Each speaker during the forum may speak for three minutes. Permission of the Chairperson is required for any person wishing to speak during the public forum. Applicants seeking funding from the Board are encouraged to speak in support of their application at this time. Board Members may ask questions of the speaker but these should be confined to obtaining further information or clarification on matters raised by the speaker. 5 WHAKATĀNE DISTRICT COUNCIL TUESDAY, 19 FEBRUARY 2019 Tāneatua Community Board - AGENDA 7 Confirmation of Minutes 7 Confirmation of Minutes 7.1 Minutes - Tāneatua Community Board 3 December 2018 Details of TĀNEATUA COMMUNITY BOARD MEETING HELD AT THE Meeting: TĀNEATUA HALL, MORRISON STREET, TĀNEATUA ON MONDAY, 3 DECEMBER 2018 COMMENCING AT 6.04 PM Present: Board Members D S Yalden (Chairperson), L A Ruiterman, G Chater, L Knowles, H McLean and Councillor A V Iles In Attendance: A Glenn (Team Leader – Network Operations) and S French (Governance Support Advisor) Visitors: Mr Theo Hurkman Apologies: The meeting was opened with a Karakia by H McLean. 1. ANNOUNCEMENTS His Worship the Mayor and Council’s new Chief Executive, Ms Steph O’Sullivan, were welcomed to the meeting. Ms O’Sullivan shared her background and experience and said she was pleased to be in the role and in the Bay of Plenty. She noted the infrastructure challenges within the district and the opportunity that the regional growth fund could provide to enhance rural areas and said that she was privileged to be part of the journey. She concluded that her induction had been welcoming both at Council and into the community. His Worship the Mayor gave an overview of the Chief Executive Appointment process and said he was proud to have Ms O’Sullivan on-board at Council. He noted that relationships in the district were strong and said with Ms O’Sullivan’s leadership these ties would strengthen further. Chairperson Yalden was thanked for her leadership and His Worship the Mayor also acknowledged Board members for their involvement and contributions. He commented how great it was that the Tāneatua Community Board meetings were held throughout the district and wished all a Merry Christmas and a Happy New Year. Attendance: Mr G Chater entered the meeting at 6:10 pm. 2. PUBLIC FORUM Refer to page 4 of the agenda. Nine years ago, Mr Hurkman proposed to Council a drain and culvert be installed at the end of McKenzie Street to help reduce flooding of houses in that area. Mr Hurkman said that six years later only a culvert was installed and that he then installed the drain on Morrison Street side at his own cost of $1000. Mr Hurkman reported that Council had cleaned the drain on one side of the culvert however did not clean the drain that he had installed. He advised members he had cleaned the drain himself and sent the bill for $300 to Council, and to date it had not been paid. In response to a question, Mr Hurkman referred to an invoice and reported that he had sent a copy to Council on 12 July 2018. Attendance: Mr Hurkman left the meeting at 6:28 pm. 4. CONFIRMATION OF MINUTES 23 OCTOBER 2018 Refer to pages 5-8 of the agenda. RESOLVED: THAT the minutes of the Tāneatua Community Board meeting held on Tuesday, 23 October 2018 be confirmed as a true and correct record. Iles/Ruiterman CARRIED 5. REPORTS 5.1. Activity Report to 31 October 2018 Refer to pages 9-15 of the agenda. Resulting from the Activity Report, the following points were noted: New Zealand Transport Authority (NZTA) intend to hold another round of stakeholder consultation for the SH2 Tāneatua Pedestrian and Speed management improvements in February 2019. To address the issue of vehicles cutting the corner from Waimana Road West north onto State Highway 2, NZTA advised a chevron board site barrier would be installed in the New Year. It was noted that the discarded fence roll had not yet been removed from the site. NZTA advised there were no plans to install additional lighting at Waimana Road West/State Highway 2 as the lighting was at the consistent with the design and function of the intersection. They were prioritising other safety improvements across the region; for example, right turn bays. To assist with the request for a street light installation at the entrance of Waimana School, Board Member McLean would report regarding the frequency and usage of Waimana School during evening. 7 WHAKATĀNE DISTRICT COUNCIL TUESDAY, 19 FEBRUARY 2019 Tāneatua Community Board - AGENDA 7.1 Minutes - Tāneatua Community Board 3 December 2018 (Cont.) A trade waste officer had been employed by Council to carry out the compliance monitoring and administration work. RESOLVED: THAT the Tāneatua Community Board Activity Report to 31 October 2018 be received. Iles/Knowles CARRIED 5.2. Extraordinary Vacancy – Tāneatua Community Board Refer to pages 16-18 of the agenda. A meeting to confirm the appointment would be held on Monday, 17 December 2018, at the Tāneatua Hall, Morrison Street, Tāneatua, commencing at 6:00 pm. 1. THAT the Extraordinary Vacancy - Tāneatua Community Board report be received; and 2. THAT Mr M Robert be acknowledged for his tenure on the Board and his support to the Tāneatua ward; and 3. THAT the extraordinary vacancy be filled by appointment with the criteria being based on the person being a qualified elector, relevant experience, balance of the Board composition and representative of a sector of the community not currently represented; and 4. THAT Mary Faulkner be appointed to fill the extraordinary vacancy on the Tāneatua Community Board until the next triennial elections in October 2019. Iles/McLean CARRIED 6. MEMBERS REPORTS Refer to page 19 of the agenda. 6.1. Chairperson’s Report –September 2018 Chairperson Yalden gave a verbal report at the meeting. It was requested that the rogue large pine tree in Howell Road Reserve be trimmed and topped as it was shading the community garden. A discussion ensued regarding the Reid Road Culvert. It was suggested a meeting be held on site at with Manager Transportation, Bay of Plenty Regional Council representative and Ms Jeanette Mitchell to aid a resolution
