    The Wisbech Standard 26/06/11 Fenland District Archaeological Planning - A Response to Councillor Melton We the undersigned consider to be shocking and potentially disastrous the recent declaration by Councillor Alan Melton (reported in the Cambs Times and Wisbech Standard) that, as of July 1st, the Fenland District Council will no longer apply archaeological planning condition. His speech to the Fenland Council Building and Design Awards ceremony at Wisbech noted the safeguarding of natural and aesthetic concerns, but made no mention of heritage aside from: “in local known historical areas, such as next to a 1000 year old church…. Common sense will prevail! The bunny huggers won't like this, but if they wish to inspect a site, they can do it when the footings are being dug out”. If Fenland District Council proceed with these plans, not only will it find itself contravening national planning guidelines and existing cultural and heritage statute and case law, it is likely any development will be open to legal challenges that will involve the Council (and by extension its rate-payers) in major financial costs and cause prospective developers serious delays, if not worse. All these factors run counter to Councillor Melton’s arguments and he will place Fenland District Council at a considerable financial risk. Rather than, as claimed, being an impediment to local development, development-related archaeology is a highly professional field and the vast majority of such excavations within England occur without any delay or redesign consequences to subsequent building programmes. Indeed, not only is archaeological fieldwork a source of graduate employment, but also now significantly contributes to the local rural economy (plant hire, tourism etc.).

Among the bones, a humerus with a flint arrowhead still embedded suggested interpersonal violence. Since then, intense investigations (excavations and metal detector surveys) have been carried out at several sites over a 3 km stretch of the river Tollense, on land and under water. So far, more than 11,000 skeletal remains, for the most part disarticulated, have been recovered, intermingled with some animal bones and several Bronze Age weapons.

Chalcolithic and Bronze Age Scotland is traditionally defined by the introduction and use of copper and copper alloys for the manufacture of tools, ornaments and weapons. It is, however much more than that, forming a less than well-understood ‘tunnel’ into which the Neolithic ‘cattle train’ disappears to emerge as an ‘iron horse’ two millennia later. Gradually, what has occurred in the tunnel is being elucidated, as research reveals sites and objects, assumed to have been from earlier or later periods, to be of Bronze Age date, whether it be hillforts, Clava cairns, recumbent stone circles and small henges in north-east Scotland, or, of course, hut-circles. Bronze metallurgy, by virtue of its dependence on supplies of copper and tin (and gold) from often distant sources, provides a category of evidence through which the place of Scotland in a wider system of exchange and circulation can be explored, and allows precious insight into the dynamics of contacts at this period of prehistory.

    STUART PIGGOTT Copyright © The British Academy 1998 – all rights reserved Stuart Piggott 1910–1996 STUART PIGGOTT was born on 28 May 1910, the grandson of the schoolmaster at Childrey, four miles from Uffington, at that time in Berkshire, and a mile from West Challow where he ended his days. Piggott’s father was also a school- master and in 1910, at the age of 36, he was a master at Churcher’s College, Petersfield. Known affectionately as ‘The Captain’ to the boys, he had married a Welshwoman, a Phillips, from Breconshire. In this pedigree must have lain the source of Piggott’s distinguished good looks and his startlingly original, mercurial mind. There were no brothers or sisters and the focus of familial contact lay with his paternal grandparents and aunts living, as Piggotts had lived since at least the early seventeenth century, under the hooves of the Uffington White Horse. This sense of place and belonging was clearly, to all who knew him, close to the core of Stuart Piggott’s being. Tracing his ancestry in a Retrospect published in 1983,1 he emphasised how ‘Piggotts have been around in Marcham, Hatford and West Challow and the families had died out or slipped quietly downhill to the status of farm labourer or, at best, small peasant farmers.
