How the UN, OSCE and EU Improve Their Performance in Crisis Management
Learning to deploy civilian capabilities: how the UN, OSCE and EU improve their performance in crisis management 28 April 2017 Hylke Dijkstra, Petar Petrov and Ewa Mahr Department of Political Science, Maastricht University, The Netherlands CORRESPONDENCE DETAILS Hylke Dijkstra Maastricht University Department of Political Science P.O. Box 616 6200 MD Maastricht The Netherlands [email protected] ABSTRACT International organizations continuously deploy civilian capabilities as part of their peacekeeping and crisis management operations, which presents them with significant challenges. Not only is the quantity of civilian deployments increasing rapidly, civilian missions are also often more diverse and complex than the traditional multilateral military operations. This article analyses how international organizations have developed their civilian capabilities to deal with a growing number and fast evolving types of operations. Whereas the previous academic and policy literature has addressed this question for individual international organizations, the article uniquely compares developments in the UN, EU, and OSCE, three of the largest civilian actors. Drawing on the concepts of organizational learning, it shows that all three organizations have made significant improvements, over the last debate, in how they deploy civilian capabilities. The changes they have made, however, vary across these organizations. We show that the ability of these organizations to learn and improve their performance is highly dependent on the -

She did understandably slow from there on but her finishing time of 47:00 was a 2:22 PB. It is a shame that she is too young for this year's World Junior Champs but she is eligible to contest the World Cup and, like Jesse, is an automatic selection as winner of the trial. • 19 year old Jesse also strode straight to the lead in the Junior Men's race and was on target for a sub-41 at the 6km mark before fading slightly in the warming morning conditions. -

This was the only A qualifier done on the day in the horrendous conditions and it was her third win in a row in this annual championship. This confirmed her Olympic spot and was a dominant display. This week, I am going to balance the equation and announce my walker of the week as Jared Tallent. Jared and Claire flew out on the Sunday morning after their heroics in Hobart and both contested 20km races a week later in what was a big weekend carnival of walking in Chihuahua in Mexico – and both were successful, earning silvers in their respective events. Jared fought it out with Eder Sanchez of Mexico, taking silver in 1:21:50 while Claire fought it out with Portuguese walker Ines Henriques, also taking silver in 1:33:21. You can read about both their performances later in the newsletter. Jared and Claire with their second prize cheques in Chihuahua, along with Satoshi Yanagisawa (photo from Satoshi) MORE WALKERS ADDED TO THE AUSTRALIAN OLYMPIC TEAM With the Australian T&F Olympic Trials completed last weekend in Melbourne, Athletics Australia has now released the names of the next group of Olympic selections and the walkers are to the fore. -

Unfortunately conditions could not have been much more challenging with gale force winds buffeting the walkers as they contested our annual 'Beat your Season Best' races. With prizes on offer, everyone was out to race hard and we actually saw plenty of people beat their Season Bests and some even doing PBs. The winners of each division (ie those who beat their SB by the most) are shown with an *. Terry Swan was in action with the camera once again and has already uploaded nearly 100 photos (including from our end of season presentations) to our photo gallery - http://vrwc.org.au/coppermine. What a great effort. Frances Attard was at work with video camera as well so I will advise when it goes online on YouTube. First to our 10km events where we saw two wonderful first up efforts by 13 yo Emily Hamilton (1:00:46) and 10 yo Mikhala Hodges (1:09:00). Both set new club records - Emily U14 and Mikhala U12 and U13.
