ADDITIONAL MATTERS RAISED AT MEETING Page 2 Sutherland Traffic and Traffic Safety Committee 2 October 2020 20 STR062-20 BELGRAVE ESPLANADE AT THE INTERSECTIONS OF RAMU CLOSE, - GOULBURN PENINSULA, ROPER CRESCENT, ROPER CRESCENT/BELLINGER PLACE, PAROO AVENUE AND HAWKESBURY ESPLANADE, SYLVANIA WATERS - QUEUING STR062 ACROSS INTERSECTIONS Attachments: Appendix A⇩ and Appendix B⇩ EXECUTIVE SUMMARY This report supersedes report STR056-20. Council has received ongoing concerns regarding: o vehicles queuing in Belgrave Esplanade, on approach to the traffic lights at Box Road and Port Hacking Road; and o the design of the roundabout at the intersection of Belgrave Esplanade and Murrumbidgee Avenue. Suggestions to assist the situation include: o reverting the intersection of Box Road and Port Hacking Road to left-in/left-out manoeuvres; o installing roundabouts, ‘KEEP CLEAR’ linemarking or ‘DO NOT QUEUE ACROSS INTERSECTION’ signs in Belgrave Esplanade, at the intersections of Ramu Close, Goulburn Peninsula, Roper Crescent, Roper Crescent/Bellinger Place, Paroo Avenue and Hawkesbury Esplanade; and o modifying the roundabout at the intersection of Belgrave Esplanade and Murrumbidgee Avenue. As part of the Bus Priority Improvement Program, Transport for NSW will be modifying the intersection of Box Road and Port Hacking Road, to allow two through travel lanes in Box Road westbound approach. Complimentary works have been completed by Council and the remaining works will be undertaken by Transport for NSW in October/November 2020. Preliminary investigations indicate that: o ‘KEEP CLEAR’ linemarking is not suitable in Belgrave Esplanade at the abovementioned intersections; o ‘DO NOT QUEUE ACROSS INTERSECTION’ signs have merit in Belgrave Esplanade at the intersections of Ramu Close, Goulburn Peninsula, Roper Crescent, Roper Crescent/Bellinger Place, Paroo Avenue and Hawkesbury Esplanade; o additional roundabouts in Belgrave Esplanade will require further investigation, which should be undertaken after the abovementioned changes in Box Road are complete; and o further scoping and design is required to modify the design of the roundabout at the intersection of Belgrave Esplanade and Murrumbidgee Avenue. Page 3 Sutherland Traffic and Traffic Safety Committee 2 October 2020 20 - REPORT RECOMMENDATION STR062 THAT: ‘DO NOT QUEUE ACROSS INTERSECTION’ signs be installed in Belgrave Esplanade at the intersections of Ramu Close, Goulburn Peninsula, Roper Crescent, Roper Crescent/Bellinger Place, Paroo Avenue and Hawkesbury Esplanade, Sylvania Waters, in accordance with Plan A and Plan B attached to the report. (Miranda Electorate) STR062 REFERRAL TO COMMITTEE Councillor Tom Croucher (CR20-453500). ISSUES Vehicles prevented from exiting side road by queuing traffic. Obstruction of turning vehicles by queuing traffic across intersection. PREVIOUS CONSIDERATION BY COMMITTEE In April 2012, Council approved ‘NO STOPPING’ zones in Belgrave Esplanade east of Goulburn Peninsula and Ramu Close to reinforce existing parking controls (i.e. parking within three metres of dividing line, parking in bicycle lane) (STR115-12). In December 2016, a report was tabled at the Sutherland Traffic and Traffic Safety Committee seeking endorsement for three mini roundabouts and pedestrian refuges in Belgrave Esplanade. The Committee also endorsed ‘DO NOT QUEUE ACROSS INTERSECTION’ signs at the intersection of Belgrave Esplanade and Goulburn Peninsula, subject to approval by Transport for NSW (TfNSW) (STR066-17). In November 2019, Council approved the extension of the ‘NO PARKING’ zone on the southern side of Box Road, west of Port Hacking Road, by 16 metres, to provide increased merging length for two westbound through lanes in future (STR052-19). COMMENTS BY INVESTIGATING OFFICER In July 2020, TfNSW opened the intersection of Box Road to through traffic, at the intersection of Port Hacking Road. Due to concerns regarding the increase in traffic, Council has subsequently installed a series of roundabouts and speed humps in Belgrave Esplanade and Box Road. Part of these works included the installation of a mini roundabout at the intersection of Belgrave Esplanade and Murrumbidgee Avenue. Council has received mixed responses to this roundabout. Local residents also continue to raise concerns regarding extensive delays, queuing and congestion in Belgrave Esplanade, from the intersection of Box Road and Port Hacking Road. A large amount of this traffic is through traffic, between Taren Point Road and Box Road, particularly in the afternoon peak period. Queues have been observed extending to Holt Road. Suggestions to assist the situation include: reverting the intersection of Box Road and Port Hacking Road to left-in/left-out manoeuvres; Page 5 Sutherland Traffic and Traffic Safety Committee 2 October 2020 20 installing roundabouts, ‘KEEP CLEAR’ linemarking or ‘DO NOT QUEUE ACROSS - INTERSECTION’ signs in Belgrave Esplanade, at the intersections of Ramu Close, Goulburn Peninsula, Roper Crescent, Roper Crescent/Bellinger Place, Paroo Avenue and Hawkesbury Esplanade; and STR062 modifying the roundabout at the intersection of Belgrave Esplanade and Murrumbidgee Avenue. TfNSW has indicated that the remaining works to change the traffic light linemarking and loop detectors will be undertaken in October/November 2020. Preliminary investigations indicate the following: ‘KEEP CLEAR’ Linemarking TfNSW’s Delineation indicates that this linemarking is only suitable in locations where turning traffic waiting to turn into a side street queues back through a signalised intersection. This is not the situation in Belgrave Esplanade and, therefore, this linemarking is not suitable. ‘DO NOT QUEUE ACROSS INTERSECTION’ Signs In locations where drivers are unable to exit a side street, due to queued vehicles, the use of these signs should be considered. Observations confirmed that vehicles in Ramu Close, Goulburn Peninsula, Roper Crescent, Roper Crescent/Bellinger Place, Paroo Avenue and Hawkesbury Esplanade are often prevented from entering/exiting due to queued vehicles. Roundabouts The installation of roundabouts requires careful consideration of traffic volumes and geometric design. Roundabouts are not suitable where traffic regularly queues back through an intersection. Given the impending changes at the intersection of Box Road and Port Hacking Road, roundabouts will be further investigated once these works are complete. Roundabout at the Intersection of Belgrave Esplanade and Murrumbidgee Avenue Further scoping and design is required. It is therefore recommended that ‘DO NOT QUEUE ACROSS INTERSECTION’ signs be installed in Belgrave Esplanade, facing westbound drivers, at the intersections of Ramu Close, Goulburn Peninsula, Roper Crescent, Roper Crescent/Bellinger Place, Paroo Avenue and Hawkesbury Esplanade. The proposal is shown in the attached Plan A and Plan B.
