INDUSTRY CONSULTATION

Objectives The purpose of this questionnaire is for the regulators or ministries of Information, Communication and Technology (ICT) of ASEAN member countries to better understand your business needs and challenges faced. Through this dialogue, we hope to understand your level of support for ASEAN ICT Vision for 2015 and the preliminary plans that are being discussed. In your responses, please focus on ASEAN as a region, rather than as individual countries. While it is important to highlight relevant gaps between countries, the focus here is of the progress of the collective ASEAN body.

Project Background The ministries and regulators of Information, Communication and Technology are developing an ASEAN ICT Master Plan. The Master Plan comprises defining a Vision for 2015 that applies across ASEAN, developing strategies and a detailed implementation plan that will enable ASEAN to achieve that new vision.

The Vision for 2015 is: “Towards an Empowering and Transformational ICT: Creating an Inclusive, Vibrant and Integrated ASEAN”.

The strategies that will help achieve this vision are: 1. Economic Transformation 2. People Empowerment and Engagement 3. Innovation 4. Infrastructure Development 5. Human Capital Development 6. Bridging the Digital Divide

Definition of ICT In this discussion, we refer to the following areas when we use the term ICT: ICT (information and communications technology) is an umbrella term that encompasses any communication device, application, service as well as access. It includes: radio, television, fixed line phones, cellular phones, computer and network hardware and software, satellite systems, as well as content, services and applications associated with them, such as media broadcasting, videoconferencing and distance learning.
