Summary of May 1, 2011 Nodal Protocol Revisions

Section 2:

NPRR298 - New Definitions Related to Black Start and Clarification to the Hourly Standby Fee Payments for Black Start Resources (formerly “New Definitions Related to Black Start”)

This Nodal Protocol Revision Request (NPRR) adds new definitions to Section 2.1 and clarifies the use of Black Start terminology in other sections of the Nodal Protocols. This NPRR also identifies uses of the proposed terms(s) and makes language changes if applicable and aligns the terminology and acronym related to the Hourly Standby Fee Payment with Section 6.6.8.1, Black Start Capacity Payment.

NPRR316 - Negative Self-Arranged Ancillary Services Quantity (formerly “Negative Self-Arranged Ancillary Services”)

This NPRR allows Qualified Scheduling Entities (QSEs) to enter a negative value for a Self-Arranged Ancillary Service Quantity.

NPRR320 - Minimum PTP Option Bid and Settlement (formerly “Minimum PTP Option Bids and CRR Auction Fees”)

This NPRR sets a minimum price on Point-to-Point (PTP) Option bids (Minimum PTP Option Bid Price) of $0.010 and places a fee on each PTP Option bid awarded where the clearing price for the PTP Option bid awarded is less than the Minimum PTP Option Bid Price.

NPRR343 - CRR Bid and PTP Obligation Bid Criteria Change

This NPRR removes the ability to bid for Congestion Revenue Rights (CRRs) in the CRR Auction or bid for PTP Obligations in the Day-Ahead Market (DAM) that exist entirely within a station.

NPRR335 - TSP Request for Interval Data

This NPRR aligns the Nodal Protocols with the zonal Protocols, providing Transmission Service Providers (TSPs) the ability to request and receive interval data from ERCOT.

Section 4:

NPRR290 - ERCOT Publication of DAM PSS/E Files

This NPRR enhances transparency of the transmission topology (including all scheduled Outages) used in the DAM by requiring ERCOT to publish certain data files (in Power System Simulator for Engineering (PSS/E) format for easy review by all Market Participants with standard power flow tools such as PTI PSS/E, Power World Simulator, etc.

NPRR301 - Correct Energy Trade Language for Adjustment Period

This NPRR revises language for entering Energy Trades in the Adjustment Period to match that of the latest Edison Electric Institute (EEI) Amendment.

This NPRR extends the heuristic rules to determine the Locational Marginal Price (LMP) at de-energized Electrical Buses; and changes the treatment of CRR Offers when either the source or sink Settlement Point is de-energized in the DAM.
