AUTOLIFTER CUM BC OF PS NAND NAGRI ARERSTED:

STOLEN VEHICLE RECOVERED

With the arrest of a desperate criminal namely Aman s/o Pankaj r/o C-3/338, Nand Nagri aged 22 years the North East District police has apprehended autolifter cum BC of PS Nand Nagri. With his arrest, one stolen motor cycle recovered.

TEAM AND INCIDENT:

In order to curb recent incidents of crime especially auto lifting in the area of North-East Distt, during the last 2/3 months, special teams at each PS level in North East District, comprising of dedicated staff members have been constituted to curb the crime and to nab criminals involved in crime by indulging in intensive picket checking, human and police intelligence and patrolling in the area.

In an incident of 04.03.12 of PS Nand Nagri, during patrolling in the area ASI Ashok Tirky and Ct. Charan Pal of PS Nand Nagri apprehended one auto lifters namely Aman s/o Pankaj, near 212 Bus Stand, Nand Nagri. With his apprehension one stolen motor cycle bearing No. DL-7S-AJ-1866 was recovered.

INTERROGATION:-

During sustained interrogation the accused person spilled the beans and confessed their involvement in the crime. He disclosed that he dropout his school after completing his primary education and felt into bad company. He used to lift motor vehicles and sell them outside Delhi.

ILLEGAL ARMS SEIZED BY NORTH EAST DISTRICT

With the arrest of Jafar s/o Md. Tabi r/o Jhuggi No. E-59/337, Kalender Colony, Delhi aged 26 years; North East District police has prevented commission of a big crime.

TEAM & INCIDENT: -

Keeping in view the crime trend of North East District, various major steps are being taken to curb crime and trace out the criminals involved in crime. One of the major steps taken in this regard is developing human and police intelligence in the area and initiating stranger checking at intensive level to prevent untoward consequences. This exercise helped North East Police to prevent commission of a big crime in the evening of 04.03.12 wherein one person got arrested in the area of PS Seema Puri with illegal arms having in his possession.

On 04.03.12, a team of PS Seema Puri comprising of HC Pawesh, Ct. Sanjeev and Ct. Sarvesh during stranger checking and patrolling in the area found out one suspect near Khatola, Kalender Colony. On personal search of the person, one Buttondar knife was recovered from his possession.

On sustained interrogation of accused, his identity was established as Jafar s/o Md. Tabi r/o Jhuggi No. E- 59/337, Kalender Colony, Delhi.

RECOVERY: -

 One Buttondar knife. INTERROGATION:-

 The accused Jafar s/o Md. Tabi is wanted in two cases of PS Seema Puri - FIR No. 219/11 u/s 327/379/411 IPC & 221/11 u/s 327/379/34 IPC. He is educated upto 4th class and works as rag picker in the area of PS Seema Puri.

GANG OF AUTO LIFTERS BUSTED With the arrest of three auto lifter namely Deepak, Rohit @ Lucky and Sohan Kumar Sahu, the staff of PS Vijay Vihar, Outer District has busted a gang of Auto lifters and three cases of MV theft worked out as well as stolen 2 Motor Cycles and one Scooty recovered from their possession.

BRIEF FACTS:

Due to regular incidents of vehicle theft in the area of Outer District, Delhi in the recent past, a special team comprising of Police officers of PS Vijay Vihar including HC Sunil Dutt No. 256/OD, ASI Pradeep Kumar, HC Satbir No. 540/OD, Ct. Raj Kumar No. 1601/OD, Ct. Sherpal No. 2805/OD and Ct. Pradeep Kumar No. 2595/OD under the leadership of Insp Sunil Kumar was constituted under the supervision of K.P.S. Malhotra, ACP/Rohini and deployed to develop information regarding active autolifters and to nab them. The dedicated team members were continuously working hard to nab the criminals involved On 01.03.2012 with the arrest of (1) Deepak S/o Ramesh Mishra R/o Vagabond, Ambedkar Hospital, Rohini, Delhi. (Aged 19 Years) (2) Sohan Kumar Sahu s/o Virender Prasad R/o Vagabond, Ambedkar Hospital, Rohini, Delhi (Aged 20 Years) (3) Rohit @ Lucky S/o Ramdev R/o H.No. 172, Pooth Kalan Delhi (Aged 22 Years) police officials of PS Vijay Vihar, Outer District have busted gang of desperate Motor Cycles-jacker and solved 03 cases of M.V. Theft registered in Delhi. Two motor cycles and one Scooty (Hero optima+ electric) were recovered.

INVESTIGATION/ INTERROGATION:

On 01.03.12, at about 06:00 pm, a secret information was received by specially designated team members of police officials of PS Vijay Vihar, Outer District that three persons riding on a motor cycle No. DL-8SAF-3097, Bajaj Discover are notorious auto-lifter will pass through Rithala Picket and the above said motor cycle is involved in a theft case registered at PS Vijay Vihar. On receipt of this information, the designated team members moved to spot of information and laid a trap. At about 6:35 PM above mentioned accused reached the spot on Bajaj Discover Motorcycle. The team members immediately swung into action and nabbed him with motorcycle. The motorcycle was found to be stolen vide FIR No.449/11 u/s 379 IPC, PS Vijay Vihar, Delhi. Accordingly, Deepak, Rohit @ Lucky and Sohan Kumar Sahu were arrested in this case. Further on their instance one motor cycle make APACHE and Scooty (Hero optima+ electric) were recovered u/s 102 Cr.P.C which were found to be stolen from the area of PS North Rohini. PROFILE: 1. Deepak S/o Ramesh Mishra R/o Vagabond, Ambedkar Hospital, Rohini, Delhi. (Aged 19 Years). He is unmarried and vagabond. He is illiterate. He is having two brothers and one sister. His father and mother expired since five years back. 2. Sohan Kumar Sahu s/o Virender Prasad R/o Vagabond, Ambedkar Hospital, Rohini, Delhi (Aged 20 Years). He is unmarried and vagabond. He has studied upto 7th class. He is having two brothers and one sister. His father is a vetenary doctor in Bihar. 3. Rohit @ Lucky S/o Ramdev R/o H.No. 172, Pooth Kalan Delhi (Aged 22 Years). PRINCIPLE ACCUSED ARRESTED WHO MURDERED AASHISH (SALES EXECUTIVE OF MAHINDRA AUTO MOBILES) IN P.S MUKHARJEE NAGAR

INTRODUCTION:

With the arrest of one person Abhijeet Sinha, aged about 25 years, s/o Akhilender Sinha r/o Agarva Gopal Pur, Ward 22, Town/ Village Motihari, Distt. Purvi Champaran (Bihar), the staff of P.S Mukherjee Nagar, Delhi has solved a murder case of Aashish, sales executive of Mahindra Automobiles.

INCIDENT:

On 27.02.12 at about 12.40 AM, a PCR Call was received regarding stabbing of a boy near Hanuman Mandir, Hudson Lane. The call was entrusted to SI Hemant Kumar, who along with staff reached at the spot and found pool of blood on the road. In the mean time I.O also received an information regarding a boy Aashish who was brought dead at Hindu Rao Hospital. One eye witness Rohit Singh Negi stated to police that deceased was his friend and a boy namely Abhijeet murdered his friend Aashish. A case vide FIR no.-66/12, u/s 302 IPC was registered and investigation was taken up.

INVESTIGATION:-

From the local spot enquiry, the identity of the accused was ascertained as Abhijeet. His friend revealed that Abhijeet is a resident of Bihar and has completed a course of Animation & Designing from an Institute in South Extension and was in search of a job. Multiple teams were formed to raid the rented accommodation, friend's places, relative's homes etc. which could be the possible hideout of Abhijeet. During investigation it was learnt that his girl friend is also along with him. Therefore all possible hideouts of his girl friend were also raided. Finally Abhijeet was arrested from Motihari (Bihar). Distt. Police of Motihari also extended their full cooperation during investigation.

INTERROGATION:-

During interrogation Abhijeet confessed to his crime. He revealed that on the evening of 26/02/12 he came to Christian Colony (In jurisdiction of P.S Maurice Nagar) to enjoy drinks along with some of his friends. During which he had an argument with Aashish over the fact that which vehicle is better a buy. Aashish was insisting for Mahindra's recently launched XUV 500, while Abhijeet was insisting for Reva (Battery operated vehicle of Mahindra). Their argument went ugly and they had a fight which was defused immediately by other friends. However, while they were dispersing, again Abhijeet and Aashish started fighting in which Abhijeet attacked Aashish with a knife causing injuries on neck, back, abdomen, left eye and head. He ran away from the scene of crime thereafter. POLICE TEAM:

A team of Crime Branch officials led by Inspr. Sunil Kumar and consisting of SI Ravinder Verma, SI Ravinder Teotia, SI N.S. Rana, HC Ravinder Baliyan, HC Dharmender, HC Dinesh, HC Ajay Kumar, HC Aas Mohd. Ct. Prem Pal, Ct. Surender, Ct. Sajjad Ali, Ct. Kusum Pal, Ct. Udai, Ct. Manoj, Ct. Ishwar, Ct. Devender, Ct. Rakesh Tomar, Ct. Aslup and Ct. Rakesh under the supervision of ACP Udai Vir Singh Rathi and overall supervision of Addl. DCP/Crime Sanjay Bhatia has busted an internet racket fraud involving net phishing. Two foreign nationals have been arrested. One laptop, One Mobile phone, one Fake South African Passport with Fake Indian Visa and other incriminating materials have been recovered.

On 29/02/2012, the complainant who is a resident of Civil Lines, Delhi lodged a complaint that his company making biscuits and confectionries operates a current Bank Account in Punjab National bank, Civil Lines Delhi. On 22/02/2012 he found that about Rs. 16 Lacs was transferred from their account through net banking without their consent. On his complaint a case under the appropriate sections of the law was registered at PS Crime Branch. During investigation it was revealed that the rackeeters after hacking the internet password of the account of the company had used it for purchase of goods through online shopping companies and transferred Rs. 2,32,682/- to “futurebazar.com”, Rs. 6,37,141/ to “fashionandyou.com” and Rs. 7,11,290/- to “TV 18”. The goods that they intenteded to purchase were perfumes, mobile phones, shoes and other such items. Futurebazar.com and TV 18 had suspicion over transaction of such a large amount of money and hence had stopped delivery of the consignment. Whereas fashionandyou.com had delivered two consignments and one consignment was to be delivered on 02/03/2012. The adddress where the consignment was to be delivered to the rackeeters was Coles Evans, 1st Floor Arjun Nagar Safdarjung Enclave New Delhi and they had given a mobile contact number.

On 02/03/2012, a dummy parcel was made and handed over to the delivery man of Fashionandyou.com for delivery to the rackeeters. Since the address was fake the delivery man contacted the rackeeters and they asked him to come near Tri Junction, B-4 Safdarjung Enclave Gate, Ch. Jhandu Singh Marg, New Delhi. A trap was laid and two foreign nationals were apprehended while taking delivery of the consignment. They were identified as i) Evans Ukah Mendi @ Coles Evans (aged 34 years) r/o Cameroon and presently residing in the area of Humayun Pur, Delhi and ii) William Tambo (aged 37 years) r/o South Africa and presently residing in the area of Vill. Rajpur Khurd, Mehruali, New Delhi. One mobile phone was recovered.

The accused persons were subjected to intensive interrogation. It was revealed that through net phishing they had hacked the internet password of the bank account of the company. Phishing is typically carried out by e-mail spoofing or instant messaging and it often directs users to enter details at a fake website whose look and feel are almost identical to the legitimate one. After hacking the internet password of the company they used it for purchase of goods through online shopping company and transferred various amount of money of the company to the online shopping companies. The address of the delivery of the consignment was fake but they in every instance gave the mobile number. When the delivery man could not locate the address he would contact the rackeeters on the mobile number. The rackeeters would then ask him to come near a location given by them and then they would come and collect the consignment.

No valid travel documents regarding their stay in India have been found and they were residing in India illegally. One South African passport with fake Indian Visa has also been recovered from them. Besides this, one laptop used in committing crime and other incriminating documents have also been recovered from their possession.

PROFILE

1. Evans Ukah Mendi @ Coles Evans is a Cameroon national. He came to India in 2008 on student visa and did his diploma in computers from Mumbai. He is a computer expert and has expertise in computer hardware as well as software. 2. William Tambo is a South African and living in India since last 2 years. He entered India illegally through Nepal border. After entering India he managed forged South African passport having fake Indian Visa and Immigration Stamp on it.

SENSATIONAL BLIND MURDER CASE WORKED OUT

With the arrest of Ram Niwas, aged 45 years s/o Lt. Sh. Vishwanath r/o B-1409, Shashtri Nagar, Delhi, officials of North District have solved a blind sensational murder.

INCIDENT & TEAM

On 28-02-2012, a rickshaw puller came to PS Sarai Rohilla with a parcel loaded in his rickshaw and told that a person had hired his rickshaw for transportation of that parcel from Kishan Ganj Market to Azad Market. But the said person fled away at Azad Market by leaving the parcel in the rickshaw itself. Finding no claimant of the parcel at Azad market and Kishan Ganj market he brought the parcel to PS Sarai Rohilla. At the police station, officials suspected some foul play and crime team was called. On opening the parcel it was found containing a male dead body of 19 years old who was identified as Munna Kumar S/o Ramvriksh Mehto r/o B-1376, Shashtri Nagar Delhi by tallying the missing report which was lodged at PS on the same day i.e. 28-02-2012 by his uncle that deceased was missing since morning of 27-02-12.

A case FIR No. 76/12 U/s 302/201 IPC was registered and investigation was taken up. The case was a blind one and the culprit had played in a very intelligent and professional manner leaving no clue. So a dedicated team comprising of Insp. J.S. Mishra, SHO/Sarai Rohilla, Insp. Bishwajeet Kumar, PSI Prem Kumar, HC Pushpender, HC Anand, Ct Vinod and Ct. Aman under the supervision of Sh. Giriraj Singh, ACP / Sarai Rohilla was constituted to develop information and nab the culprit.

INVESTIGATION

During the investigation, information was developed by the team. Call details of deceased and suspects were analyzed, sources were deployed and the team succeeded to trace and apprehend accused Ram Niwas s/o Sh. Vishwanath r/o B-1409, Shastri Nagar, Delhi and cracked the blind murder case on 04.03.12.

INTERROGATION

During interrogation, the accused disclosed that he had illicit relationship with a lady of the locality since 1996. In the meantime, the deceased came in contact with the lady and the accused started suspecting that deceased too has developed relations with that lady and he was putting obstruction in the way of his illicit relations. He got frustrated with the move of deceased and indifferent behavior of the lady. He planned to eliminate the deceased. He was well aware that the deceased used to visit the house of the lady every morning in order to have tea. On 27-02-2012, in the morning accused deliberately waited near the house of the lady and when deceased came down from the house of lady, accused brought the deceased on his motor cycle to his rented factory premises on the pretext of getting the machine of factory checked. There as planned earlier by him, he engaged the deceased in holding heavy wooden dyes and on finding the opportunity, he strangulated him with the help of a plastic rope which he had already kept there for this purpose and ultimately killed him. He packed the dead body in a sack and then made a parcel by putting it in another card board carton and again covered it in a plastic sack. He concealed the body for one day in the factory and shifted it in the next day morning in a rickshaw and in order to avoid detection, he took the body to Kishan ganj Market and from there he hired another rickshaw for transportation of the dead body to Azad Market and at Azad Market he fled away by leaving the parcel containing dead body. The mobile phone of the deceased has been recovered from the place of occurance.

Dated :- 05.03.2012 A CASE OF CHEATING CRACKED BY SOUTH EAST DISTRICT NEW DELHI.

With the arrest of one Prem Singh (aged 23 yrs) S/o Sh Kamlesh Pratap Singh R/o H No.267/13, FF-3, Sector-1, Vaishali, Ghaziabad, UP in FIR No. 171/11 U/s 419,420,467,468,471,474 IPC, PS Greater Kailash, New Delhi, a long trail of a very cunning cheater has come to an end who had been moving around under an assumed identity to cheat several people on the pretext of arranging job for them in Delhi Metro.

Brief Facts :- A case was registered in Police Station Greater Kailash-I, New Delhi on the complaint of India TV for stay of an unknown person in Hotel Solo Victoria, GK-I, posing himself as staff of India TV by getting the room booked through a fake Email ID of Sh. Rajat Sharma. He stayed for three days and then slipped from the hotel silently. After registering a criminal case of cheating and impersonation, Police swung into action. During the course of investigation, it was learnt that at the time of booking hotel room, accused had given a copy of his driving license, which was found to be issued at Mumbai address. Three SIM cards were also found in the hotel room. Accordingly, a police team was dispatched to Mumbai. The team found that the person in whose name booking had been made at the hotel had lost his driving license around 2 months ago in Surat. The phone no. given at the time of booking had also been taken from the same ID/Driving license. A police team constituting of SI Anish Sharma and SI Sandeep Panwar was formed under the supervision of SHO Rajeev Kumar to unearth the scandal and to apprehend the culprit. Surveillance over accused revealed that he was changing his place of stay, phone numbers and phone instruments very frequently and wherever he stayed, he duped somebody either posing as an Engineer in Metro or as a Journalist. Mean while, he stayed in JJ Colony, Shakurpur for a while at a rented room where he eloped the daughter of landlord to take her away for which a missing complaint had been lodged in PS Subhash Place. After a very cumbersome trail, accused Prem Singh was tracked at Vaishali where he was trying to settle with his newly wedded wife (the landlord’s daughter) by opening a shop of Mobile Phone/SIM cards. It was only after his arrest that his real identity as Prem Singh S/o Sh Kamlesh Pratap Singh R/o H No.267/13, FF-3, Sector-1, Vaishali, Ghaziabad, UP. was revealed, otherwise, he was using assumed ID of one Anup Chimnani and even to his wife, he did not reveal his true identity. Recovery :- Two plastic ID cards in the name of Mr. Anoop Chimnani’s (with photograph of accused), Reporter of News 24 Channel, Original Driving license of Mr. Anoop Chimnani.

Interrogation :- During the course of interrogation, the accused confessed his involvement in the commission of offence of duping several people on the pretext of arranging job for them in Metro. He has further disclosed that he had lost all his documents in train and asked one of his friends to provide his ID to appear in an interview, it was then that his friend gave him the driving license of Anoop Chimnani and the accused Prem Singh used it as his Identify. Two plastic ID cards of Mr. Anoop Chimnani’s (with photograph of accused), Card of Reporter of News 24 Channel, and Original Driving license of Mr. Anoop Chimnani have been recovered from the possession of the arrested accused.

Profile of accused :- Accused was born in village Sarai Rani of District Sultanpur. His father is a taxi Driver. He did his schooling from his village and completed graduation in Arts from Allahabad University through correspondence. He came in Delhi in search of job in the year 2011 itself and worked with Courier Company. For some time he worked with Metro as a worker of contractor. The accused has been sent to judicial custody.

AUTOLIFTER GANG BUSTED

Major Highlights:

 One auto lifter nabbed.  Five stolen M/Cycles recovered.

With the arrest of accused namely Vakil Khan S/o Nawab Khan (22 yrs.) R/o Village Shidh Nangla, PS Jahangirabad, Distt Bulandsahar, (UP). South-East District has unearthed gang of Babbudeen involved in the activities of auto lifting from NCR Delhi and disposing off the same.

INCIDENT

On 04.03.2012, HC Sharwan, Ct Parveen and other staff of P.S. Pul Prahlad Pur were on M/Cycle checking duty at Okhla T point, M.B. Road, New Delhi. The staff was checking M/Cycles coming from Badarpur side. At about 5.00 PM informer informed that a M/Cycle Red colour Hero Honda Splender bearing registration No. DL-1SP-2300 will come from Badarpur side, which could be stolen M/Cycle. At about 5:30 PM a M/Cycle having the similar specification and registration number, so rendered by the informer, was found coming from Badarpur side. The rider of M/Cycle was signaled to stop but he tried to escape the check, on which barricades were placed and the M/Cycle was forced to stop. The rider was directed to produce the documents in respect of the M/Cycle. He could not produce any of the documents to the police party. On scrutiny of the official record it revealed that the said M/Cycle i.e. M/Cycle make Hero Honda Splender Red Colour was found to be stolen vide FIR No. 114/10 U/S 379 PS Parliament Street, New Delhi. Hence, the accused identified as Vakil Khan S/o Nawab Khan (22 yrs.) was arrested in U/S 41.1(D) CrPC vide DD No. 27A Dated 4.3.2012 Police Station Pul Prahladpur, New Delhi.

MODUS OPERANDI

The accused was subjected to sustained interrogation during which accused Vakil Khan disclosed that he is unemployed. Earlier he used to work as milkman at his native place Jahangirabad, Bulandsahar, (UP). To marry his younger sister, he required huge money. In this hour of need, he contacted Babudeen, big auto-lifter (his brother-in-law) and started auto-lifting with him. He used to steal M/Cycles from Delhi & NCR and started disposing off in adjoining area of his native village.

Efforts are being made to connect the remaining two recovered stolen M/cycles. Concerned police stations have accordingly been informed to take necessary legal action against the accused person to arrest this person in their respective cases.

With the arrest of this accused person three cases have been worked out. Further investigation of the case is going on. Efforts are being made for further recovery. Antecedents of the accused are being verified.

O R D E R

1. Whereas there are indications of indiscriminate throwing of coloured water, rubber balloons containing water / coloured water and riotous, indecent and disorderly behaviour by some section of the Holi revellers during the next few days specially the period preceding the festival of Holi to be celebrated on 07th March and 08th March 2012.

2. And whereas, such acts are likely to cause annoyance to the public, danger to human life and safety and there is likelihood of the disturbance of public tranquillity or a riot or an affray.

3. And whereas it is necessary to take suitable measures to prevent annoyance to the public danger to human life and safety and the disturbance of the public tranquillity or a riot or an affray.

4. Now, therefore, in exercise of the powers conferred upon me by virtue of Section 144 of Criminal Procedure Code, 1973 (No.2 of 1974) read with Govt. Of India, Ministry of Home Affairs, New Delhi’s Notification No. U - 11036/1/2010-UTL dated 09/09/2010, I, Vinod Kumar, Assistant Commissioner of Police, Sub-Division Gandhi Nagar of East District, Delhi do hereby make this written order that no person shall:-

i. Wilfully push, press, hustle or obstruct any passenger in any street or public place by violent movements, menacing gestures, screaming, shouting, wilfully frightening horses or cattle or otherwise disturb the public peace or order. ii. Throw water / coloured water, rubber balloons containing water / coloured water or any other liquid through any means or apply any colour / gulal or any other substance etc. on the face or any other part of the body of any unwilling person(s). iii. Wilfully and indecently expose his person in any street or public place or within sight of, and in such manner as to be seen from any street or public place, whether from any house or building or not, or use indecent language or behave indecently or riotously, or in a disorderly manner in a street or place of public resort or do any act which may occasion a breach of peace.

iv. Sell rubber balloons of two inches or less when uninflected in size.

5. This order shall come into force with effect from 05/03/2012 and shall remain in force till 12/03/2012 for a period of 08 days in the jurisdiction of Sub-Division Gandhi Nagar, East District, Delhi. 6. Any person contravening this order shall be punishable under section 188 of the Indian Penal Code. 7. As the notice cannot be served individually on all concerned, the order is hereby passed exparte. It shall be published for the information of the public through the process and by affixing copies on the notice board of the offices of all District Deputy Commissioner of Police, Delhi, all police station concerned and the offices of NDMC/MCD.
