Description of content: The guidelines for the official accreditation of Organic Certifying Bodies (OCB) are being amended to address the demands of the stakeholders of the organic agriculture industry. The revision intends to refine the official accreditation procedure to further complement the Philippines' Department of Agriculture's initiatives under the National Organic Agriculture Program (NOAP).
7. Objective and rationale, including the nature of urgent problems where applicable: The provisions under this Department Circular aim to provide the criteria,

requirements and guidelines for the official accreditation of organic certifying bodies (OCBs), and ensure that officially accredited OCB implement the organic certification scheme in a competent, consistent, and impartial manner. This Department Circular replaces D.C. No. 06 Series of 2015 in order to make the following changes: 1. making accreditation to ISO/IEC 17065 optional instead of mandatory requirement for official accreditation; 2. inclusion of organic certification scheme for standardized certification protocols among OCBs; and 3. improving the processes and mechanism for decisions relative to official accreditation (e.g. suspension, handling appeals and complaints, etc.)
