Cobblestone NW Homeowners Association Board of Directors Meeting October 28, 2010

Present: Lance Bade, John Kimbrough, Rob Russell, Chuck Taylor, Bret Freitag, Paula Woodruff Excused: John Parker, Jeff Leeper

A quorum was established and the President called the meeting to order.

1) Reviewed minutes from September 2, 2010. Minutes were approved.

2) Swale repair progress:

a. Required repairs (per the county) have been completed in October. There remains the possibility that future leveling will be required, as the lower part of the current swale is not level. Estimated cost to level is $1500- 2000 if Distinctive Landscaping were to do it (per Lance).

3) Budget for 2011 (see attached budget proposals):

a. Multiple iterations of the budget were reviewed. Noted that there is a $11146.00 carryover from 2010 due to actualized savings on current year’s work. b. Key points/questions include: i. Mulching trails and playground 1. noted that there are multiple areas that are soggy and need better drainage 2. will need to consider having this in the budget ii. Replacement plantings 1. “1000” trees planted by Riverside in the wetlands were a sham operation to satisfy county requirements and virtually none of them survived. 2. No point in talking to county about it – they would likely require us to replant the trees iii. Staining perimeter fences 1. Bid from distinctive is just for painting the outer sides showing on 159th St and 20th Ave 2. Fences are actually the property of the individual homeowners, so permission will be required iv. Invasive plant control 1. Distinctive is licensed to spray in wetlands 2. Bids for Canadian thistle and blackberries are quite reasonable c. Motion to approve 1st budget proposal, with $140/lot assessment: i. Approved by Board 3-0 d. Timeline reviewed for budget process. Discussion on optimal timing of HOA meeting and dues collection. i. Will plan to move meeting up to November 17th. ii. John will send out notices to Homeowner’s roster

4) Bank of America Easement Status

a. Proposal submitted by Bank of America and received today i. Noted disparity in different sections of document regarding future liability of any problems (in one section it says the “grantor” must perform repairs and bill the “grantee” for the costs, in another it says the “grantee” and any successors are responsible” b. Need legal review of proposal, should be paid for by Bank of America i. Need to understand value of easement ii. Need to guarantee cost of any associated costs incurred with process to study and draft plan for all construction features c. Discussed continued preference for all filtration equipment to be located on the other property to ensure maintenance responsibilities will rest with the management of that property and that only clean water will flow into Cobblestone d. John will contact Bank of America with these requests
