NOTES OF THE MEETING OF THE EQUALITY AND DIVERSITY STEERING GROUP IN LECTURE THEATRE 1, EDUCATION CENTRE AT 2.30 PM ON MONDAY 18 th APRIL 2011

1 Introduction and Apologies ACTION

Mr Wragg Chaired and accepted apologies.

2. Minutes from the meeting held on 19th April 2010

Mr Wragg asked the Group for any amendments to the last minutes. Just one amendment needed to the Terms of reference, Mr Wragg informed the Committee that he would no longer Chair the meeting as this was not a Sub- Committee of the Board of Directors and Ms Brearley, Director for Human Resouces and Organisational Development and Trust Lead on Equality and All to note Diversity, would chair future meetings.

The minutes were accepted as a true record.

3. Matters Arising

a) As above terms of Reference.

Ms Powell up-date the Steering Groupon Hate Crimes being migrated with the BHNFT Electronic - IR1 forms/Sentinel form. A few changes would be needed to the form so that any hate crimes reported internally would be reported to South Yorkshire Police, as a Hate Crime. Beverley Powell 4. Presentation on New Equality Delivery System (EDS)

A presentation was given on the new EDS system by Ms Powell. This move will bring into line all Trusts operating with the same agenda on Equality and Diversity.

There are 12 outcomes and 4 objectives the new plan will be RAG rated to meet Care Quality Commissions (CQC) standards. Mr Wragg said that it was everybody’s responsibility to ensure staff members know what is happening. Jane Smith added that there were links between Barnsley Gay Pride. Ms Powell said that a new stand-alone system under Sharepoint is currently being developed and will be ready for the launch of the EDS system.

SES to be migrated into the new EDS to form one standard. Ms Powell to contact Helen Stevens, Associate Director of Communications and marketing to promote this in the new Trust magazine.

The SES is currently being monitored through the non-clinical Governace Group.

5. Sir David Nicholson’s, 10 commitments to ensure the NHS builds a service that is personal, fair and diverse

A handout was provided of Sir David Nicholson’s 10 commitments received full support from the Steering Group Ms Powell highlighted “Point 8: The clarification of the roles of accountable officers and boards in delivering equality”. Linked to CQC reporting.

6. Draft Equality and Diversity Annual report - 2010 - 2011-04-26

st Ms Powell presented the 1 Draft of the Equality and Diversity Annual ALL report. She explained that more local photographs and data were to be used to show how E&D worked with in the Trust also logo’s would be included to provide rounded report.

Anyone with photographs can send them directly to Beverley.

7. Standing Agenda Items

The Steering Group were asked to note the progress report.

7.2 Care Quality Commission Beverley Powell informed the meeting that the minutes from the last meeting could be viewed on Care Quality Commission Sharepoint database.

7.3 Equality Impact Assessments (EQIA)

The committee were asked to note the report and that said that sample EQIA were still be monitored.

7.4 Trust NHS Employers Award

Ms Powell showed the Trust NHS Employers Award certificate the Trust had received to the Steering Group for work achieved around equality evidence. Further information available internally on Trust WebPages or Share Point.

6. Equality and Diversity Training

Ms Powell informed the Group that she had delivered additional one hour Mandatory Training sessions in the Trust for staff, and to Trust Board BP members. Steady progress was been made to ensure staff mandatory training compliance in Equality& Diversity. More additional one-hour sessions have been scheduled. Mr Pakbaz said he was happy to help if needed.

7. Faith

Mr Wragg informed the group that Father Peter had now retired from the Trust and that we are at the moment recruiting to his replacement. There is cover for the spiritual needs and routine chapel services from parish clergy on a volunteer basis. When a new Chaplain is appointed, he/she will sit on the E&D Steering Group.

8. Disability

George Steedman had nothing to report. Lorraine Christopher had nothing to report.

9. Barnsley Black & Ethnic Minority Initiative (BBEMI)

Mr Pakbaz reported that he had held a cultural training session in the Trust and 111 members of staff had attended. A lively question and answer session was held at the end of the training session. Jane Smith, Matron in Outpatients said that she had had good feedback from staff. Mr Wragg said that everybody benefits from the change in attitudes.

Ms Rosayro attended the NHS BME Network held on 24th March 2011. She informed the group that good feedback on the new EDS was well received Staff were encouraged to move beyond RACE and except different cultural ways.

It was agreed for Ms Powell to contact the Communications office and to ask BP staff within the Trust for nominations for a member of staff to stand on the E&D Steering Group for BME.

11. Lesbian, Gay. Bisexual & Transgender Group (LGB&T)

The group received the report from the Gay Pride 2010 and launch of All Barnsley Diversity Festival for 2010. Thanks were extended to everyone who took part and contributed to the event. Barnsley Hospital NHS Foundation Trust had a stall and also made a contribution to the event. The report is available on the Trust Equality and Diversity Web-Page ALL

Michael J Shanaghey, Matron at Barnsley has agreed to Represent LGBT at E&D Steering Group but unfortunately, had to send apologies for this meeting.

Any Other Business

Jane Smith informed the Steering group that a social networking group had been set up to a number of topics.

1) Elaine Jeffers and Jane Smith were process mapping the Ophthalmic Outpatients journey within the Trust. 2) LGBT Forum - Lesbian - training was taken place for breast screening and cervical screening 3) Voice and influence - links to discuss young people, hospital food and car parking 4) Bev Gordon, Public Health Advisor from NHS Barnsley is working in Women’s Services on a new piece of work on female genital mutilation. 5) Diversity Week 3rd to 7th May at Barnsley College 6) Equality Conference on human rights around domestic violence - Barnsley Safe Guarding Team involved. ALL

Date and Time of Next Meeting

The next meeting will be on 18th July 2011 in the lecture Theatre 1. All
