WILLIAM C. “BILL” LOGAN, JR., AND WILL FOWLER 13 WHO RISKED THEIR LIVES BY RESCUING A WOMAN 14 AND HER THREE CHILDREN FROM ICY WATERS WHEN 15 HER CAR SKIDDED OFF AN ICY ROAD IN GREENVILLE 16 COUNTY ON FEBRUARY 16, 2003. 17 18 Whereas, the members of the General Assembly have learned of a 19 miraculous rescue effort on February 16, 2003, by four Greenville 20 County men; and 21 22 Whereas, on this day Cindy Anderson and her three children were 23 returning from church when icy road conditions caused her car to 24 slide off the road on which she was traveling and plunge into the 25 frigid waters of Rocky Creek; and 26 27 Whereas, Chris Anderson, the sixteen-year-old son of Ms. 28 Anderson, bravely stayed in the car until he unlocked the seat belts 29 of his sisters before surfacing; and 30 31 Whereas, Aaron West who was driving by was the first to jump in 32 the icy water to attempt to save the family and was able to free one 33 of the daughters of Ms. Anderson; and 34 35 Whereas, shortly thereafter two other “Good Samaritans” who 36 came upon the scene, Craigen Schoen and Dr. William C. “Bill” 37 Logan, Jr., jumped in the creek to assist in the rescue effort; and 38 39 Whereas, Will Fowler came next and was able to break a window 40 in the vehicle by using a rock which allowed these men to free the 41 remaining daughter; and
1 [3790] 1 1 Whereas, these men are to be congratulated and honored for 2 risking their lives to save the mother and children they found that 3 fateful day; and 4 5 Whereas, the members of the General Assembly pause in their 6 deliberations to honor those whose unselfish actions saved a 7 family from a watery grave. Now, therefore, 8 9 Be it resolved by the House of Representatives, the Senate 10 concurring: 11 12 That the members of the General Assembly, by this resolution, 13 congratulate Aaron West, Craigen Schoen, Dr. William C. “Bill’ 14 Logan, Jr., and Will Fowler who risked their lives by rescuing a 15 woman and her three children from icy waters when her car 16 skidded off an icy road in Greenville County on February 16, 17 2003. 18 19 Be it further resolved that copies of this resolution be forwarded to 20 Aaron West, Craigen Schoen, Dr. William C. “Bill” Logan, Jr., 21 and Will Fowler. 22 ----XX---- 23
