Minimum Company Standards Second Story Fire Attack by Ladder

PURPOSE Many two story occupancies exist within the community and not all fires will occur on the first floor or close to an entrance/exit. Fire attack my means of a ladder may be required to 1) prevent the exposure of fire up the stairwell or when 2) extended hose lays (i.e. horizontal stand-pipes, extended pre-connects, etc.) are impractical because the easiest and shortest way to the fire room is via second story window.

Such conditions may exist in multi-story motels and any large multi- story occupancy.

OBJECTIVE The engine company attains an uninterrupted water supply by performing a 300’ forward lay and advances 200’ attack line up a 24’ extension ladder to the second story (or roof) of a simulated structure fire and flows a minimum of 150 GPM or .1% foam solution within 6 minutes. The interior crew operates the nozzle from a window (or roof) other than the one they entered, being at least a minimum of 20’ from the entrance. Time stops when the crew flows the required volume while being supplied by an uninterrupted water supply. IRIC shall be established with an IRIC line.

ASSIGNMENT OVERVIEW Captain: On scene report, command (mobile or fixed), orders “2ND Story Fire Attack with Ladder”, ladders building, 360 & utilities (if applicable), and supervises fire attack and safety.

Engineer: Spots apparatus, attains water supply, ladders building, pumps hose lines, and IRIC.

Firefighter 1: Catches the plug, pulls IRIC line, and initiates IRIC.

Firefighter 2: Gathers tools, pulls pre-connects, forcible entry, and fire attack.

PROCEDURES 1. Stage the engine company away from the simulated fire area. When personnel are ready, give the signal for the engine to proceed to the fire area. 2. Start recording time when the engine comes to a complete stop to begin the forward lay process, or when the firefighter exist the cab. 3. Time stops when the attack line is flowing water, hydrant is supplying water to the engine, IRIC line is pulled and crews are a minimum of 20 feet from the entrance point. 4. Ensure department policy is adhered to in seatbelt and PPE usage. 5. Ensure those laddering the building look for overhead power lines. 6. If any part of PPE is not on, a 10 second penalty will be added.

Firefighter 1 Shall: Points Points Possible Earned A. Receives authorization to exit cab and removes seat 2 belt. B. Safely dismounts apparatus and secures apparatus 2 door w/ PPE on. C. Proceeds to rear of apparatus, acquires correct 2 tools and adapters for forward lay. D. Wraps hydrant and signals engine to proceed to fire. 2 C. When first coupling drops, removes steamer cap and 2 flushes hydrant (if not equipped with Humat valve). D. Connects supply hose and awaits signal to charge 2 line. E. Upon signal, opens hydrant valve, charges supply 3 hose without creating water hammer and removes any kinks in the line. F. Returns back to apparatus and prepare for IRIC. 2 Note: Pull IRIC line if not pulled and/or assist in further advancing of hose.

Extends 200’ pre-connected hose line minimum 1 distance 150’ to point designated by Captain. E. Don’s mask and breathes from SCBA 2 F. When line charges, sets pattern and gallonage, and 2 bleeds air from nozzle and prepares for entry. G. Advances line up ladder into structure and heels Pass/Fail ladder for Captain to ascend. H. With Captain, further advances hose to fire room. 1

Engineer Shall: Points Points Possible Earned A. Pulls along side hydrant to begin forward lay. 1 B. Signals Firefighter 1 to perform task, drives away 3 at safe speed and positions apparatus at designated point by Captain. C. Sets parking brake and places apparatus in pump. 3 D. Removes seatbelt. 1 E. Safely dismounts apparatus and secures apparatus 2 door. F. Chocks apparatus. 1 G. Disconnect supply hose from hose-bed and connects 1 supply hose to pump intake. H. Gives signal for supply hose to be charged. 1 I. Assist Captain with removing, carrying and raising 1 of 24’ extension ladder. J. Pumps hand line at correct pressure and foam 2 solution and sets relief valve if required. K. Places PASSPORT on proper discharge valve. 1 l. Dons remainder of PPE, including SCBA and prepares 2 for IRIC. Note: If time permits, pulls IRIC line.

Captain Shall: Points Points Possible Earned A. Orders Second Story Fire Attack via Ladder 1 B. Provides on-scene report. 1 C. Tells engineer where to spot apparatus. 1 D. Safely dismounts apparatus and secures apparatus 2 door w/ PPE and SCBA (no mask). E. Acquires necessary tools, including TIC. 2 F. Conducts 360 (walk around) 1 G. With Engineer, removes, carries and raises 24’ 1 extension ladder. H. Don’s mask and breathes from SCBA and orders line 2 charged. I. While footing ladder, aids Firefighter 2 in Pass/Fail advancing hose line up ladder and into structure. J. Climbs ladder, enters room and advances hose to fire 2 room.
