APT COORDINATION DURING RA-12 AND WRC-12

1. Introduction

Radiocommunication Assembly 2012 (RA-12) will be held from 16 – 20 January 2012 and World Radiocommunication Conference 2012 (WRC-12) will be held from 23 January – 17 February 20120. The main purpose of APT Coordination Group during RA-12 and WRC-12 is to coordinate and reflect APT Common Proposals and Views to the outcomes of RA-12 and WRC-12 effectively.

This document describes the function, working procedure, structures and schedule of the coordination meetings during RA-12 and WRC-12.

2. Coordination Meetings of the APG

a. APG coordination meetings can be organized by the APT Secretariat during RAs and WRCs in order to:  ensure that APT Common Proposals on WRC Agenda Items are presented effectively  ensure that APG participates actively in the relevant Working Groups and other meetings during RAs, WRCs and CPMs  negotiate with other regional organizations with the objective of promoting consensus building and developing common understanding on issues b. The Chairman of the APG will preside over the coordination meetings c. In absence of the Chairman, a Vice-Chairman will preside over the meetings. If both the Chairman and Vice-Chairmen are not present then the Chairman of the Editorial Committee or one of the WP chairs, as decided earlier by the APG Chairman, will preside over the meetings d. The structure and work scopes of the coordination meetings will be decided by the regular APG meeting held immediately before RAs or WRCs.

3. Procedures for APG regional cooperation activities during WRCs:

a. ACPs shall be presented at the WRC by the APG WRC Agenda item Coordinator, as established through the APT Preparatory Group for WRC-12. If the APG Coordinator is absent from the meeting, the contribution shall be presented by the Chairman of the APG Working Party responsible for the relevant WRC-12 Agenda item, or his nominee.

The APG WRC Agenda item Coordinator assisted by the APG WRC Working Party Chairman (or his nominee) shall have primary responsibility, a coordination role and carriage of the proposal at the WRC, including in relation to discussions on related proposals submitted by other countries or regions. c. Regional coordination meetings shall be held on a regular basis during each WRC based on the needs and necessity as decided by the APG Management Team. The purpose of these regional coordination meetings shall be to: o monitor and report on progress of ACPs and common positions; o discuss APT member views on proposals that have been submitted during the WRC from other countries or regions, and which had not been previously considered by APG; o identify possible new ACPs for submission to the WRC; o consider the need to withdraw an ACP, or review the APT position; and o develop new common APT positions, and adaptations to existing positions, in response to the ongoing debates and discussions at the WRC. d. The Chairman of the APG, or his nominated deputy, with the assistance of the APT Secretariat shall be responsible for organising a time and venue for regional coordination meetings at the WRC. e. At WRCs, a country that has previously given its support for an ACP submitted to the WRC, and which decides to withdraw or change its support, shall notify the Chairman of the APG or his nominated deputy or the APT Secretariat of its withdrawal of support as soon as practicable. f. It is likely that countries will need to consult with national administrations before being able to offer country support at the WRC for a proposed new ACP. National delegations are encouraged to consult with national administrations on proposed ACPs as soon as possible after a regional coordination meeting. The Head of Delegation, or his designated person, for each country shall notify the APT Secretariat as soon as practicable if it supports a proposed ACP. g. To be approved as an ACP at a WRC, a proposal must meet the same requirements as for ACP approval in Section 2 of the Approval Procedure in ANNEX 1. h. If, during a WRC, a number of countries withdraw support for an ACP that has been previously submitted to the WRC, and the remaining support for the proposal means that the proposal no longer has the support required for an ACP (as required under Section 2 of the approval procedure given in Part A of ANNEX 1), the proposal may be re- submitted to the WRC as a joint country proposal (or an individual country proposal where appropriate). When a proposal no longer has the support required for an ACP, the ACP will be withdrawn.

4. Procedures for APG regional cooperation activities during RA a. APT Contributions and APT Common Contributions shall be presented at the RA by the lead country for the proposal nominated at the coordination meeting being held during the RA. If the lead country is absent from the meeting, the contribution shall be presented by the country nominated as alternate to assist the lead country.

The lead country, assisted by the alternate(s) shall have primary responsibility, a coordination role and carriage of the proposal at the RA, including in relation to discussions on related proposals submitted by other countries or regions. c. Regional coordination meetings shall be held on a regular basis during the RA based on the needs and necessity which is to be decided by the APG Management Team. The purpose of these regional coordination meetings shall be to: o monitor and report on progress of APT contributions and common positions; o discuss APT member views on proposals that have been submitted during the RA from other countries or regions, and which had not been previously considered by APG; o identify possible new APT contributions for submission to the RA; o consider the need to withdraw an APT contribution, or review the APT position; and o develop new common APT positions, and adaptations to existing positions, in response to the ongoing debates and discussions at the RA. d. The Chairman of the APG, or his nominated deputy, with the assistance of the APT Secretariat shall be responsible for organising a time and venue for regional coordination meetings at the RA.

5. Structure

For WRC-12:  WP chairs will act the Group Coordinator on the Agenda Items assigned to the WP  WP chairs will propose the name of the Agenda Item Coordinators for the approval of plenary  Members are encouraged to nominate experts in the role of Agenda Item Coordinators
