SUBJECT: Elementary and Secondary Education Act: Supplemental Educational Services Timeline for the 2016–18 Cycle.

Summary of Key Issues

According to the California Code of Regulations, Title 5 (5 CCR), Section 13075.2, the California Department of Education (CDE) will post the Supplemental Educational Services (SES) Provider Request for Applications (RFA) on the CDE’s Web site on or before the fourth Friday in September.

The CDE is scheduled to release the 2016–18 SES RFA on Friday, September 18, 2015, with a due date of October 30, 2015. Potential applicants will be given two opportunities to attend an SES RFA workshop Webinar, where CDE staff will provide an overview of the SES RFA, the application process, and offer applicants an opportunity to ask clarifying questions. All SES RFA and application information, including workshop information, will be posted on the CDE’s SES Web page at http://www.cde.ca.gov/ta/ac/ti/supplemental.asp on September 18, 2015.

The CDE will be utilizing the Financial Assistance Applicant Submittal Tool (FAAST), an online application system for the 2016–18 SES Application cycle. By using the FAAST, all SES applications and supporting documents will be submitted online and CDE staff will be able to evaluate and score applications online. The FAAST will allow for a more seamless application evaluation system and will be able to provide applicants detailed feedback regarding their submitted application.

Due Date Item Deadline to submit SES Application, required forms, and October 30, 2015, all supporting documents online at 5 p.m. Pacific Standard Time http://faast.waterboards.ca.gov. RFA Readers’ Conference to evaluate submitted November to December 2015 applications. E-mail notifications sent to applicants that received a designation of inadequate on the SES application. January 2016 *If applicant receives a designation of adequate, then notification will be posted on the March 2016 SBE agenda item. Deadline to submit appeals to the CDE. All appeals February 2016 must be postmarked on or before the deadline. Letters that are faxed or e-mailed will not be accepted. Anticipated date of SBE meeting to approve SES providers. Approved SES Provider List for 2016–18 will March 2016 be posted on the CDE SES Web page at http://www.cde.ca.gov/ta/ac/ti/supplemental.asp. Anticipated date of SBE meeting to uphold or deny appeals. Appellants who are denied appeal will be sent an e-mail notification after the SBE meeting regarding May 2016 the final decision. *If applicant appeal is approved, then notification will be posted with the May 2016 SBE agenda item. Two-year cycle in which approved providers may July 1, 2016, to June 30, 2018 provide SES.
