I. CALL TO ORDER

Dr. Burrell, chairman, called the meeting to order at 6:30 PM as a regular monthly meeting of the Board of Education. Scott Gillenwaters led the pledge of allegiance.

II. RECOGNITION OF GUESTS

Mark Stephens, election commission, asked the board to consider closing schools on Election Day to eliminate issues that might occur at the polls (schools). He feels it would send a good message to students as well as help the county. Mr. Foster said schools are closed in November for the presidential election. Dr. Burrell suggested the proposal be forwarded to the policy committee for recommendation.

COMMENTS FROM THE CHAIR

A. Teaming and the School Board – March 18 - 19, 2012

B. Dr. Burrell announced that he is realigning committee chairs. Glenda Langenberg will chair the personnel committee and Jo Williams will chair the policy committee.

VI. DIRECTOR’S REPORT

A. Something Good – Debbie Zachary described the Classworks program at Claxton Elementary School. Ms. Zachary stated the students, parents and community have been very receptive to the program and students are excited about participating.

B. Leisa Fair provided a follow-up on the Mobile Dental Program. Two reports were provided showing data on the total number of students seen by both the mobile unit and the health department. Ms. Fair said all schools agreed it was a great experience and there were no concerns. The next meeting is scheduled Monday, March 12, 2012 at the health department

C. Jo Williams asked each board member to accept the Tennessee Healthy Schools Challenge. She said if 12 of 13 criteria are complete the system has a chance to receive $5,000.00 that would be earmarked for the flu vaccine. a. VII. STUDENT SERVICES REPORT

The report was accepted as read.

VIII. COMMITTEE REPORTS

A. Scott Gillenwaters stated the budget committee met March 6, 2012 to discuss capital projects and to establish priorities for excess funding including the purchase of the Evans Construction property in South Clinton for use as a maintenance building. Motion by Scott Gillenwaters and seconded by Dr. Burrell to move forward with the purchase of the maintenance building. Glenda Langenberg said she thinks the old building currently in use is fine. Steve Fritts stated the current building is structurally sound, there are four or five offices as well as a conference room and it is much larger than the proposed building. The roof is in great shape and it’s in a good location. He said there appears to be cosmetic things needed to be done but asbestos could be an issue. Mr. Fritts said he thinks the board of education will lose credibility with commission if we spend $350,000.00 to purchase the building. Dr. Burrell reminded the board that the excess funds cannot be spent on students; it must be spent on capital outlay projects. Rickey Rose stated he is not prepared to vote to purchase the building tonight and thinks other options should be discussed. He asked staff to prepare another proposal to present in two weeks. Motion by Rickey Rose and seconded by Jo Williams to refer discussion to a special called meeting on March 22, 2012 at 4:30 PM. B. Glenda Langenberg stated the policy committee met March 6, 2012 to review policy changes to three policies. A copy of the Student Transportation Management policy was given to committee members for review.

IX. ACTION ITEMS

A. Motion by Glenda Langenberg and seconded by Scott Gillenwaters to approve policy 6.5008 Service Animals on first reading. Motion carried.

(Individuals with Disabilities Education Act- IDEA, Section 504 of the Rehabilitation Act of 1973, TCA§62-7-112) Service animal means any dog that is individually trained to do work or perform tasks for the benefit of an individual with a disability, including a physical, sensory, psychiatric, intellectual, or other mental disability. Other species of animals, whether wild or domestic, trained or untrained, are not service animals for the purposes of this definition. The work or tasks performed by a service animal must be directly related to the individual's disability Section 504 means section 504 of the Rehabilitation Act of 1973 (Pub. Possible exceptions – miniature horse . The ADAAA includes miniature horses as service animals. In compliance with ADAAA, the district shall make reasonable modifications to permit the use of a miniature horse if the horse has been trained to work or perform a task.

D. Motion by Rickey Rose and seconded by Glenda Langenberg to approve the Cell Phone Zones at Norris Middle School and Anderson County High School for a trial period of two weeks and to report back to the board of education at their next regular monthly meeting. Motion carried with Jo Williams voting no. Mr. Gillenwaters commended the ACHS Student Government Association for coming up with a good idea to bring to the board.

F. Motion by Scott Gillenwaters and seconded by Rickey Rose to approve the preschool Self-Assessment Goals as presented. Motion carried.

G. Motion by Scott Gillenwaters and seconded by Steve Fritts to approve the ACT test day scheduled on March 20, 2012 for juniors only, all other high school classes will be dismissed that day. Motion carried.
