MAURY COUNTY BOARD OF EDUCATION

MINUTES Regular Session June 9, 2011 6:00 pm Horace O. Porter School at College Hill

I. CALL TO ORDER Vice Chair Jim Morrison called the meeting to order at 6:05 pm. Riverside Elementary School students led the Pledge of Allegiance after which a moment of silence was observed. The following members were present: Steve Kindler, Lee Clayborne, Tommy Dudley, Victor Goodman, Loretta Goodloe, Jim Morrison and James Pennings. Joe Foster, Shaw Daniels, Jerry Lassiter and Rob Burcham were absent.

II. ADOPT AGENDA Upon a motion by Mr. Kindler, seconded by Mr. Clayborne, the Full Board approved the Agenda with the following revisions: VII. C. Low Bids/Purchases Over $10,000 Bid #11-047, Bid #11-049 and Bid #11-057 to be voted on separately. Full Board approved. Motion passed.

III. RECOGNITIONS

IV. MAURY COUNTY EDUCATION ASSOCIATION Ann Davis, Chairman of Public Relation for the MCEA, addressed the Board that they were always willing to work with the Board and thank you to those that attended the May 3, 2011 banquet.

VI. STAFF REPORTING School Improvement Grant (SIG) – Upon a motion by Mr. Dudley, seconded by Lee Clayborne, the Full Board approve the Mt. Pleasant High School SIG Incentive Pay Proposal 2011-2013. Motion carried.

VII. CONSENT ITEMS Upon a motion by Mr. Morrison, seconded by Mr. Dudley to approve the following Consent Items, excluding VII. C. 2, 3, and 8 which were pulled for further discussion. (See end of Consent Items) Full Board approved. Motion carried.

VIII. NEW BUSINESS

IX. OTHER BUSINESS A. Committee Reports Facilities and Zoning – Chair Tommy Dudley announced the next meeting would be on June 23, 2011. Budget Committee – Chair Shaw Daniels was absent. Director Hickman presented a revised budget to the County Admin on June 9, 2011. The next County Budget Meeting will be June 14, 2011. Policy Committee – Chair Foster was absent. Community Relations Committee – Chair Goodloe announced that the June 13, 2011 meeting would be cancelled. Negotiations Committee – No report B. Personnel 1. Each Board member gave a summary of their Director of Schools’ Evaluation Instrument and Board Members comments were accepted. The Director received a score of 3.58 from a possible 5, and the consensus of the Board was that the Director is doing a good job. Assistant Director Scott Gaines reported on other staff evaluations of Director Hickman. Director Hickman scored an average of 4.43 on a 5.0 scale. Mr. Gaines also gave a summary of the Central Office and Director’s Survey. Two trends noted in the Central Office and Director’s survey were a need for the Director and his staff to be more visible in the schools and personnel who called the Central Office wanting to hear a real voice rather than voice mail. 2. Upon a motion by Mr. Kindler, seconded by Mr. Pennings, the Full Board approved the charges of dismissal of Mark Dillon and Janet King.

Upon a motion by Mr. Dudley, seconded by Mr. Clayborne, to approve blanket coverage for Maury County Public Schools’ athletic co-operative agreements that would be on a sport by sport basis, Full Board approved. Motion carried. Upon a motion by Mr. Pennings, seconded by Mr. Dudley, to remove all athletic practices during the school day, Board approved with a vote of 6 aye and Mr. Clayborne abstain. Motion carried. Upon a motion by Mr. Dudley, seconded by Mr. Kindler, to approve items to be considered for fee waiver, Full Board approved. Motion carried. Upon a motion by Mr. Dudley, seconded by Mr. Pennings, to approve parking & consumable fees of $15.00 at each high school, Full Board approved. Motion carried. Upon a motion by Mr. Dudley, seconded by Mrs. Goodloe, to approve 2011-2012 elementary fees, Full Board approved. Motion carried. Upon a motion by Mr. Dudley, seconded by Mr. Clayborne, to approve the textbook adoption, Full Board approved. Motion carried. D. Finance Walter Bobo, Manager of Business & Finance, presented the report of monthly Revenues & Expenditures. Mr. Dudley, seconded by Mr. Pennings made a motion to approve Amendments BA1165, BA1168, BA1170, BA1171, BA1172, BA1173, BA1174, BA1175, BA1176, BA1177, BA1179 and BA1180. Vote was 6 aye and Mr. Morrison abstained. Motion carried. Upon a motion by Mr. Kindler, seconded by Mr. Clayborne, to approve outstanding debts for 2010-2011 SY due to food services, Full Board approved. Motion carried. E. Other

X. ANNOUNCEMENTS AND COMMUNICATION Director Hickman expressed his appreciation to the Riverside Elementary School for the artwork and leading the Pledge to the Allegiance. Director Hickman thanked the Board for his evaluation and their concerns. XI. ADJOURN Upon a motion by Mr. Kindler, seconded by Mr. Dudley, Vice Chair Morrison adjourned the meeting at 8:45 pm.
