7. Narrative: The definitive 2016 RAND study on summer learning found that “for students to experience lasting benefits from attending summer programs, the report recommends that programs last for at least five weeks, promote consistent attendance, include sufficient instructional time and protect it, invest in instructional quality, and factor in attendance and likely no-show rates when staffing the programs in order to lower per-student costs.” Studies encourage children and families to read for 20 minutes a day throughout the summer so they’ll increase or maintain their reading levels they worked so hard to achieve. Studies show that the amount of time spent reading makes significant contribution to vocabulary, general knowledge, spelling and verbal fluency. In sections a-l, please provide concise but detailed responses. The following questions align with characteristics of quality summer programs. (You are not required to include every element such as running a program for five weeks; however, the strength of each element will be considered during the review process. This is your opportunity to make a persuasive case for support.) a. Statement of need: Provide a concise and coherent statement, supported by evidence, on why the project needs to be undertaken.
b. Evidence-based program: Describe the evidenced-based strategies, best practices, and/or national model that will be used. Include links or references to the supporting research.
c. Recruitment: Describe the target population and how they will be identified and recruited. What are the recruitment criteria?
d. Attendance: Describe strategies that will be used to encourage regular attendance. What was the daily average attendance of the summer reading program in 2017?
e. Qualifications of instructors/teachers: Describe the qualifications and background of the teachers? (Are the instructors certified teachers, college students, interns, etc.?)
f. Teacher/Instructor Training: Describe any training that program staff and/or volunteers will receive. (How long is the training? Who provides the staff training? What topics are covered in the training?)
g. Dosage of Literacy (reading):
How many minutes of daily literacy/reading instruction will each student receive (average)?
How many days of week will the program be implemented?
How many weeks will the program be implemented?

All funded programs must report data that includes baseline and follow-up data for students who participate in the program.
m. Data agreement: Does your organization have an agreement to receive student data from a partnering ISD for the proposed summer program? If so, please include data points and dates they will be collected.
n. Partnership and collaboration: Provide a description of formal and informal partnerships and collaborations specific to this program. Identify the role of each partner. If a partnership with a school district is mentioned, a letter of support from the school district must be provided.

Applicant organizations that are current UWTC partner agencies and received an allocation for 2017-2018 do not need to provide items #2, #5-#7. All other applicants are required to provide those items.
