PEST REPORTING THROUGH RPPOs

TRANSMISSION OF PEST REPORTS TO THE IPP BY RPPOs ON BEHALF OF NPPOs

Background

While the CPM has indicated that the IPPC website is the preferred forum for information exchange, many countries meet their reporting obligations through other means. In particular, many countries carry out reporting through the websites of the Regional Plant Protection Organization to which they are a member. In order to compliment national reporting efforts and to ensure that as much information as possible is available on the International Phytosanitary Portal (IPP), a proposal was put forward for RPPOs to submit national reporting information to the IPPC website on behalf of their member countries. The FAO Legal Office has advised that NPPOs may submit reports to the IPPC website through their RPPO as long as they provide a notification to the Secretariat that this was how they will meet their reporting obligations. Likewise, it was agreed that if a country decides to communicate pest reports via its RPPO it is clear that responsibility for the information rests with the NPPO. It is anticipated that this will greatly facilitate national reporting and improve the accessibility to information. Given that the resources of NPPOs, RPPOs and the IPPC Secretariat are limited, it is important that this activity incur as little additional resources as possible. With this limitation in mind, specifications for an automated system for RPPOs to transmit pest reports to the IPP have been developed and are provided below. If this mechanism is found to be effective and sufficient, this method will be applied to other reporting types.

Mechanism

For reasons of economy, this document is produced in a limited number of copies. Delegates and observers are kindly requested to bring it to the meetings and to refrain from asking for additional copies, unless strictly indispensable. 1. Authorization: Pest reporting by the NPPO to the RPPO should follow procedures as agreed by the RPPO and its members. For the RPPO to submit pest reports to the IPPC website on behalf of a country, the NPPO must first indicate that the RPPO is authorized to do this.

A form for indicating that an RPPO may carry out pest reporting on behalf of a country is available on the following page of the IPPC website: https://www.ippc.int/file_uploaded/1257530990_IPPC_OCP_notification_of_reporti.doc. The completed form should be sent to the IPPC Secretariat ([email protected]).

This form will also be available online on the NPPO’s dashboard under “My preferences”.

2. Data compatability: Pest reports provided by RPPOs should be completely compatible to pest reports published on the IPPC website. The metadata requirements are listed in Annex 1. The IPPC Secretariat will not check or modify pest reports submitted by NPPOs or RPPOs.

3. Data transmission: A template form listing possible fields is given in Annex 1.

Pest report metadata should be transmitted to [email protected].

4. Pest report publication: Upon receipt of the data, it will automatically be loaded onto the page for the country in question and a notification will be sent to the RPPO and NPPO reporting.

Current situation

Until now, only one country has sent to the IPPC Secretariat a request to report through an RPPO.
