PLEDGE
The City Council meeting was opened with the pledge of allegiance led by Mayor Dearborn.
CALL TO ORDER
The regular meeting of the City Council was called to order at 7:00 PM on April 23, 2012 by Mayor Dearborn.
ROLL CALL
The following Aldermen were present for Roll Call: Alderman Bremer, Steele, Bradford, and Salazar.
Also present were Mayor Dearborn, Clerk Worent, Treasurer Babb, and Attorney Tibbs.
Alderman Bumbalough, Robbins, and Engineer Good were absent.
PRESENTATION OF JOURNAL OF PROCEEDINGS
Alderman Steele made a motion, seconded by Alderman Salazar, to approve the minutes of the Regular City Council meeting held on April 9, 2012. Roll Call Vote: Ayes – Alderman Salazar, Steele, Bremer, and Bradford. Nays - none. Motion passed.

REPORTS OF CITY OFFICIALS
Mayor
Mayor Dearborn reported that he will be out of town from Thursday, April 26 through Monday, April 30th. Clerk
Clerk Worent met with a representative from R.K. Dixon and will be receiving quotes for 3 different option packages and pricing for a new copier for the City Office. This information should be available by the next committee meeting.
Treasurer
No report.
Attorney
No report.
City Engineer
Absent.
Communications
A card of thanks was received from Kay Lesko for the donation that was sent by the city for the “Enhance the Future” scholarship. The funds for that was provided by Ed Harr.

REPORTS OF STANDING COMMITTEE
Water and Sewer - Alderman Bumbalough
In the absence of Alderman Bumbalough, Public Works Director Rick Crum stated that the electrical work on the Pontiac Life Station is almost completed.
Law Enforcement - Alderman Salazar
Alderman Salazar reported the March police report is on file. He also reported that Officer Joshua Shelton has completed a FEMA Emergency Management Institute course; Officer Jeff Hall has completed a Walk A Thin Blue Line course, Communicating Excellence in Law Enforcement, and Building a Better Gunfighter program.
Streets - Alderman Bradford No report.
Parks and Public Buildings - Alderman Steele
No report.
Fire - Alderman Robbins
In Alderman Robbins absence, Fire Chief David Admundson submitted the March monthly fire report.
Finance/Planning - Alderman Bremer
Alderman Bremer made a motion, seconded by Alderman Steele to approve paying bills totaling: $22,391.41 from General Fund; $0 from Motor Fuel; $18,172.85 from Sewer; $18724.15 from Water, $410.08 from Wheel Tax, $0 from Audit; $0 from Insurance Liability, and $0 from savings. Roll Call Vote: Ayes – Alderman Steele, Bremer, Salazar and Bradford. Nays - none. Motion passed.

Approval of Salary Resolution
Alderman Bradford made a motion, seconded by Alderman Steele to approve the 2012-2013 Salary Resolution. Roll Call Vote: Ayes – Alderman Salazar, Bradford, Steele, and Bradford. Nays - None. Motion passed. Resolution #488.
Approval of Budget for 2012-2013
Alderman Steele made a motion, seconded by Alderman Salazar to approve the 2012-2013 Budget. Roll Call Vote: Ayes – Alderman Steele, Bremer, Bradford, and Salazar. Nays – None. Motion passed.
Approve Ordinance for Energy Aggregation Alderman Steele made a motion, seconded by Alderman Bremer to approve an Ordinance amending Title 1 for the purpose of adding a new Chapter 13, establishing a program for the aggregation of electrical load by the city and adopting a plan of operation and governance for such program. Roll Call Vote: Ayes – Alderman Salazar, Bradford, Steele, and Bremer. Nays – None. Motion passed. Ordinance #805.
Resolution Authorizing the Mayor to Accept a Proposal for the Supply of Electrical Load
Alderman Bradford made a motion, seconded by Alderman Salazar to approve the Resolution authorizing the Mayor to accept a proposal for the supply of electrical load. Vote: Ayes – Alderman Bradford, Bremer, Salazar, and Steele. Nays – None. Motion passed. Resolution #489.
Approval of Electrical Inspector
Alderman Bradford made a motion, seconded by Alderman Bremer to approve hiring Tim Donahue as Electrical Inspector for the City of Marquette Heights. Roll Call Vote: Ayes – Alderman Salazar, Bradford, Steele, and Bremer. Nays – None. Motion passed.
Approval of Library Appointee
Alderman Salazar made a motion, seconded by Alderman Bremer to appoint Kathy Sipes as a Library Board member. Roll Call Vote: Ayes – Alderman Salazar, Bremer, Steele, and Bradford. Nays – None. Motion passed.
Approval of Library Appointee
Alderman Steele made a motion, seconded by Alderman Salazar to appoint Amy Thaller as a Library Board member. Roll Call Vote: Ayes – Alderman Steele, Salazar, Bradford, and Bremer. Nays – None. Motion passed.
Approval of MFT Maintenance Resolution
Alderman Bradford made a motion, seconded by Alderman Steele to approve the Motor Fuel Tax Maintenance Resolution of $90,000.00. Roll Call Vote: Ayes – Alderman Bradford, Steele, Bremer, and Bradford. Nays – None. Motion passed. Resolution #490.
Approval of MFT Estimate of Maintenance Cost
Alderman Bradford made a motion, seconded by Alderman Salazar to approve the Motor Fuel Tax estimate cost of $88,421.51. Roll Call Vote: Ayes – Alderman Bradford, Salazar, Bremer, and Steele. Nays – None. Motion passed. Approval of MFT Maintenance Engineering Agreement Alderman Bradford made a motion, seconded by Alderman Bremer to approve the Motor Fuel Tax maintenance engineering agreement. Roll Call Vote: Ayes – Alderman Bradford, Steele, Steele, and Salazar. Nays - None. Motion passed.
Approval of Mosquito Chemicals
Alderman Steele made a motion, seconded by Alderman Salazar to approve the purchase of mosquito chemical from Clark Mosquito Control at a cost of $2476.70. Roll Call Vote: Ayes- Alderman Steele, Salazar, Bradford, and Bremer. Nays – None. Motion passed.
