This, at least, has been the assessment of several commentators and policy- makers in recent years.1 Michèle Flournoy and Shawn Brimley observed in 2006, “For a country that continues to enjoy an unrivaled global position, it is both remarkable and disturbing that the United States has no truly effective strategic planning process for national security.”2 At an academic conference in 2007, a former director of the State Department’s policy planning staff complained that, “six years after 9/11, we still don’t have a grand strategy.” Aaron Friedberg, who was director of policy planning for Vice President Richard Cheney, writes in this volume, “The U.S. government has lost the capacity to conduct serious, sustained national strategic planning.” Admiral William Fallon, the CENTCOM commander until the spring of 2008, told the New York Times that the United States would need to focus more on policy planning: “We need to have a well-thought-out game plan for engagement in the world that we adjust regularly and that has some system of checks and bal- ances built into it.”3 In this volume, Council on Foreign Relations president Richard Haass argues that the United States has “squandered” its post–cold war opportunity, concluding, “Historians will not judge the United States well for how it has used these twenty years.” These sorts of laments have become common in the past decade, in no small part because of the foreign policy planning of the administrations of Bill 3 01-0306-8 ch1.qxd 3/26/09 2:44 PM Page 4 4 The Challenging Future of Strategic Planning Clinton and George W.

    The Wash ington The Washington Repo rt o rt Rep The Newsletter of the National Association of Police Organizations Representing Americ a’s Finest September 11, 2013 NAPO WASHINGTON REPORT FLASH NAPO Briefings on Capitol Hill - Driver’s Privacy Protection Act This week, NAPO provided briefings on the most recent amendment to the Driver’s Privacy Protection Act (DPPA) to staffers who work for the following members of Congress: Congressman Patrick Murphy (D-FL), Congressman Daniel Webster (R-FL), and Congresswoman Debbie Wasserman Schultz (D-FL). NAPO used each of the meetings to stress the negative impacts of the recent DPPA amendment on the law enforcement community, and to propose modifications to the amendment. The DPPA requires state motor vehicle departments to receive permission from individuals before their personal motor vehicle record may be sold or released. The DPPA amendment authorizes a private right of action for knowing violations, and a court may award damages in the amount of $2,500 for each time a record was accessed, as well as attorney fees and other litigation costs. Law enforcement officers are subject to these stringent punishments, even if they did not review files with criminal intent. Each of the staffers was receptive to our proposed language modifications to the DPPA amendment, which include adding a clause that explains that penalties will be applied only if persons access information with the specific intent to secure an economic benefit. Also, NAPO proposes removing the $2,500 penalty for a violation of this act, as well as adding a statement that explains there must be repeated disregard of this law for action to be taken.

But now Rubio is beginning to draw some far less flattering reviews -- even comparisons in a few quarters to Johnnie Byrd, the most unpopular House speaker in recent memory. The grumbling follows a week in which Rubio, R-West Miami, removed two Republican lawmakers from their leadership positions after they voted against the insurance package the Legislature approved in its just-completed special session. The bill passed the House 116-2. Reps. Don Brown of DeFuniak Springs and Dennis Ross of Lakeland were forced to give up their posts as council chairmen -- the small group of legislators who make up most of the speaker's inner circle. Rubio replaced them with GOP Reps. Ron Reagan of Bradenton and Charlie Dean of Inverness. In a three-sentence statement, Rubio said Brown and Ross "offered" their resignations. Warren Participates in “Prosecutors Against Gun Violence” Summit in Response to Las Vegas Shooting November 29, 2017 – Hillsborough County State Attorney Andrew Warren is participating in a two-day summit in Washington, D.C. with elected prosecutors from across the country to discuss the impact of pending federal gun legislation on community safety. Hosted by the bipartisan coalition Prosecutors Against Gun Violence (PAGV), the summit is occurring on the 58th day after the Las Vegas shooting that claimed 58 innocent lives. As part of the summit, State Attorney Warren will be meeting with Florida Senators Bill Nelson and Marco Rubio, and Tampa Bay area Representatives Kathy Castor, Dennis Ross, and Gus Bilirakis to discuss gun legislation, including strengthening background checks, limitations on concealed carry, restricting domestic abusers’ access, and regulating silencers, armor-piercing bullets, and so-called “bump stocks” like the one used in the Las Vegas shooting. “Making it more difficult for dangerous people to obtain deadly weapons is critical to public safety,” said State Attorney Warren. “We need sensible, effective gun laws, and I’m talking with members of Congress as part of the unified voice of prosecutors and law enforcement officials dedicated to making our neighborhoods safer for everyone.” PAGV was launched in September 2014 by Manhattan District Attorney Cyrus Vance, Jr.
