and Valeo continue collaborative efforts supporting persons with dual diagnoses and training of staff.

Olga Hennessy, TARC Day Services announced that they will be having a fashion show to be held at 1 p.m. May 8 at TARC.

TARC Self-determination is sponsoring a picnic at 6 p.m. April 24th at the Gage Park Shelter.
