Request for Proposal Support for organization of OBEC-UNESCO training workshops on Connect with Respect tool and piloting of the monitoring and evaluation Tool of Connect with Respect classroom programme in select schools in Thailand TERMS OF REFERENCE Type of contract: Contract for Services Duration: 12 June (TBC) – 30 November 2019 Closing date: 5 June 2019 1. Objectives To provide logistics support for organization of a series of 6 training workshops on Connect with Respect (CWR) tool and Positive Discipline in select schools in Thailand ( June – July 2019); and to coordinate the piloting of the Monitoring and Evaluation tool of CWR Classroom Programme in select schools ( June – November 2019). 2. Background In 2016, regional partners under the UNGEI banner (UNICEF, UN Women, UNESCO, UNiTE and Plan International) commissioned the University of Melbourne to develop a curriculum resource tool, Connect with Respect: Preventing gender-based violence in schools (Connect with Respect). This tool pulls from the evidence base and programmatic experience in multiple countries in the Asia-Pacific region, and aims to assist lower secondary teachers to promote respectful relationships, gender equality and social cohesion among students in Asia and Pacific countries. CWR includes a learning tool for teachers to build their own knowledge and awareness on related topics, as well as more than 30 learning activities that teachers can use to increase knowledge, positive attitudes, and skills among students. Furthermore, to inform and to support a regional rollout strategy and implementation of the Connect with Respect curriculum tool, UNGEI partners have also developed a Monitoring and Evaluation package to monitor implementation of the Connect with Respect Classroom Programme and investigate impacts on students. Data will be collected about i) the impact of associated professional learning on teacher confidence and competence; ii) the impact of the programme on student attitudes, behaviours and experiences of gender-based violence and help-seeking; and iii) the factors influencing programme implementation. In August 2018, UNESCO and OBEC, Ministry of Education of Thailand, organized a capacity building workshop for teachers, school directors and representatives from 6 ESAOs, including Bangkok, Chiang Rai, Nakhorn Sithamarat, Rayong, Sisaket, and Singburi. After the workshop, these participating schools expressed their interest in training additional school teachers in order to be able to implement the CWR Classroom program in their schools. Therefore, as a follow-up activity, UNESCO and OBEC, Ministry of Education of Thailand, are implementing a series of 6 CWR training workshops (one each across 6 sites (Bangkok, Chiang Rai, Nakhorn Sithamarat, Rayong, Singburi and Sisaket ) targeting teachers who will deliver the CWR program in the classroom, and support the data collection process for monitoring and evaluating the effectiveness of the programme. The objectives of these training workshops are: To provide workshop participants with a broader understanding of school-wide approaches for creating safe, gender inclusive school environments; To equip workshop participants with the knowledge and skills to deliver the CWR program and to apply positive discipline approaches effectively; and To inform workshop participants on the pre-requisites for a comprehensive pilot of the CWR tool, including the M&E data collection tools. Training dates for each of these training workshops will be in June – July 2019. Specific training dates will be confirmed by OBEC and UNESCO. List of tentative 6 school sites: 1) Matthayom Wat Nongkhaem School, Bangkok 2) Khaochamaowittaya School, Rayong; 3) Wattungyea School, Nakhonsrithamarat; 4) Phanphittayakom School, Chiang Rai; 5) Watboth School, Singburi 6) Kanthalakwittaya School, Sisaket 3. Work Assignments Under the overall authority of the Director of UNESCO Asia and Pacific Regional Bureau for Education, Bangkok, the direct supervision of the Chief of Unit for Inclusive Quality Education and the Regional Advisor for HIV and Health, the contractor shall provide logistic support to UNESCO in i) organization of a series of six 3-day-training workshops on Connect with Respect Classroom programme and facilitation of the piloting of CWR Monitoring and Evaluation tool for data collection and analysis. The contractor is expected to perform the following tasks: Organization of 6 training workshops It is expected that about 50 - 60 participants for each of the 6 workshops (or 300 participants max for the six training sites total) to be held in June – 15 July 2019 (tentatively). It is envisaged that for each of the 6 workshops, Day 1-2 of the workshop will provide participants with an overview of bullying in Thailand and the CWR tool. Day 3 will focus on Positive Discipline and the monitoring and evaluation of CWR classroom programme. a) Identify at least one local trainer fluent in Thai and English to assist the lead facilitator who will be directly hired by UNESCO, to conduct the 3-day training workshop across each of the 6 school sites (max) b) In consultation with UNESCO and OBEC on the training dates for each of the six schools, provide logistics support to organize a 3-day workshop in each of the six participating schools targeting 50 - 60 participants including teachers, school principals, and ESAO representatives. c) Make appropriate logistical arrangements for the meeting, and confirm preferred logistics including hotel booking for training facilitator team, and lunches and tea breaks for all participants for each of the three-day workshop for each of the six workshops (as per UNESCO’s standard administrative procedure). d) Liaise with facilitator team and arrange accommodation for facilitator team and participants who are from out of town, reimburse participants for their travel cost, and provide reduced DSA as per UNESCO requirements. e) Assist UNESCO to finalize the detailed agenda for the 3-day training workshop f) Provide English –Thai translation of training materials and workshop documents (max 50 pages as identified by UNESCO. g) Prepare necessary meeting materials for the participants, including name tags, stationery, meeting agenda, reference materials, etc. for the workshop in English and Thai languages. h) Document the proceedings of the 6 workshops by collecting presentations and taking notes of the discussions, and submit a short report (15 pages) for the whole 6 workshops in English and Thai languages. The report should highlight major issues that were raised and discussed during the workshop, along with the final list of participants and the final agenda. Facilitation of the piloting of the M&E process i) Administer the M & E tool in Thai language among teachers and students, including student survey (baseline and end-line), conduct interviews (student focus groups and teachers) as well as teacher’s CWR monitoring and feedback survey. The baseline student survey will be conducted in Thai language (baseline student survey by 15 July 2019 tentatively, and before the actual CWR intervention); ii) In close consultation with the lead facilitator, provide logistic support to the pilot schools, including guidance on the administration of the tool, data collection and analysis, and respond to any other pilot-related inquiries (June - October 2019). iii) Documentation of the proceedings of the Monitoring and Evaluation process in these 6 schools during June – October 2019. iv) In close consultation with the lead facilitator, input M&E data entry based on data collected from the six schools (October – November 2019) v) Prepare a brief end-of-activity workshops proceeding report (in English and in Thai) and a statement of expenditure for the whole activity by 10 December 2019. In line with UNESCO's overall gender mainstreaming strategy, the contractor is expected to integrate a gender perspective and apply gender analysis and mainstreaming concepts whenever feasible. 4. Deliverables and Timeframe i) A summary of student surveys collected form 6 participating schools by 30 July 2019 ii) Draft training workshop proceeding report related to the six workshops including data summary based on Teacher’s Training Exit survey in English and in Thai – 30 July 2019; iii) A summary of data entry documentation based on templates/dashboard provided by UNESCO – 15 November 2019 iv) Expenditure statement on the overall consultancy, the final list of participants, the signed list of attendance and signed list of receipt DSA and travel cost – 15 November 2019 v) End of activity report – 10 December 2019. All deliverables should be in English, and where denoted, in Thai. 5. Duration of Contract: 12 June (TBC) – 10 December 2019 6. Location and Travel The workshop will be conducted in Bangkok, Chiang Rai, Rayong, Nakhonsrithamarat, Singburi, and Sisaket. Please include travel and accommodation costs for the logistics team of at least 3 staff members (2 facilitators [one directly hired by UNESCO] and at least 2 logistic staffs) of the applying institution on the proposal submission. 7. Qualifications or specialized knowledge/experience required • Demonstrated experience working in the thematic areas of education, health, gender equality and gender-based violence, child protection, or prevention of violence; • Demonstrated experience in using an activity-based, participatory methodology • Staff with advanced degrees related to social science, preferably education - including psychology, gender studies, child studies, development
