PROFESSIONAL EXPERIENCE:
Associate In Pathology (non-tenured faculty position), Dept of Pathology, College of Medicine, UF 2001-2005 - Academic promotion. All on-going duties and projects from prior academic appointment as Assistant In Pathology continue. - Worked on installation and setup of Apollo Telepathology and Teleconferencing System. System is outgrowth of former Beta Test of the Corabi system conducted here in 1990.
Research Coordinator and Data Systems Manager, several large Diabetes program projects 1994-1996 - Managed local resources on numerous national and international diabetes research grants and programs. Included all laboratory, administrative, and computer support personnel as well as nurses and other coincidental staff. - Conducted group CQI analysis directly affecting collection, tracking and reporting of diabetes screening results to improve consistency and reduce report turn around times. - Designed and managed Dept of Pathology Diabetes Research Database systems. This included the conversion of systems from mainframe SAS to local DataEase to MS-Access where they reside today. - Implemented specimen inventory and tracking system for frozen serum collection of over 100,000 diabetes related samples. - Designed and managed international ICA, IAA, and GADA standards program aimed at improving quality of these tests for diabetes screening in laboratories on a world-wide basis. Over 70 laboratories from academic and commercial programs participated. - Participated in Informed Consent processes and committees regarding the design, approval, and collection of informed consent from participants in various studies. - Represented the Dept. of Pathology interests in transfer negotiations when Dr. Noel Maclaren moved some elements of the lab, research, and databases to Tulane University in 1996.
Research Database Gatekeeper for various IRB approved tissue banks at Shands Hospital at UF, 1992-2004 Inc. and the UF Dept of Pathology. - Establish and monitor policies for access to various departmental clinical databases for access by researchers. - Designed and built original Cancer Tissue Resource Center (CTRC) database (MS-Access). Managed data entry resources. - Migrated Surgical Pathology On-line System SNOMED database from SAS to MS-Access database for use by Surgical Pathology Pathologists and Residents in their daily clinical service and teaching activities. Over 1,072,000 SNOMED records in database dating from the 1960's through 1995. Database currently has an active IRB approval for use in research and clinical service. - Created Hematopathology Tissue Bank Database system for research use in support of IRB approved James K. Massey, Page 1 of 10 protocol under Dr. Lisa Rimsza and Dr. Raul Braylan. - Migrated Hematopathology Database data from DataEase system to MS-Access system. Database is used to facilitate prior report retrieval in support of daily patient care and teaching activities. - Designed the migration of the Surgical Pathology On-line System full report archive from a set of text records maintained on the Shands mainframe to a customized free-text associative database system. The original prototype is implemented in MS-Access, but the design is generic for future expansion. Work currently supported via grants from the Dept of Pathology development fund, the Shands Hospital Clinical Services development fund, and several outside grants and endowments. Work on database has an active IRB approval for development and clinical service.
Director, Department of Pathology Computer Resource Facility 1989-2004 - Designed, built, manage, and maintain computer server system, network systems installation and management, workstation support systems. Network systems and workstations have included Novell Netware (including NDS), all MS-DOS and Windows systems prior to MS-Windows NT, MS- Windows NT Server/Workstation, MS-Windows 2000 Server/Workstation, MS-SQL Database Server, various web servers and computer languages - Establish policies and procedures governing all computer access and support operations within the Dept of Pathology. - Design and manage student/staff computer laboratories. - Design and manage Departmental Digital Imaging Lab (35mm slide printer, 35mm slide scanners, digital cameras on microscopes). - Manage or coordinate all network, database, and web services projects within the department. - Provide Department Management Council regular analysis of computer related issues affecting strategic missions within the department. - Prepare annual status of computing resource report for department including workstation distribution and assignment, computing resource needs, and annual budget requirements. - Provide regular monitoring of departmental computer security and privacy policies. - Serve as departmental chief compliance officer for software license compliance in accordance with state law and UF official policies. - Negotiated with Shands HealthCare IS security access and notification procedures and common user account naming protocols for use of Shands Hospital patient related systems. - Design and implement on-line instructional materials for use by Dept of Pathology faculty, staff, and students regarding various computer related topics.
Principal Designer and CO-PI, NASA Grants NAG10-004, NAG 10-007, NAG 10-0012, NAG10- 1981-1987 20, NAG 10-21, NAG 10-28 (10%-40% FTE) - Designed and built database system proving feasibility for constructing a free-text based clinical practice based medical data management system. Used INQUIRE database language/system. - Negotiated for rights to various published content sources including the Merck Manual, World Health Organization Manual of Clinical Dermatology, and numerous US government publication sets. - Designed, built, and managed the construction of the Clinical Practice Library of Medicine (CPLM) with a staff of five programmers. Written in PASCAL. One major element was that the data load format was based on IBM's Generalized Markup Language (GML) which is the predecessor upon which HTML and XML are based. - Managed programming staff of 2-6 programmers during project. - Chaired and co-chaired three International Conference Sessions on Man-Machine Interfaces and Computer Communications (HICSS-13, 1980, HICSS-14, 1981, HICSS-20, 1987) - Wrote all system, user, and administrative documentation for duration of project. Developed standardized format for compiling documentation with regular updates. Was principal author of semi-annual and final reports for all grants. - Designed and managed data transcription service for editing scanned OCR pages of text from content sources and converting to generic database loading format. Staff of 3 full-time and various part-time transcriptionists working on project. Initial input in MICOM word processing system transferred via BASIC programs to networked computer system for database processing. Wrote the data transfer James K. Massey, Page 2 of 10 programs. - Designed image management and cataloguing system for integration of digital image material into free-text database. System included capturing, cataloguing, and indexing image contents for retrieval.
Director, Shands Hospital Surgical Pathology Report Systems (60%-80% FTE contract 1980-1992 w/Shands Hospital, Inc.) - Designed, built, and managed Surgical Pathology Reports Management/Archive System (SPOS) to accession, track, transcribe, report, and archive all Anatomic Pathology reports including Autopsy and GYN Pathology reports. Included management of staff of transcribers, billing staff, programming staff, and technical support. Written in specialized version of BASIC for specialized dedicated hardware. System was replaced with TAMTRON/PowerPath system in 1995. During its existence, over 250,000 case reports were processed with a measured loss of only 8 reports in its 16 year lifetime - Created all policies and procedures for the daily operations of the Surgical Pathology Report System commensurate with its critical operations in support of daily patient care. - Provided strategic and tactical planning including budget and various hardware migrations during lifetime of system. - Designed and built SNOMED Microfiche Management and Retrieval System for all Surgical Pathology Cases accessioned in SPOS plus negotiated with VAMC to include their Surgical cases. Written in SAS. - Designed and built Surgical Pathology Report Archive Microfiche System in PL/1. System generated monthly microfiche for prior case retrieval by Pathologists prior to existence of LCR system. - Designed and built Surgical Pathology Archived Report Retrieval System in PL/1, SAS, and TSO. System allowed ad-hoc queries by Pathologists and Residents for retrieval of cases for conferences, presentations, and research. - Served as principal Investigator and project coordinator for Beta Test of Corabi Telepathology System (1990). System included teleconferencing and remote microscope management. Submitted final report and survey of Surgical Pathology users. - Regularly audited report accessioning, tracking, billing, and archiving systems to assure data consistency and accuracy. - Provided regular training opportunities to all staff on the use of and improved methods associated with the system. - Conducted numerous CQI evaluations of major system processes to assure consistent quality and continued system stability and improvement over time. - Conducted regular operational goal planning sessions with principal system personnel to establish short-term, annual, and multi-year goals and objectives.
Assistant In Pathology (non-tenured faculty position), Dept of Pathology, College of Medicine, UF 1978-2001 - Lectured on Introduction to Computers for 2nd year Med Students (four years). - Lectured and taught courses on various computer, database, statistical, and quality assurance related topics for Dept of Pathology Residency Program at UF and University Hospital in Jacksonville. - Served as statistical and database consultant for many research projects by faculty, staff, and residents. - Co-chaired two National Conferences on the development of standards for communications between laboratory instruments and computer systems. Jointly sponsored by UF, IBM, University of Texas Health Sciences Center, and Beckman Instruments. Results were included in subsequent standards on this area prior to widespread use of Internet interfaces. - Served on Laboratory Billing Committee to assist in analyzing charges and collections for both technical and professional fees. Assisted in establishing assigned price structures for laboratory tests and procedures. - Served as Laboratory Billing System Professional Fee Liaison to the Shands Hospital Lab Billing Committee (1979-1991). - Served on joint HSC/Shands Hospital Laboratory Billing Audit Committee analyzing principal issues James K. Massey, Page 3 of 10 affecting loss of clinical income within the system. - Designed and built Laboratory Billing System Audit software in SAS to regularly analyze the Clinical Laboratory Billing Interface for charge losses due to miss-proccessing of submitted charges from all sources. Purpose of the audit is to assure that all Professional Fee Billable charges reach the IDX billing system. - Designed and built a Toxicology Sample Database system for management of samples in Smith- Klein-Beckman grant under Dr. Bruce Goldberger. (1998) - Designed and built a Task Management System for tracking Computer Support Related tasks and resource utilyzation within the Department of Pathology. System designed and built using DataEase database system in 1987. System converted to Pathology Task Accountability System (PTAS) in MS-Access database system in 2001. - Designed and built the Dept of Pathology Computer Resource Database (PATHCOMP) in 1984 using DataEase database system. System converted to MS-Access in 1998. System tracks all currently active computer system resources assigned to Dept of Pathology users. Resources include workstations, servers, portable computers, PDAs, printers, scanners, etc. Also serves as principal software license file for over 7,000 active software licenses tracked within the department. Also serves as the reconcilliation base for monthly network port charges. The system provides regular reports for computer /printer resource assignments, planning documents for hardware and software replacement, and archived maintenance records of all units within the system. - Designed, installed, and managed all Dept of Pathology e-mail systems since 1989. Currently coordinate management of all departmental e-mail accounts and e-mail distribution lists. Reconcile lists with Shands Hospital IT resources annually and assure mutual coordination of account security terminations when employees leave any department of Pathology association. - Designed and managed the construction of the Dept of Pathology SPF Mouse Colony database and billing system.
Director, Shands Hospital Clinical Laboratories Computer Systems 1977-1980 - Managed over $2 million Clinical Laboratory computer system with staff of four full-time and various part-time employees - Responsible for planning and executing annual budget for Clinical Laboratory Computer Systems. - Responsible for annual planning of resources and resource assignments for 365x24x7 operation of Shands Clinical Laboratory Computer Systems. - Established continuing education program for technical and operational staff to continually improve system operations. - Designed and built numerous laboratory instrument interfaces for connection to Clinical Lab Computer System using Intel, Motorola, Signetics, and RCA microprocessors. Programmed features in assembler language of respective CPU. Standardized design around Signetics Single Board Computer in standard case (Shands Blue Box). - Designed and built Maintenance Tracking Log in SAS for CAP lab accreditation - Answered all CAP lab accreditation inspection questions regarding laboratory computer systems - Worked on Time Management System Committee for tracking time of all billable computer systems employee time. - Designed and built Task Management System in SAS for tracking assigned tasks and completion schedules for Clinical Laborartory Computer System projects. - Designed and managed early SAS based SNOMED versions of Shands Tumor Registry software. - Designed and managed first versions of Clinical Laboratory Billing System Interface (SAS). - Participated in designs and negotiations for replacement hardware and software for MED/16 Clinical Lab Computer System - Designed and built prototype Touch Screen interface for laboratory instrument interfaces. - Designed and built prototype voice input system and voice output (screen reader) system for use in clinical laboratory and at nursing stations. - Designed and built operating system for customized Nursing Station Workstations. Was combination computer, display, keyboard, and printer. Written in Signetics 2650 Assembler language. - Designed and built RAM expansion cards for system that were not otherwise available. - Lectured residents on design and construction of Clinical Laboratory Computer System.
