1 [671-1] 1 2 3 4 5 6 7 8 9 A BILL 10 11 TO AMEND ACT 503 OF 1982, AS AMENDED, RELATING 12 TO THE AIKEN COUNTY SCHOOL DISTRICT AND THE 13 AIKEN COUNTY BOARD OF EDUCATION, SO AS TO 14 REVISE THE BOARD’S AUTHORITY WITH REGARD TO 15 ADMINISTRATIVE AREA OFFICES AND AREA ADVISORY 16 COUNCILS. 17 Amend Title To Conform 18 19 Be it enacted by the General Assembly of the State of South 20 Carolina: 21 22 SECTION 1. Sections 14, 15, and 16 of Act 503 of 1982 are 23 amended to read: 24 25 “Section 14. The board of education is authorized to appoint 26 for each administrative area an area advisory council composed of 27 seven members in each area, whose terms of office shall be three 28 years; provided, that initially three members shall be appointed for 29 a term of three years, two for a term of two years, and two for a 30 term of one year. The length of the terms of the members initially 31 appointed shall be determined by lot. In Administrative Area No. 32 4 two members of the area advisory council shall be residents of 33 that portion of Saluda County formerly designated as Ridge 34 Springs School District No. 2 of Saluda and shall be appointed as 35 provided in Act 244 of 1959 (formerly designated as Section 36 21-3954, Code of Laws of South Carolina, 1962); provided, that 37 the length of the term shall be three years rather than four and 38 staggered terms are set as provided elsewhere in this or other acts. 39 Nothing in this section shall be construed so as to require the 40 creation or continuation of an area advisory council. A decision by 41 the school board affecting one area does not affect any other area.
1 [671] 1 1 Such a decision is within the sole discretion of the board of 2 education. 3 4 Section 15. The area advisory councils shall may determine 5 local policies in their respective administrative areas; provided, 6 such policies are not inconsistent with the policies set forth by the 7 county board of education. The county board of education may 8 delegate additional authority to the area advisory councils to the 9 extent necessary for the effective operation of the public schools in 10 the county. 11 Patrons of the schools in each administrative area shall present 12 their grievances to their area advisory council through their area 13 superintendent. Appeals may be made to the county board of 14 education. 15 Section 16. Each of the administrative areas shall may have 16 an area superintendent appointed by the county board of education 17 upon recommendation of the district superintendent. Each area 18 superintendent shall may be responsible to the district 19 superintendent for the operation of the schools within his area and 20 the annual preparation of a proposed classified budget for the 21 operation of the schools in his administrative area. The area 22 superintendent shall may have supervisory control over the 23 expenditure of funds allocated to his area. Each area 24 superintendent shall may recommend to the district superintendent 25 for nomination to the county board for employment those school 26 personnel whose services are required to his administrative area. 27 The area superintendents shall may be delegated additional 28 authority as deemed necessary in consultation with the district 29 superintendent of schools by the county board of education.” 30 31 SECTION 2.
