    Wigginton & Hopwas Neighbourhood Plan – Historic Environment Map 1: Designated Heritage Assets The map identifies the designated heritage assets within the parish. There are two Conservation Areas: Hopwas and Wigginton. There are also 15 Grade II Listed buildings and structures and a further 14 buildings within Hopwas which have been identified as being of local importance following the Conservation Area Appraisal and Management Plan carried out by Lichfield District Council in May 2012 (http://www.lichfielddc.gov.uk/downloads/file/5037/hopwas_conservation_area_appr aisal_and_management_plan ). This document also provides detailed information on the significance and local character of the village. It should be noted that there are other historic buildings which are not designated which may be deemed to contribute to the local character of the parish and to the individual villages; this may include buildings within Comberford and Wigginton as well as the historic farmsteads (see below). Policy wording which seeks to protect and enhance the character of the settlements in terms of materials used, scale etc. may be appropriate to retain their local distinctiveness. Map 2: Sites of known archaeological interest (excluding buildings and structures) The map shows those sites recorded on the Staffordshire Historic Environment Record (HER), excluding buildings and structures, which are deemed to have an archaeological interest. The Staffordshire HER is a database which records all of the known archaeological sites and monuments as well as the historic buildings. It also incorporates information on archaeological work that has been carried out within the county and further information can be found at www.staffordshire.gov.uk/Historic- Environment-Record .

In attendance: Mrs M Jones (Clerk), 4 members of the public. Open Forum: No contributions were made by residents. 1. To receive and approve apologies. Cllrs Biggs and Gibson had apologised due to holidays. The apologies were accepted. 2. To receive any Declarations of Interest. None received. 3. To approve the Minutes of the meeting of 1st June 2017. RESOLVED to approve the Minutes as a true and accurate record. 4. To receive the Clerk's Report. Hints Road flooding – there had been an update from the drainage team to indicate they would carry out investigations and works over the summer. Bridleway at Hopwas Woods – there had been a complaint from a member of the public regarding the public bridleway running into Hopwas Woods from the top of Hopwas Hill that the MOD were taping it off and informing walkers that they were trespassing. The Clerk had contacted the MOD for their response. Scouts Hopwas Fun day – this would be held on Sunday 16th July at Hopwas Playing Field. 5. To consider any planning matters. (a) Application 17/00783/COU; Keeper’s Cottage, Packington Lane; change of use of land and erection of livery stables. This application was in the neighbouring adjacent parish of Swinfen and Packington. The Clerk had queried whether there would be problems of access for horse boxes at the junction of Packington Lane and Hopwas Hill, but Councillors felt there would not be much additional traffic, ideally the speed limit should be reduced at this point.

Accordingly as a Parish Council and relevant body for the purposes of section 61G of the 1990 Act we enclose a map identifying the Parish of Wigginton and Hopwas which we believe is an area appropriate to be designated a Neighbourhood Area. The Parish of Wigginton and Hopwas is predominately rural, comprising the villages of Hopwas and Wigginton, the hamlet of Comberford, and several farms and outlying properties. It is bordered on the south by the town of Tamworth, which is used for services by many residents. Open Forum: A resident raised the consultation by the County Council on cutting bus subsidies, which was likely to mean the closure of the 82 bus service through Wigginton, and asked whether the Parish Council could do anything to help. The Chair said that the Parish Council would comment on the consultation to reflect the concerns of several residents of Wigginton and Comberford who did not drive and relied on the service to reach shops and services in Tamworth. The Clerk mentioned that a meeting for concerned users of the bus service had been arranged with Chris Pincher MP and Alan White, County Councillor at Harlaston Village Hall on 16th September, 10.30 to 12.30. Another member of the public said that while cycling in Syerscote Lane she had been struck by a resident of the care home who was walking there with a carer. Although unhurt she was concerned that this may represent a risk for local children. The incident had been reported to the police and PCSO Costas Karpi had visited her and spoken to the care home. A neighbour expressed her worries about verbal outbursts heard at Wigginton Cottage and her worries for her children. In addition to the problems with staff parking it was becoming clear to local people that the care home was increasingly causing problems for the village.

    CONSULTATION STATEMENT WIGGINTON HOPWAS AND COMBERFORD NEIGHBOURHOOD PLAN 2015 -2029 Consultation Statement Introduction This Consultation Statement has been prepared to fulfil the legal obligations of the Neighbourhood Planning Regulations 2012 in respect of the Wigginton Hopwas and Comberford Neighbourhood Plan The legal basis of this Consultation Statement is provided by Section 15(2) of Part 5 of the 2012 Neighbourhood Planning Regulations, which requires that a consultation statement should: . contain details of the persons and bodies who were consulted about the proposed Neighbourhood Development Plan; . explain how they were consulted; . summarise the main issues and concerns raised by the persons consulted; . describe how these issues and concerns have been considered and, where relevant addressed in the proposed Neighbourhood Development Plan. Publicity throughout the process Throughout the Neighbourhood Plan preparation local people including residents, businesses and organisations such as schools and churches, were kept informed by newsletters, leaflets and posters. (see attached examples, Appendix G) The Parish Council website was also updated regularly with minutes of meetings and links to the latest version of the Plan, and a Facebook page was used. 1 Engagement with the community, organisations and relevant bodies The following consultations took place, including a variety of strategies to consult local groups as well as local and national stakeholders. 1. Initial Consultation 2012 This took the form of a questionnaire delivered to all households when a Parish Plan had been proposed. It was later agreed to use this as preliminary evidence of local people’s views to inform the Neighbourhood Plan. (See attached summary, Appendix A) It was decided that a Neighbourhood Plan rather than a Parish Plan would carry more weight as a statutory document, and an application for the Parish of Wigginton and Hopwas to be designated as a Neighbourhood Plan A rea was made in February 2013.

Introduction 1.1 The Localism Act, which received Royal Assent on November 15th. 2011, introduced new rights and powers to allow local communities to shape new development by coming together to prepare neighbourhood plans. 1.2 Neighbourhood planning can be taken forward by two types of body - town and Neighbourhood Plan Area councils or 'neighbourhood forums'. Neighbourhood forums and Neighbourhood Plan Area councils can use new neighbourhood planning powers to establish general planning policies for the development and use of land in a neighbourhood. These are described legally as 'neighbourhood development plans.' 1.3 Local councils will continue to produce development plans that will set the strategic context within which neighbourhood development plans will sit. The neighbourhood plans will only take effect if there is a majority of support in a referendum of the neighbourhood. 1.4 They also have to meet a number of conditions before they can be put to a community referendum and legally come into force. These conditions are to ensure plans are legally compliant and take account of wider policy considerations including national planning policy; they must be in general conformity with strategic policies in the development plan for the local area and be compatible with EU obligations and human rights requirements.

PURPOSE OF REPORT The purpose of this report is to enable the Council to calculate and set the Council Tax for 2019/20. The Formal Council Tax Resolution is at Appendix A. 2. BACKGROUND The Localism Act 2011 made significant changes to the Local Government Finance Act 1992. It now requires the billing authority to calculate a Council Tax requirement for the year. Since the meeting of the Cabinet the precept levels of other precepting bodies have been received. These are detailed below: City, Town and Parish Councils The City, Town and Parish Councils Precepts for 2019/20 are detailed in Appendix C and total £1,860,904. The increase in the average Band D Council Tax for City, Town and Parish Councils is 4.50% and results in an average Band D Council Tax figure of £48.96 for 2019/20. Staffordshire County Council Staffordshire County Council met on 14 February 2019 and set their precept at £47,370,199 adjusted by a Collection Fund contribution of £164,620 (a total payable of £47,534,819). This results in a Band D Council Tax of £1,246.23. Staffordshire Commissioner – Police and Crime The Staffordshire Commissioner – Police and Crime set their precept on 11 February 2019 at £8,231,618.85 adjusted by a Collection Fund contribution of £26,190 (a total amount payable of £8,257,808.85). This results in a Band D Council Tax of £216.56. Staffordshire Commissioner – Fire and Rescue The Staffordshire Commissioner – Fire and Rescue set their precept on 15 February 2019 at £2,878,558 adjusted by a Collection Fund contribution of £10,000 (a total amount payable of £2,888,558).
