Salary: £26,000 – £28,000 per annum (£15,600 – £16,800 pro rata) plus 6% employer pension contribution after 6 months service

Job Description and purpose of the job

The Pre Tenancy Coordinator will work with Organisations that support people through the housing allocation process and into their first tenancy in developing and enhancing their processes and practices so as to better support and develop increasing financial confidence in first time social housing tenants.

Working closely with the Monitoring and Evaluation Coordinator the Pre-Tenancy Coordinator will support the carrying out of Financial Inclusion Health Checks for Organisations with Organisations that support people in the pre-tenancy stage and then support the drawing up and agreeing of an action plan. The Pre-Tenancy Coordinator will support the implementation of the Action Plan through training with the Organisation’s staff, providing resources and accompanying the implementation.

The Pre-Tenancy Coordinator will support monitoring and evaluation through supporting the embedding evaluation and data collection within the practice of organisations that support people in the pre-tenancy stage. Evaluation and the sharing of practice will be supported by creation of a peer learning network, peer workshops and the ‘buddying’ of organisations that support people in the pre-tenancy stage and the sharing of information with Registered Providers. CONTEXT

Financially Inclusive Tower Hamlets is a partnership of organisations within the Borough that seek to transform the Tower Hamlets so that it becomes a financially inclusive borough in which residents are supported to develop their financial literacy and capability and the organisations that they interface with have systems and practices which support residents financial inclusion and capability.

Financially Inclusive Tower Hamlets members include a range of organisations that support the development of financial capability and inclusion through research, policy initiatives and the delivery of programmes of financial capability with local residents. Financially Inclusive Tower Hamlets works with a wide range of organisations that play a key role in the lives of local people seeking to support the development and implementation of policies and practices that increase financial inclusion and capability.

GETTING ON WITH MONEY PROJECT

The Getting on with Money project has been developed to support social housing tenants, to improve their financial confidence at two key moments of transition - moving into one’s own home and into and out of employment. Low levels of financial confidence at these two key transition points can have serious and long-term consequences. All too frequently community, advice and employment support agencies as well as housing providers see first-hand the results of people not having the sufficient money management skills to cope with the additional complexities of running their own home or having dealing with the additional financial dimensions of gaining employment, or the levels of financial management challenges of moving into and out of work frequently.

‘Getting on with Money’ project has been developed by Financially Inclusive Tower Hamlets in response to these issues and as one of a series of initiatives to create a financially inclusive borough. The ‘Getting on with Money’ project will work with tenants, social housing providers, the housing allocations team and employment support providers to bring about a borough-wide transformation in financial inclusion practice and tackle low levels of financial confidence.

The Getting on with Money project seeks to support housing providers, those managing the housing allocations and organisations that support people into employment in developing their practices so as to support local residents at two key transition points, as they prepare for and take up a new tenancy and as they move into and out of employment.

The project will work with first-time tenants on the housing register enabling them to better understand the financial implications of their new property, resulting in more sustainable tenancies. Working with tenants about to start or leave work will give them a better understanding of the financial implications of employment options, and reduce fear of moving between benefits and work.

The project will develop effective and creative strategies to work with housing providers and organisations that support people into employment, their teams, staff and clients to review the systems and practices they currently have in place and work with the organisations, their staff and clients to develop and enhance those systems so they offer greater support at these key transition points and better support the improvement in tenants’ financial confidence. In addition to its the very practical nature the project will seek to embed monitoring and evaluation processes that can be used to evaluate the effectiveness of the changes and interventions, the degree to which tenants increase their financial confidence, adopt positive financial behaviours and the outcomes achieved.

In doing so the project seeks to contribute to the transformation of Tower Hamlets, to develop a financially inclusive borough in which organisational practices are optimised to create financial inclusion and develop and support financial capability and resilience.

GETTING ON WITH MONEY PROJECT PARTNERS

The Getting on with Money project partners are:

Bromley by Bow Centre, lead partner, areas of focus, project management, strategic lead. Supporting the implementation of action plans to improve the level of financial inclusion and systems that increase financial confidence to first time tenants delivered by housing providers. Toynbee Hall, developing monitoring and evaluation systems, developing and delivering Financial Inclusion Health Checks for Organisations with Registered Providers, Housing Options and Organisations that support people into employment, supporting the implementation of action plans, and working with those on the housing waiting list so they prepare for their first tenancy. Limehouse Project, supporting the implementation of action plans to improve the level of financial inclusion delivered by employment organisations. Delivering financial confidence activities to those going into and out of work. Poplar Housing And Regeneration Community Organisation (Poplar HARCA), supporting the development of financial inclusion health checks in housing providers. Implementing systems change within their own organisation and supporting the implementation of systems change within other housing providers. Tower Hamlets Homes, supporting the development of financial inclusion health checks in housing providers. The Getting on with Money direct project team will consist of:  Project Principals from the five partner organisations: Director of Strategy, Bromley by Bow Centre, Head of Financial Inclusion, Toynbee Hall, Director, Limehouse Project, Director of Housing, Poplar HARCA, Head of Rents and Human Resources, Tower Hamlets Homes  Project Manager (Bromley by Bow Centre based)  Evaluation and Monitoring Coordinator (Toynbee Hall based)  Housing Provider Coordinator (Bromley by Bow Centre based)  Pre-tenancy Coordinator (Toynbee Hall based)  Employment organisation coordinator (Limehouse Project based)  Administrative Apprentices (Bromley by Bow Centre and Toynbee Hall based)  The Project also includes direct linkage with a number of staff within other financial inclusion projects including Money Mentors, Money Trainers and East End Energy Fit. The Pre-Tenancy Monitoring Coordinator role is as a Toynbee Hall member of staff and is based at Toynbee Hall.

Main Duties and Responsibilities

1. Contribute to the development of the Project Delivery Plan and Annual Project Work-Plan 2. The Pre-Tenancy Coordinator will hold the responsibility for the delivery of the Project Delivery Plan and Annual Delivery Plans with respect of the implementation of the FICHO action plans and capturing the monitoring data with Tower Hamlets Housing Options and those at pre-tenancy stage 3. Work to an agreed Annual Work-Plan meeting targets and milestones to work with Tower Hamlets Housing Options which supports people in pre-tenancy phase in Tower Hamlets 4. Build and support an integrated, high performing and successful team, working on a pan borough basis 5. To contribute to the overall project management of the project, working collaboratively with colleagues to ensure that the Project Delivery Plan and Annual Work Plan(s), are delivered to meet agreed targets and timescales. Within the collective ownership of the project by the project team to oversee and be responsible for the implementation of the Action Plans with Tower Hamlets Housing Options with the input of the Project Management Group and where appropriate the Project Steering Committee and Project Reference Group 6. Supported by the Project Manager, with members of the team, including the Monitoring and Evaluation Coordinator, build relationships with Tower Hamlets Housing Options and Registered Providers, deliver project briefings to Housing Options and Registered Providers 7. The Pre-Tenancy Coordinator will co-design with colleagues training and capacity building programmes and resources to use with housing support organisations 8. Devise, develop and pilot innovative processes and materials to support the development of financial capability of those on the housing register e.g. ‘Preparing for your new home pack’, interactive ‘furnishing your new home’ workshops for those on the waiting list (delivered by social tenants who have moved recently); budgeting support around Universal Credit, introduction to appropriate financial products, Jam Jar Accounts, Credit Union, and furniture re- use social enterprises 9. The Pre-Tenancy Coordinator will work the other Project Coordinators to develop a peer-learning network, to share best practice, including peer learning workshops, and pairings of providers. 10. The Pre-Tenancy Coordinator will work with Tower Hamlets Housing Options to monitor and analyse data on development of financial confidence in pre-tenants to further develop and tailor the implementation of the measures to increase financial confidence. In doing so the Coordinator will engage with wider peer learning networks including those between Increasing Financial Confidence projects. 11. With the Monitoring and Evaluation Coordinator, support the engagement of decision makers and managers, supporting the documenting and identifying key themes, confirming data collection process, collecting and review data, check data findings with decision makers and reconfirm tenants to be interviewed, supporting the refining of tenant questions based on staff data, collecting and analysing data from tenants, bringing together data from the board, staff and tenants to identify gaps, recurring themes and fundamental best practice issues, supporting the formulation of draft recommendations and interim reports 12. Support the Monitoring and Evaluation Coordinator in carrying out of FICHOs with Housing Options team and, with the Housing Options team, the Monitoring and Evaluation Coordinator co-produce the action plan 13. Oversee and support implementation of FIHCO action plans with Tower Hamlets Housing Options which supports people in the pre-tenancy stage delivering financial inclusion capacity building training, putting in place systems and practices to support the development of financial capability and its monitoring in those on the housing waiting list e.g. screening tools to identify those with potential financial vulnerabilities, and creating practices that support people through the process from housing waiting list to housing allocation and gaining a tenancy 14. Implement monitoring and evaluation systems, monitoring and reporting on progress to Project Manager 15. Deliver financial inclusion capacity building training to staff at Housing Options. With the Monitoring and Evaluation Coordinator provide training and support to staff teams in the use of the ECORYS and M.A.P. tools 16. With the Monitoring and Evaluation Coordinator support the delivery of FIHCOs, FIHCO action plans, ECORYS tools, and M.A.P. tools with Tower Hamlets Housing Options which supports people in the pre-tenancy stage 17. Accompany Housing Options staff teams through the process of piloting and reviewing new financial capability promoting practices 18. Deliver group and 1:1 support to waiting list and first time social housing tenants in partnership with Tower Hamlets Housing Options 19. Support smaller Registered Providers and employment support agencies 20. Work with Housing Options team to ensure tenant involvement in project development; encourage and support membership of the Project Reference Group 21. To support pre-tenants to identify skills, knowledge and experience that they may be able to offer through engaging with the Money Mentor and Money Trainer projects 22. With the Monitoring and Evaluation Coordinator support the delivery of ECORYS and M.A.P. tools with those on the waiting list 23. With the Monitoring and Evaluation Coordinator carry out evaluation of FIHCO action plans and outcomes with Housing Options Team and pre-tenants including using ECORYS and M.A.P. tools 24. Include Housing Options Team in peer learning workshops for Registered Providers 25. Contribute to quarterly project reviews and to ensure progress against milestones and achievement of agreed targets by all partners 26. Contribute to the monitoring of the project and provide quarterly and annual monitoring data and evaluative reporting to the Project Manager for dissemination to the Project Management Group and Project Steering Committee, Housing Providers Forum, Employment and Training Forum 27. Contribute monitoring and evaluation data for reporting to ECORYS and Big Lottery Fund

Location and Working Hours This post is office based at 28 Commercial Street, London E1. Working hours will be 21 hours per week over 5 days, plus 1 hour for lunch each day. There will very occasionally be a requirement for evening or weekend work.

Volunteering in Toynbee Hall

Supervision To support and supervise individual volunteers in line with the organisations’ volunteer management processes. (This includes ensuring that all volunteers are provided with volunteer role descriptions and role agreements, delivering regular supervision sessions, logging volunteer hours and supporting the evaluation and monitoring of volunteer experiences. This also includes working with the volunteering team to recruit new volunteers when necessary.)
