Policy Committee activity hit a frenetic pace this week as legislators attempted to move policy bills before tomorrow's "House of Origin – Policy Committee" cutoff deadline. If a bill that is not related to the budget does not move out of the original Policy Committee that it was referred to by tomorrow, it will be "dead" for the 2017 Session. Next week the Fiscal Committees will take center stage as they try to move bills that have a fiscal impact before next Friday's "House of Origin – Fiscal Committee" cutoff deadline. After the legislature hits this second cutoff deadline, roughly 70% of the 1,960 bills that have been introduced this year will be dead.

Next week will also see the "kickoff" of the "Main Event" facing the legislature this year when the revenue and caseload forecasts are released. These forecasts are the underlying foundation for building the Operating and Capital Budgets for the 2017 – 19 biennium. The other major budget the Legislature will enact, the Transportation Budget, has relatively little controversy surrounding it this year, and should pass with solid bipartisan support. Unfortunately, that cannot be said for the Operating and Capital Budgets. Both will need to be crafted in a way to deal with the Supreme Court’s McCleary decision, which will make budget writers’ task this year even more difficult than usual. Right now there are 3 main proposals on how to do that, (which is the good news), but the bad news is that these three proposals are miles apart.

WACD timed its annual trek to the Hill by CD supervisors and staff from across Washington State very well this year. With something north of 60 people meeting with roughly 2/3 of the legislature on WACD’s Operating and Capital Budget priorities, we will hopefully have a strong foundation of support from within each of the 4 caucuses as the legislature crafts those two budgets.

Focusing our Operating Budget efforts on restoring Gov. Inslee's $1M cut to the Commission's Maintenance Level budget, and then increasing the Conservation Technical Assistance by $4M, will make a big difference for CD capacity if we are successful. On the Capital Budget side, our focus was on "repurposeing" $3M of the unsuccessful Dairy Loan appropriation to increase the "non-shellfish" project funding to $7M, and trying to find an additional $1M for increasing engineering capacity. We will see how successful these meetings actually were as the legislature develops those Budgets over the next few months.

Local and state governments that have been inundated with frivolous public disclosure requests saw a glimmer of hope for some relief this week as the House State Government, Elections & Information Technology Committee moved forward HB 1594 and HB 1595. Unfortunately, both of these measures continued to receive scathing editorials from newspapers, which make their ultimate passage questionable. As one of the advocates for these bills told me this week, there is a "lot of work to do" if these measures are to become law this year.

Improves access and reliability to low-cost financing for local government infrastructure projects by authorizing public works bonds when local governments can demonstrate: (1) The importance of the project; (2) Their difficulties accessing existing private credit markets for borrowings at reasonable interest rates; and (3) The ability to reliably repay their share of the state's total cost of retiring the public works bonds. Makes changes to the existing public works program and creates the public works financing assistance program. Creates the public works financing assistance account and the public works financing assistance bond repayment account. Takes effect January 1, 2018, if the proposed amendment to Article VIII, section 1 of the state Constitution, contained in House Joint Resolution No. .... (H-0423/17), is approved by voters at the next general election. Makes an appropriation from the public works assistance account to the department of commerce for the purpose of providing loans to local governments for infrastructure projects.
