RECORD OF THE PROCEEDINGS OF SEMINAR ON “EUROPEAN GALILEO & EGNOS AND INDIAN GAGAN FOR GLOBAL NAVIGATION SATELLITE SYSTEM INDUSTRIAL COOPERATION IN CIVIL AVIATION AND OTHER APPLICATIONS” HELD ON THURSDAY, 21ST FEBRUARY, 2013 FROM 4.15 - 6.00 PMATPRIVATE DINNING ROOM, 1ST FLOOR (NEXT TO DINNING HALL)INDIA INTERNATIONAL CENTRE 40, MAX MUELLER MARG, NEW DELHI

The meeting started with an introduction by Dr. Sanat Kaul, Chairman, IFFAAD stating that the European Commission has set up under their research grant GNSS.asia project. The GNSS.asia project is financed under EU 7th Framework Programme for Research and Technological Development, and has the objective to develop and implement GNSS Industrial Cooperation activities between European Unionand India, China, Japan, Republic of Korea and Taiwan focusing on the downstream sector (applications and receivers). Project objectives are: -

1. Define Industrial Cooperation Strategy on GNSS Applications and Receivers between European Union and India, China, Japan, Republic of Korea and Taiwan. 2. Support concrete collaboration opportunities between European and Asian Countries. 3. Raise awareness on Galileo and EGNOS 4. Ensure valurization of Galileo with focus of receivers/chipsets and applications.

Under the project GNSS.asia, Space Tec Partners have been appointed as European Coordinators and in India, the European Business Group in India.

He also expressed his gratefulness to Dr. S.V. Kibe who is a GNSS.asia expert and also described as Father of GAGAN as he has been in continuous contact with the development of GAGAN. He is grateful to the team from Europe which has come to Delhi and in particular to Mr. Rainer Horn. He is equally grateful to Mr. Vinod Verma, Chairman European Business Group in India, who has taken keen interest in the project in India.

Thereafter, Dr. S.V. Kibe spoke in detail about the GAGAN Project followed by Mr. Rainer Horn’s presentation. Dr. S.V. Kibe said that: -

The Indian SBAS GAGAN is an important infrastructure created by India over the Indian Air-space.

This infrastructure is primarily aimed at Civil Aviation in terms of modernising the Indian Air-space.

GAGAN is expected to be certified for CA use by Oct.2013 this year. With two Indian satellites carrying GAGAN payload, GAGAN is ready for non-CA use. GAGAN can help tremendously in carrying out land surveys for Roads, Railways, large projects like Dams etc.

Initial experiments carried out by a TATA Co. on an Indian locomotive have demonstrated the position determination accuracies possible with GAGAN. Indian industries are producing necessary receivers for this.

The NCAER study of April 2012 illustrates how an Airport contributes to the national GDP and general growth of industries in India.

Similarly, Infrastructure development across the country can benefit from GAGAN tremendously.

The European SBAS EGNOS is a compatible infrastructure over Europe. EGNOS applications can be replicated over India through joint projects between EU and India through the European Business group.

There is a need to advertise more widely about the opportunities in the engineering sector which van benefit immensely.
