Permission of the Chairperson is required for any person wishing to speak during the public forum. The meeting was opened with a Karakia by H McLean.

1. ANNOUNCEMENTS

His Worship the Mayor and Council’s new Chief Executive, Ms Steph O’Sullivan, were welcomed to the meeting.

Ms O’Sullivan shared her background and experience and said she was pleased to be in the role and in the . She noted the infrastructure challenges within the district and the opportunity that the regional growth fund could provide to enhance rural areas and said that she was privileged to be part of the journey. She concluded that her induction had been welcoming both at Council and into the community.

His Worship the Mayor gave an overview of the Chief Executive Appointment process and said he was proud to have Ms O’Sullivan on-board at Council. He noted that relationships in the district were strong and said with Ms O’Sullivan’s leadership these ties would strengthen further.

Chairperson Yalden was thanked for her leadership and His Worship the Mayor also acknowledged Board members for their involvement and contributions. He commented how great it was that the Tāneatua Community Board meetings were held throughout the district and wished all a Merry Christmas and a Happy New Year.

3. PUBLIC FORUM

Refer to page 4 of the agenda.

Nine years ago, Mr Hurkman proposed to Council a drain and culvert be installed at the end of McKenzie Street to help reduce flooding of houses in that area. Mr Hurkman said that six years later only a culvert was installed and that he then installed the drain on Morrison Street side at his own cost of $1000.

Mr Hurkman reported that Council had cleaned the drain on one side of the culvert however did not clean the drain that he had installed. He advised members he had cleaned the drain himself and sent the bill for $300 to Council, and to date it had not been paid.

In response to a question, Mr Hurkman referred to an invoice and reported that he had sent a copy to Council on 12 July 2018.

Attendance: Mr Hurkman left the meeting at 6:28 pm.

5. REPORTS

5.1. Activity Report to 31 October 2018

Refer to pages 9-15 of the agenda.

Resulting from the Activity Report, the following points were noted:

New Zealand Transport Authority (NZTA) intend to hold another round of stakeholder consultation for the SH2 Tāneatua Pedestrian and Speed management improvements in February 2019. To address the issue of vehicles cutting the corner from Waimana Road West north onto State Highway 2, NZTA advised a chevron board site barrier would be installed in the New Year. It was noted that the discarded fence roll had not yet been removed from the site. NZTA advised there were no plans to install additional lighting at Waimana Road West/State Highway 2 as the lighting was at the consistent with the design and function of the intersection. They were prioritising other safety improvements across the region; for example, right turn bays. To assist with the request for a street light installation at the entrance of Waimana School, Board Member McLean would report regarding the frequency and usage of Waimana School during evening.

5.2. Extraordinary Vacancy – Tāneatua Community Board

A meeting to confirm the appointment would be held on Monday, 17 December 2018, at the Tāneatua Hall, Morrison Street, Tāneatua, commencing at 6:00 pm.

1. THAT the Extraordinary Vacancy - Tāneatua Community Board report be received; and 2. THAT Mr M Robert be acknowledged for his tenure on the Board and his support to the Tāneatua ward; and

3. THAT the extraordinary vacancy be filled by appointment with the criteria being based on the person being a qualified elector, relevant experience, balance of the Board composition and representative of a sector of the community not currently represented; and 4. THAT Mary Faulkner be appointed to fill the extraordinary vacancy on the Tāneatua Community Board until the next triennial elections in October 2019.

6.1. Chairperson’s Report –September 2018

Chairperson Yalden gave a verbal report at the meeting.

It was requested that the rogue large pine tree in Howell Road Reserve be trimmed and topped as it was shading the community garden.

A discussion ensued regarding the Reid Road Culvert. It was suggested a meeting be held on site at with Manager Transportation, Bay of Plenty Regional Council representative and Ms Jeanette Mitchell to aid a resolution to the flooding issue.

Ms Yalden reminded members that after the February 2019 meeting, the Board would host the certificate of appreciation presentations.

1. REASON FOR THE REPORT

The reason for this report is to provide the Community Board with a report on infrastructure and other activities to December 2018 and covers the following:

Roads and Footpaths Three Waters asset management and planning Three Waters Operations Reserves and Open Spaces Solid Waste Buildings and Facilities Strategy and Community Development Governance Visitor Economy/ Tourism

2. ROADS AND FOOTPATHS

2.1. The NZ Transport Agency – State Highway Network

1. SH2 / Waimana West Road Improvements. This was a joint project with the Council completed last year. There are a small number of outstanding issues currently being worked through. These include: additional kerb and channel to be constructed around the Waimana Rd West Intersection, signage, lighting, final safety assessment and general site tidy up.

2. SH2 Tāneatua Pedestrian and Speed Management – Topographic survey of all of SH2 (McKenzie and Tūhoe streets) through Tāneatua has been completed. Design of concept options is underway and it is anticipated this will be ready for consultation with key stakeholders in late February 2019. 3. Emergency Works / Storm Damage –Waimana Twin Face Slip. Further works are proposed in March / April to undertake filling of bench cracks, bench draining improvements and hydro-seeding. 4. Proposed Low cost/low risk projects for 2018/19 are:

3. THREE WATERS ASSET MANAGEMENT AND PLANNING

3.1. Water Safety Plans

Toi Te Ora Drinking Water Assessor (DWA) has approved the Tāneatua Water Safety Plan (WSP), submitted on 12 November, was approved on 5December 2018.

4. THREE WATER OPERATIONS

4.1. Resource consents compliance

Council holds over 220 resource consents issued by Bay of Plenty Regional Council. For the period November – January, non-compliances were identified on eight of these resource consents. The key focus areas for non-compliances are in wastewater discharges after rain events overwhelm the storm water system, and some water takes where the take exceeds the maximum volume in the consent due mainly through water management practices by residents. It is planned to initiate a meeting with Bay of Plenty Regional Council staff to discuss these areas of non-compliance, and to plan a way forward. While most of the breaches were one off events (such as a breakage of an outlet pipe for wastewater for Whakatāne), there are two wastewater and one water scheme that have regular breaches and a firm plan moving forward needs to be decided.

5. RESERVES AND OPEN SPACES

5.1. Urban Tree Strategy

The draft Whakatāne Urban Tree Strategy is nearing completion. The content has been written, with internal checks and amendments to take place in consultation with other Council departments, including Transportation, Three Waters, Planning, Policy and Building Control, prior to a final draft being produced. A final draft is due to be presented to Policy Committee for further discussion and/or endorsement in early-April. The arbour team are continuing with a digital street tree audit to get an accurate picture of our current stock and exact geo-locations, to make this important asset information accessible to other departments when considering consenting applications and future infrastructure works.

6. SOLID WASTE

6.1. Residual Waste

A total of 3079 tonnes of refuse was disposed of to landfill from October to December 2018.

The graph below shows volumes and sources of refuse for the last 12 months. Total volumes for the previous 12 months have also been added (purple line) for comparison - the result of the floods is still visible.

6.2. Recycled Waste

From October to December 2018, a total of 1269 tonnes of recyclable waste was diverted. During this time, kerbside recycling collections resulted in 779 tonnes of mixed recyclables (consisting of plastic, paper cardboard and metal cans) and glass. The graph below shows the recycling diverted from landfill for the past calendar year, with the previous 12 months also added (purple line) for comparison.

6.3. Reprocessed Waste

Between October and December 2018, a total of 1604 tonnes of green waste was diverted for composting. Kerbside collections accounted for 921 tonnes. The remainder was made up of green waste deliveries to the transfer station by the general public, gardening contractors and businesses.

7. STRATEGY AND COMMUNITY DEVELOPMENT

7.1. Annual Plan 2019/20

The development of the Annual Plan 2019/20 is well underway, with discussions to date indicating that a number of external challenges and opportunities will put pressure on the budget forecasts for 2019/20, particularly the rating cap and debt limits set through the LTP 2018-28. Meetings have been scheduled to enable the Council to review draft budgets taking these new projects into account.

Proposed key dates for the remainder of the project are set out in the table below. Of note, consultation is currently planned for late March through to late April. Support from the community board will be welcome to help build awareness and support key messages. The Board is also welcome to submit on the proposals of the Annual Plan and may wish to start thinking about their process and timeframes for this.

7.2. Key dates for the Annual Plan 2019/20

7.3. Climate Change Project

There are a number of work streams progressing under the Climate Change project. Data gathering for the CEMARS audit, which will identify Council’s carbon footprint for 2017/18, is nearly complete. This will be followed by a formal audit verification process, at which point, a report on organisational carbon emission reduction targets will be brought back to Council for consideration. The Energy Audit

undertaken was reported back to staff on 30 January and staff are now looking at how we can implement the recommendations from the audit to reduce energy use, Council costs and carbon emissions. The final report will be provided to Council.

The Climate Change Project Team and Steering Group have developed some draft Climate Change Principles to help guide Council decision-making. These will be workshopped by a wider staff group, before being brought to Council for consideration at the 26 February Policy Committee meeting. It is envisaged that community engagement on these principles will be undertaken during March.

Council is partnering with EnviroHub and other Bay of Plenty Councils to deliver Sustainable Back Yards (an annual, month-long sustainability event, which this year has the theme of Climate Change) in the month of March. This presents an opportunity to work in partnership with others to begin the Climate Change conversation with the community. Various events, celebrations and workshops are being planned, as well as a pop-up hub situated in Wharaurangi throughout the month. Further details are still being worked through, but the intention is to deliver a programme of engagement that reaches various sectors of our community, including events around the District. 7.4. Youth Council

The Youth Council had two members apply for Youth Parliament 2019, with Youth Council member Anna Manning elected, and Youth Council chairperson CJ Poole elected to the East Coast Regional Youth Council.

Recruitment for Youth Council started from 7 January 2019 via social media. Flyers and applications were distributed to community youth organisations/agencies and groups, with hardcopies available for schools once open. An open information session is planned for February, where all interested youth will have the opportunity to learn more and ask questions. Current members will also be recruiting at events and in schools, prior to applications closing. The Community Board is encouraged to consider youth in their networks who might be interested in this opportunity.

8. GOVERNANCE

8.1. Community Board Remuneration

The Remuneration Authority is currently reviewing the remuneration for Community Board Members, in preparation for the 1 July 2019 determination. The Authority has instituted a size index for Councils, which will determine the governance pool from which the elected members will be remunerated. The Authority advises that the intention is to introduce the system progressively between 1 July 2019 and following the October elections.

The questions raised by the Authority are:

1. The Remuneration Authority is introducing a pool system, under which there will be a “governance pool” for each Council, reflecting each Council’s total responsibilities. Should this governance pool include remuneration for Community Boards and, if so, how should it account for the impact on the relativities between Councils with Community Boards and those without? 2. There appear to be big variations in member numbers of Community Boards, even between Boards with similar populations. Regardless of your answer to (1) above, should Community Board remuneration reflect the number of residents represented by the whole board, or the number of residents represented by each member?

Considerations include:

Council currently has four boards and a total of 26 Members, with the Chairperson receiving double the remuneration of a Board Member The possible impact of paying by the number of residents represented by the Members on the two smaller boards, which have the largest geographical areas to cover Community board costs are currently covered by way of a targeted rate for each board area.

As such, staff intend to respond indicating that the remuneration for community board members not be included in the governance pool and continue to be payable outside of the pool; and that the community board remuneration should reflect the number of residents represented by the whole board, not the number of residents per member.

9. VISITOR ECONOMY/TOURISM

9.1. Marketing and Promotion

The Spring/Summer tourism campaign for domestic visitors commenced in October. The ‘Share our Summer’ tagline explores the concept of welcoming visitors to share what we love about summer here in the Eastern Bay and immersing them in our way of life. The campaign will have a strong focus on the many activities visitors can experience, including golf, walking and cycling.

The media mix for the Share our Summer campaign involved editorial and sponsored content, print and online ads, video, social media across a number of channels including, Stuff.co.nz, Stuff Paradise Playground (summer magazine), NZHerald.co.nz, NZ Herald summer magazine, Your Weekend (Waikato Times & Dom Post), AirNZ Kia Ora magazine, Our magazine (Kiwi Rail, Interislander), NZ Today magazine, RV Lifestyle magazine, Motorhomes & Caravans magazine, Regional News (Greater Wellington), NZ Golf magazine, Plenty magazine, Go Travel magazine, NZ Mountain Biker magazine, Instagram and Facebook.

The comprehensive campaign run across multiple media channels resulted in our messaging reaching millions of New Zealanders.

In addition to the paid campaign, Whakatāne received the following free media coverage:

In November we hosted Seven Sharp for a day of filming, resulting in a ‘six hours in Whakatāne’ segment, screened to approximately 85,000 viewers Air NZ Koru magazine featured a 7-page article about visiting Whakatāne and highlighted our cultural attractions and White Island. A January Stuff travel article about ‘The best New Zealand regions to visit in 2019’ included Whakatāne and Moutohorā at the top of the list. Fish of the Day TV with Clarke Gayford who visited Whakatāne in January and episode 24 will feature fishing at White Island and cooking the fish at Soulsa restaurant. It will go to air on April 28 on TV Three and then on National Geographic in Asia, the Middle East, North Africa and the Pacific.

1. REASON FOR THE REPORT

The New Zealand Community Boards Conference is held every two years and this year it is to be held from 11-13 April 2019 at New Plymouth. The report is to provide information on the conference and determine whether a member of the Board should attend.

2. BACKGROUND

The New Zealand Community Board Executive hold a conference every two years. This year the Conference will be held at The Devon Hotel in New Plymouth from 11-13 April 2019 with the theme of “Community Boards in a Time of Change”. The conference is an opportunity for a Board Member to learn about issues and success stories in other areas and to network with other community board members from throughout the country. The programme for the event is attached to this report as Appendix 1.

3. ASSESSMENT OF SIGNIFICANCE

The decisions and matters of this report are assessed to be of low significance, in accordance with Council’s Significance and Engagement Policy.

4. DETERMINING THE LEVEL OF ENGAGEMENT

This matter is not of a nature of significance that requires public engagement.

5. FINANCIAL

The Board has a training budget to cover the cost of one person attending the conference. The following table indicates the estimated costs associated with one delegate attending the conference.

Members will need to decide on whether or not to send delegates to the NZ Community Board Conference from 11-13 April 2019.

1. PURPOSE OF THIS REPORT

The purpose of this report is to create a sense of transparency of the activity the chair has undertaken between meetings that is of interest to the members.

2. ACKNOWLEDGEMENTS

I wish to thank Pride Whakatane for the fruit trees planted in Tāneatua, most of which are now bearing fruit, and growing extremely well. It is disappointing that one tree on the verge in Howell Reserve has been damaged due to cars parking outside the reserve.

The Council have been out to Tāneatua and several of the new light standards have had a concrete circle poured around them, thanks to the workers involved.

There have been several water leaks in the township which have been reported and repaired.

3. ENQUIRIES / CONCERNS

Unfortunately some of the trees in the Amokura Reserve appear to be dying; which could perhaps be due to lack of water?

There is still an issue with roaming dogs. The Dog Ranger has been out several times and identified some of these dogs.

The Rugby Club/Tennis Court, McKenzie Street area in front of the building is looking very untidy. Weeds are growing through the cracks in the concrete and I have made an initial enquiry if there is a spraying Programme?

4. DISCUSSION

4.1. Discretionary Fund Granted

At the October 2018 Rangitāiki Community Board meeting, Te Hoko Whitu A Tu was granted $1000 from discretionary funds to assist towards the cost of the Tūhoe pilgrimage to France and Belgium. This was planned to commence in January 2019 however Ms Te Amo (sponsorship and marketing role) has now advised the tour has been delayed until September 2019.

4.2. Board Self-Assessment

In April 2017, the Tāneatua Community Board adopted their Code of Conduct and it was noted that the Board agreed to use the self-assessment form as the basis for a discussion around the performance of the Board and the assessment was to occur in the midpoint of the triennium.

To date, the assessment has not been completed and therefore, as a Board, we need to decide when this can be carried out. It is estimated the self-assessment and associated discussions would take approximately 30 minutes.

Also, the Board needs to consider whether to hold a strategic planning workshop prior to the end of the 2016-2019 triennium.

RECOMMENDATIONS:
