COUNCIL OF ELECTION OFFICIALS (CEO) MINUTES FEBRUARY 15, 2006 DELTA TOWNSHIP

1. Chair Karen Buie called the meeting to order at 11:10 AM.

Present: Mary Kotowski, Sharon Tischler, Terri Hegarty, Janet Santos, Dana, Muscott, Ed Weessies, Karen Buie, Susan Kaltenbach, Louise Stine, Patti Bender, Tim Snow, and Mary Hollinrake.

2. Approval of Agenda – It was moved by Ed Weessies and seconded by Susan Kaltenbach to approve the agenda as presented. CARRIED UNANIMOUSLY

3. Approval of Minutes of January 18, 2006 – It was moved by Patti Bender and seconded by Dana Muscott to approve the minutes as presented. CARRIED UNANIMOUSLY

4a. Bill Zaagman reported that HB 5659 discussion. It was moved by Ed Weessies and seconded by Dana Muscott for CEO to take position to oppose HB 5659. CARRIED UNANIMOUSLY

It was reported by Dana Muscott that MAMC took no position on HB 1036.

4b. Chris Thomas, Director of Elections reported on the “Election Reform” List submitted by the Secretary of State, Terri Lynn Land. He noted that two items they were taking action on:

1) Permanent AV Lists – create an unequal situation and an increase of possible lawsuits. Concerns and options are being reviewed on the process for permanent AV lists. 2) Inactive File – if a confirmation notice is sent, the vote is placed in the inactive file. Once a ballot is scanned that would reactivate the voter. They are not counted for ballots, public counts, etc. However, they would be on the precinct lists.

Discussion held on the “Recount Reform” for the canvassers pay and charge back to include all costs.

5a. Old Business ADA equipment is currently in a demonstration process at Dearborn Heights and Grand Rapids. This equipment is required to be used beginning with the August 2006 election. Concerns discussed of the level of training, proofing, cost factors, accuracy tests, precinct rotations and the burnout this may cause precinct inspectors. Chris Thomas reported that CEO 2-15-06 Page 2

training materials and a power-point presentation would be provided by the State as well as support services contracted through the State with a vendor. Rollout is being received and prepared. QVF update classes are coming in the bulletin and News U Can Use.

6. New Business

a) Train the Trainer Seminar in Lansing will be in early April 2006. b) State History Department – Caryn Wojick, Sandra Clark and Debbie Gearheart presented the report compiled by the task force committee. It was found that retention and disposal schedules were not updated and/or reviewed by the State department. Many are using a general schedule. The task force made the following recommendations:

1) need modern legislation of authority and protection 2) funding issue

They asked for the participation of the CEO to share this information with our legislators. A press release was being issued today on this report. The complete report is available on line at: Michigan.gov/recordsmanagement

The meeting was adjourned at 12:25 PM.
