IEEE SCC21 1547 Standards Development P1547.7 Draft Guide to Conducting Distribution Impact Studies for Distributed Resource Interconnection Working Group Meeting Minutes August 10-11 – San Francisco, California
The meeting of the P1547.7 working group was called to order by Robert (Bob) Saint, chair P1547.7 (Annex A – Attendees). The agenda (Annex B) for the two-day meeting was presented and the IEEE SA bylaws on patents in standards and other guidelines were reviewed and discussed (see PDF 311 KB at URL http://grouper.ieee.org/groups/scc21/1547.7/1547.7_archives.html). The statuses of other 1547 series documents and working groups were then discussed.
The working group then reviewed the scope and purpose of P1547.7. Bob Saint focused attention on the following excerpts of the scope and purpose.
This guide describes criteria, scope, and extent for engineering studies …
Distribution system impact study scope and extent are described as: - functions of identifiable characteristics of the distributed resource, - functions the area electric power system, and - functions the interconnection.
Criteria are described for determining the necessity of impact mitigation.
Establishment of this guide allows … a described methodology for: - when distribution system impact studies are appropriate, - what data is required, - how they are performed, and - how the study results are evaluated.
The planned schedule for the working group and the document for the time period between August 2010 and the next tentatively planned working group meeting tentatively planned for week of Feb 8, 2011 was then reviewed. The minutes of the last full work group meeting (February 2010 in Las Vegas, Nevada) was them reviewed and approved. Each work group member then introduced themselves and states their interest in IEEE Std 1547.7.
The group then reviewed the IEEE Std 1547.7 history and document status, with a focus on identifying what had been accomplished since the last meeting and the gaps in the document. The remainder of August 10 was spent reviewing the formal comments received on draft 4.0 and resolving those comments. During this process, other changes were made to draft 4.0 as issues relevant to the comments were discussed.
On August 11, the remainder of the formal comments received on draft 4.0 were reviewed and resolved. Next, the gaps in the document were reviewed and volunteer assignments were made to address these gaps via small writing groups of volunteers (assignments and schedule are shown below). Then, the future document schedule was again reviewed and the meeting was adjourned.

October 5-October 29 Drafters send their final text to P1547.7 officers after they consider drafters feedback and revise as appropriate (authors can accept or reject -- later comments can be submitted formally on draft 4.1)
October 29-November 15 P1547.7 officers compile final text as P1547.7 draft 4.1
November 15, 2010 Revised document draft 4.1 posted for review to Work Group
November 15, 2010-January 7, 2011 Formal comments due on draft 4.1 review using Excel form
