4 ORDINANCE 2016-360 5 AN ORDINANCE REGARDING THE OFFICE OF INSPECTOR 6 GENERAL; AMENDING SECTION 602.303 (DUTIES AND 7 FUNCTIONS), ORDINANCE CODE, TO REMOVE THE 8 PROVISION THAT THE INSPECTOR GENERAL SHALL NOT 9 HAVE BEEN EMPLOYED BY THE CITY OF JACKSONVILLE 10 OR ANY OTHER GOVERNMENTAL ENTITY SUBJECT TO 11 THE AUTHORITY OF THE INSPECTOR GENERAL OFFICE 12 DURING THE TWO-YEAR PERIOD IMMEDIATELY PRIOR 13 TO THE SELECTION; REQUESTING EMERGENCY PASSAGE 14 UPON INTRODUCTION; PROVIDING AN EFFECTIVE 15 DATE. 16

17 BE IT ORDAINED by the Council of the City of Jacksonville: 18 Section 1. Amending Section 602.303 (Duties and 19Functions), Ordinance Code. Section 602.303 (Duties and Functions), 20Chapter 602 (Jacksonville Ethics Code), Ordinance Code, is hereby 21amended to read as follows: 22 CHAPTER 602. JACKSONVILLE ETHICS CODE. 23 * * * 24 PART 3. INSPECTOR GENERAL. 25 * * * 26 Sec. 602.303. Duties and Functions. 27 The duties and functions of the Office of Inspector General 28shall include the authority, power and responsibility to: 29 * * * 30 (w) The Inspector General has the power to appoint, employ, 2 1and remove such other personnel as is deemed necessary for the 2efficient and effective administration of the activities of the 3office. All such appointees shall serve at the pleasure of the 4Inspector General and shall be exempt from civil service. The 5Inspector General shall not have been employed by the City of 6Jacksonville or any other governmental entity subject to the 7authority of the Inspector General Office during the two-year 8period immediately prior to the selection, unless such employment 9has been with the Office of Inspector General, City of 10Jacksonville, Florida. 11 * * * 12 Section 2. Requesting emergency passage upon introduction 13pursuant to Council Rule 4.901 Emergency. Emergency passage upon 14introduction of this legislation is requested. The nature of the 15emergency is that the Inspector General has resigned effective May 1631, 2016. An interim Inspector General and permanent Inspector 17General candidates are being considered immediately.

18 Section 3. Effective Date. This ordinance shall become 19effective upon signature by the Mayor or upon becoming effective 20without the Mayor’s signature. 21
