MINUTES OF JULY MONTHLY MEETING OF KELLS TOWN COUNCIL HELD ON 17TH JULY 2006 IN COUNCIL OFFICES, KELLS BUSINESS PARK

Presiding: Cllr. O. Sweeney.

Present: Cllrs. P. Caffrey, B. Collins, B. Curran, S. Drew, T. Grimes, B. Reilly.

Also Present: Mr. M. Griffin, Acting Town Manager, Mr. B. Sweeney, Town Clerk, Ms. C. O’Reilly, A/Asst Staff Officer, Ms. Joanna Kelly, Executive Planner (Item 7 only).

Minutes The minutes of the June monthly meeting held on 19th June 2006 were confirmed on the proposal of Cllr. B. Collins, seconded by Cllr. S. Drew.

To receive report in accordance with Planning & Development Act 2000 and Planning & Development Regulations 2001 Works being part of the Broadband Network consisting of the construction of pre- fabricated co-location units placed on a concrete plinth at Kells Fire Station, Townparks, Kells. The construction also includes a perimeter surround, comprising a stoned faced block wall which will be 2 meters removed from the prefabricated structure itself.

Ms. Joanna Kelly, Executive Planner, presented the report to the Council. The report stated that the site at the Fire Station was suitable to accommodate the proposed development. The report recommended that the proposed Part 8 works accord with the 2001 County Development Plan and with the proper planning and sustainable development of the area. It recommended that the Part 8 proceed.

The report was noted by the members.

To receive Statutory Audit Report for Financial Year ended 31 December 2005 The report was noted.

To consider disposal of land in accordance with Section 183 of the Local Government Act 2001 The following disposal of land was approved in accordance with Section 183 of the Local Government Act 2001 on the proposal of Cllr. B. Reilly, seconded by Cllr. B. Collins.

“0.8746 hectares at Commons of Loyd, Kells, to Meath County Council, County Hall, Navan.”

Letter received from AMAI stating that the Annual Conference would be held in Cavan from 14/16 September 2006.

Letter of thanks from the Jim Connell Memorial Committee for contribution received from the LDF. Letter from the DOE regarding increase in the annual representational payments for Councillors.

The Acting Town Manager informed members that a special meeting would be held on Monday, 24th August 2006, in County Hall, Navan, to receive Manager’s report on Draft Kells Backland Local Area Plan. It was agreed that the meeting would be held at 8.30am.

The Town Clerk informed members that the Gaming and Lotteries Act was rescinded by the Council on 16 June 1986.

Members were informed that the following measures were in place to conserve water supply: 1. Refurbishment of plant at Clavins Bridge. 2. Conservation programme in area. 3. Kells/Oldcastle area needs assessment identified.

The Town Clerk informed members that a meeting had been held with the Architect for the Soccer Club and that further meetings would be held. The Club were to identify sites.

Members were informed that the Civic Offices would be opening to the public on Monday, 24th July. The Contractor would be carrying out the works in front of the building. The contract for the remainder of Headfort Place would be agreed this week. The Council Chamber would be complete in early September.

The members were informed that the Council took possession of the bond for the Stonebridge estate. The roads and services to be taken in charge and the estate will qualify for block grant works in 2007.

The Town Clerk drew attention to a report in the local press in relation to the Scouts Hall in which allegations were made that the Town Council were holding up the Lease with the VEC. The Town Clerk informed the meeting that matters were not being held up by the Council and stated that he would be seeking clarification from the VEC on the issue.

Members were informed that a number of complaints had been received from Traders in relation to the enforcement of parking regulations. Following a general discussion on the matter it was agreed that the regulations should be strictly enforced.

Monthly Reports There were apologies from the Town Engineer for his ability to attend the meeting.

Cllr. Curran complimented the outdoor staff on works done in the town.

It was agreed that the following matters would be checked out with the Engineer. - Line markings for Carrick School. - Camera at bottle banks. - Grass area between O’Growney Terrace / Ard na Greine.

Votes of sympathy were passed with: Mr. John Bruton on the death of his mother. Deputy Damien English on the death of the grandfather. The family of the late Andrew Kennedy.

This concluded the business of the meeting.
